HomeMy WebLinkAboutR-87-0131J-87-133 2/3/87 RESOLUTION NO. 87r131 A RESOLUTION CONCERNING THE 28TH ANNUAL ARTIST'S DAYS ART FESTIVAL TO BE CONDUCTED BY VIZCAYA MUSEUM AND GARDENS, ON FEBRUARY 21 AND 22, 1987 AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES AND THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY; CONDITIONED UPON THE ORGANIZERS PAYING FOR NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT. WHEREAS, the Vizcaya Museum and Gardens will conduct the 28th Annual Artist's Days Art Festival on February 21 and 22, 1987; and WHEREAS, certain streets shall be closed to through vehicular traffic during specified dates and hours to insure the safety of the participants and pedestrians attending this event; and WHEREAS, Metropolitan Dade County Public Safety Department in conjunction with the Vizcaya Museum and Garden's security patrol will handle traffic detail in connection with this event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the 28th Annual Artist's Days Art Festival to be conducted by Vizcaya Museum and Gardens, the following streets are hereby closed to through vehicular traffic from 6:00 a.m., February 21 to 7:00 p.m. February 22, 1987: Southern - Eastbound Lane of S.W. 32nd Road from U.S. 1 to South Miami Avenue Northern - Westbound Lane on S.W. 32nd Road shall remain open to residential traf 1-c Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section CITY COMMISSION MEETING OF FEB 12 1987 Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Such closing of streets is subject to Vizcaya Museum and Gardens obtaining insurance as mandated by the City of Miami, Finance Department, Risk Management Division. Section 4. Said authorization is hereby conditioned upon the organizers paying for all costs of City services associated with said event. PASSED AND ADOPTED this 12th day of February 1987. XAVIER L. Odio REFERENCES: City Manager ENCLOSURES: Commission Agenda Item February 12, 1987 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution authorizing certain street closures for the 28th Annual Artist's Days Art Festival. The street closures for the Art Festival are subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services and conditioned upon the organizers paying for the necessary costs. BACKGROUND: The Department of Community Development has prepared the appropriate legislation for certain street closures in connection with the 28th Annual Artist's Days Art Festival to be conducted Uy the Vizcaya Museum and Gardens, Metropolitan Dade County Parks & Recreation Department on February 21 and 22, 1987.
