A RESOLUTION CONCERNING CARNAVAL MIAMI BIKE DASH TO BE CONDUCTED BY THE KIWANIS CLUB OF LITTLE HAVANA ON MARCH 14, 1987, AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES AND THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY; CONDITIONED UPON THE ORGANIZERS PAYING FOR THE COST OF CITY SERVICES ASSOCIATED WITH SAID EVENT BEYOND THE COSTS ALLOCATED BY RESOLUTION NO. 86-1007, ADOPTED DECEMBER 11, 1986. WHEREAS, the Kiwanis Club of Little Havana will conduct the Carnaval Miami Bike Dash on Saturday, March 14, 1987; and WHEREAS, certain streets shall be closed to through vehicular traffic during specified dates and hours to insure the safety of the participants and pedestrians attending this event; i NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during Carnaval Miami Bike Dash to be conducted by the Kiwanis Club of Little Havana, the following streets are hereby closed to through vehicular traffic from 8:30 AM to 3:30 P.M. on Saturday, March 14, 1987: S.W. 8th Street from S.W. 19th Avenue to S.W. 23rd Avenue S.W. 23rd Avenue from S.W. Sth Street to S.W. 7th Street S.W. 7th Street from S.W. 23nd Avenue to S.W. 19th Avenue S.W. 19th Avenue from S.W. 8th Street to S.W. 7th Street Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, CITY COMMISSION MEETING OF FEB 12 1981 ESOWTION No. .— Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Such closing of streets is subject to the Kiwanis Club of Little Havana obtaining insurance as mandated by the City of Miami, Finance Department, Risk Management Division. Section 4. Said authorization is hereby conditioned upon the organizers paying for the cost of City services associated with said event beyond the costs allocated by Resolution No. 86- 1007, adopted December 11, 1986. Odio 0.- REFEREN CES: City Manager RECOMMENDATION: F E B 41987 FILE: Resolution Authorizing Street Closures for Carnaval Miami Bike Dash ENCLOSURES: Commission Agenda Item February 12, 1987 It is respectfully recommended that the City Commission adopt the attached resolution authorizing certain street closures for the Carnaval Miami Bike Dash. The street closures for this event are subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services and conditioned upon the organizers paying for the cost of City services beyond the costs allocated by Resolution No. 86-1007, adopted December 11, 1986. BACKGROUND: The Department of Community Development has prepared the appropriate legislation for certain street closures in connection with the Carnaval Miami Bike Dash to be conducted for the first time this year by the Kiwanis Club of Little Havana on Saturday, March 14, 1987. The streets to be closed are S.W. 8th and 7th Streets between 23rd and 194%--h Avenues and Avenues gird, 22nd, 2!st and 19th between 7th.and 8th Streets. This request was left out of our annual request that includes all the other events because we were in the process of establishing the appropriate certified course by the Cycling Federation.
