RESOLUTION NO.
A RESOLUTION ESTABLISHING A VISIONS 2000
COMMITTEE PURSUANT TO THE VISIONS 2000
ACT OF 1986 ENACTED BY THE LEGISLATURE
OF THE STATE OF FLORIDA CONSISTING OF
TEN MEMBERS TO BE APPOINTED BY A
MAJORITY VOTE OF THE MEMBERS OF THE
LEGISLATURE REPRESENTING THE CITY OF
MIAMI.
WHEREAS, the State of Florida enacted House Bill No. 1360 on
July 1, 1986 authorizing each county and municipality to estabish
a Visions 2000 Committee; providing powers and duties of such
committees; and providing for grants to committees administered
by the Department of State; and
WHEREAS, the Visions 2000 Committee shall provide a forum to
facilitate discussion of and provide a community consensus for
the proper sense of direction for the future of the municipality;
and
WHEREAS, the Visions 2000 Committee shall carry out all the
duties and responsibilities provided for said Committees in the
Visions 2000 Act of 1986:
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. A Visions 2000 Committee is hereby established
pursuant to the Visions 2000 Act of 1986.
Section 2. The Visions 2000 Committee shall consist of ten
members to be appointed by a majority vote of the members of the
Legislature representing the City of Miami.

ENCLOSURES.
It is respectfully recommended that the City Commission adopt the
attached resolution establishing a Visions 2000 committee,
pursuant to the Visions 2000 Act of 1986, to consist of ten
members.
BACKGROUND:
The State of Florida enacted House Bill No. 1360 on July 1, 1986
authorizing each county and municipality to establish a Visions
2000 Committee. The act provides that grants up to $ 50,000 can
be made by the Florida Department of State o oca governments
on a dollar -for -dollar basis to fund expenses incurred by the
Committee in carrying out Its responsibili.tles under the Act.
The purpose of the Committee is to provide a forum to facilitate
discussion of and provide a community consensus for the proper
sense of direction for the future of the municipality. The
Committee members must be appointed by a majority vote of the
members of the Legislature representing the municipality.
The grant application deadline- is February 27, 1986. The
application muses— con a n a loca overnmen esolution
establishing a Visions 2000 Committee and a document designating
appointment of members to the Committee, signed by a majority of
the State Senate and House delegates representing the City,
signifying their approval.
Please be ereeared to nominate members at the February 12th
amm ss on meeting. This will allow our Offici the necessary
lead time to con act the Senate and House Delegates to obtain
their approval of the appointments.

An act relating to local government; authorizing each county IIII
and municipality to establish a Visions 2000 Committee;
providing powers and duties of such committees; providing
for grants to committees administered by the Department
of State; providing for reports; providing an effective
date.
Be It Enacted by the Legislature of the State of Florida:
Section 1. Short title. --This act may be cited as the "Visions
2000 Act of 1986."
Section 2. Legislative intent. --It is the purpose of this act to
encoura a counties and municipalities to establish committees which
Ml provide a forum to facilitate discussion of.and provide a
community consensus for the proper sense of Erection' for the future

such committees, includins any committees which may ave already een
established, Such committees shall ormulate goals and develop
comprehensive short-term ntecmediate-ter # and -long-term po is es

Municleality to assure that all citizens have _access to the
necessities that make Me valuable, fulfilling, and useful.

policies shall not be inconsis-."nt with guidelines in the state,
regional, or local P an. The purpose is_thus not to provide plans

it is intended to provide public statements of goals —and policies
reflecting the deairea and willof the people.
Section 3. Establishment of committees.--
(1) Each county and municipality is authorized and encouraged by
the Legislature to establish—byestablish-by resolution a Visions 2000 Committee.
Such committee may be established oint a county and one or more
municipalities within. EacF committee shall consist of no more than
5 members appointed a -Rijority vote• of the mem ers of the j
Legislature representing the county or munici a ity. The mem ers
shall nc u e a broad cross-section of communit - ased re resentation
nc u n ut not limited to, neighborhood grou s and organizations,
civic clubs, g2litica action groups,_an a I interest - citizens.
The members of the Legislature representing the county or
municipality shall apFoint the chairperson ot the committee.
(2) Within 2 weeks after appointment, or, if a grant is applied
for under sections within 2 weeks of approval or denial thereof
the committee shall hold an organizational meeting, and shall meet at
east ever months thereafter. The members of t e Le s ature
representing the county or municipality shall Provide a time an ,
ace tar the committee's tirst meeting. The committee shall meet as
long as necessat n order to complete its duties, but for no longer ,
than 2 Zears. Prior to holding its final meeting, the committee
sta11 make a report to the county and municipal ties affected an to i

municipality, including, at a minimum, an in in s an
recommendations made. A 202Y of the report shall be submitted to the
Department of State if a grant has been awarded under section 5, an

a copy shall also be submitted to any other a g e n c whicfi provided
financial support.
,(3) The governing_ bodies of local governments and other agencies
within the county or municipality may appropriate funds to meet the
necessaryexpenses `of a committee. Services of ersonnel, use of
equipment and office space, and other necessary services may be
( accepted bya committee from local governments and agencies as part
of such financial support.
Section 4, Powers and duties of committees. --Each committee shall
have the power to:
(1) Study and make recommendations to the'c_o_mmunity concerning
comprehensi e,_ short-term,_ intermediate -term, and long-term goals and
policies* Such recommendations shall be consistent with the policy
and intent expressed in section 2 and shall utx ize a 20-year
planning horizon. In making such recommendations, the committee
shall consider the following:
(a) The goals andpoli_cies of the state comprehensive plan
relatingo ed-ucat on; children; the a er ; hous n ; health; public
safety; rotect on of water resources, natural systems, an
recreations lands; energx conservation; Hazardous and nonhazardous
materials and waste; mining an rec amat on; Ian use re u anon;

(1) Any local government which establishes a committee nursuant
to this act or which has establisher a committee which meets the
requirements of this act prior to the effective date of this act may
apply to the Department of State lor a grant to fLrnd expenses
authorized by section 4(3)._ No grant may exceed $50,000. To be
eligible to receive a grant, the local government must rovide
matching funds on adollar-for-dollar basis.

provisions of this section. Annually on or before January 1, the
department shall com i e the reports submitted to it under section
3(2) and transmit such information to the Legislature.
Section 6. This act shall take effect July 1, 1986.
