Odi o (fiO City Manager DATE: DEC . 519w FILE. ou SUBJECT Proposed Resolution to Appoint One Member to the Audit Advisory REFERE4CES: Committee _4CL75URE5_ RECOMMENDATION: It is respectfully recommended by the Director of Finance that the attached resolution appointing one individual to the City of I-iami Audit Advisory Committee be adopted. BACKGROUND: Section 2.237 of the City Code created the City of Miami Audit Advisory Committee with the functions of: - Reviewing the City's audit and management letter. - Reviewing system of internal controls and compliance with GFOA (Government Finance Officers Association) requirements. - Review internal audit reports where it is felt by the in tern al auditor that fraud or criminal conduct may be involved. - Review the ci ty man ager' s recommen dati on for sel ecti on of an independent auditor if requested by or directed by resolution of the City Commission. The City Code allows each member of the City Commission to recommend one member to the Committee, subject to appointment by the City Commission. By Resolution 86-563 three members were appointed to the Committee. Vice -Mayor Dawkins has not made a recommendation for membership to the Committee. According to the City Code, members are to be selected among the following: (a) A controller ,or chief financial officer of a large commercial' enterprise (with, size measured by dollar sales/revenue volume). 87—:[651 Honorable Mayor and Members of the City Commission Page - 2 - (b) A commercial or investment banker associated with a large financial institution. (c) A practicing certified public accountant, (if not a certified public accountant, then an accountant who shall have managed an accounting practice employing at least ten (10) individ- ual s.).
