HomeMy WebLinkAboutR-87-0148zx 24 87 RESOLUTION NO. 137-`14b A RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE APPRAISAL PROPOSALS OF GABRIEL GARCIA-MENOCAL, THE REPUBLIC APPRAISAL COMPANY, MEMBER OF THE AMERICAN INSTITUTE OF REAL ESTATE APPRAISERS AT A FEE OF $13,500 AND MOSES C. FLORENCE, CERTIFIED REAL ESTATE APPRAISER, AT A FEE OF $12,800 TO APPRAISE FOR FAIR MARKET VALUE THE 12 LOTS LOCATED BETWEEN NE 4TH AND 5TH STREETS AND NE 1 AND MIAMI AVENUES, MORE PARTICULARLY DESCRIBED ON ATTACHED EXHIBIT "A" FOR POSSIBLE ACQUISITION OF LAND FOR DEVELOPMENT OF A 250,000 SQUARE FOOT OFFICE BUILDING TO BE LEASED TO UNITED STATES GENERAL SERVICES ADMINISTRATION, FUNDS TO COVER THE APPRAISAL COSTS BEING PROVIDED BY PROPERTY & LEASE MANAGEMENT ENTERPRISE FUND. WHEREAS, the Department of Development requested Property & Lease Management to acquire two appraisals of the 12 lots located between NE 4 and 5 Streets and NE 1 and Miami Avenues, more particularly described on attached Exhibit "A"; and WHEREAS, this land is being appraised for possible acquisition for development of a 250,000 square foot building for lease to the United States General Services Administration; and WHEREAS, solicitation was made to thirty-four (34) appraisers domiciled in Dade County; and WHEREAS, seven (7) responses were received and the appraisal proposals of Gabriel Garcia-Menocal, the Republic Appraisal Company, member of the American Institute of Real Estate Appraisers, at a fee of $13,500 and Moses C. Florence, Certified Real Estate Appraiser, at a fee of $12,800, both minority appraisers, were the most advantageous to the City in fee and time to complete; and WHEREAS, funds to cover the cost of these two appraisals are being allocated from the Property & Lease Management Enterprise Fund (ATTACHMENTS CONTAINED CITY COMMISSION MEETING OF FEB 12 1987 )N No. � `--1 A S 1c NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. That the appraisal proposals of Gabriel Garcia- Menocal, the Republic Appraisal Company, member of the American Institute of Real Estate Appraisers, at a fee of $13,500 and Moses C. Florence, Certified Real Estate Appraiser, at a fee of $12,800 to appraise for Fair Market Value 12 lots located between NE 4th and 5th Streets and NE 1 and Miami Avenues for possible acquisition for the development of a 250,000 square foot building for the Untied States General services Administration. I f 1 REFERENCES: Od io City Manager ENCLOSURES._ RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution authorizing the acceptance of the appraisal proposals of Gabriel Garcia-Menocal, The Republic Appraisal Company, member of the American Institute of Real Estate Appraisers, at a fee of $13,500, and Moses C. Florence, Certified Real Estate Appraiser, at a fee of $12,8001 to appraise for Fair Market Value the 12 lots located between NE 4th and 5th Streets and NE 1st and Miami Avenues, more particularly described on attached Exhibit "A". BACKGROUND: The General' Services Administration Department, Property & Lease Management Division, was requested to seek two appraisals by the Department of Development. The City is considering acquisition of property for development of a 250,000 .square foot office building for lease to the United States General Services Administration. The appraisals are- needed before the negotiation process can begin. Both appraisers selected meet the City's minority procurement standards. Attachment: Proposed resolution ii 8'7-148
