RESOLUTION NO.87_-124
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND ENTER INTO CONTRACTS FOR A TWO-
YEAR PERIOD WITH PEOPLES NATIONAL BANK OF
COMMERCE, AND TOTALBANK, FOR ESTABLISHING
SPECIAL DEPOSITORY ACCOUNTS.
WHEREAS, the City of Miami has a Minority and Women -
Owned Procurement Program to further the goal of increasing the
total annual volume of all procurement expenditures to minority
and women -owned business enterprises, authorizing for a minority
and women -owned business enterprise procurement set -aside for use
by the City Manager as may deem advisable; and
WHEREAS, the C i ty has its regular banking services
under contract until December, 1987; and
WHEREAS, the City Manager has identified three revenue
sources to be deposited in three separate bank accounts when
received by the City and to be subsequently wi re -transferred
within five (5) working days into the City main depository

i account; and
WHEREAS, Resolution 86-999 authorized the City Manager
to request proposals from Minority and Women -Owned banks for
establishing special bank accounts for a period of ten years,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is authorized to negotiate
} and enter into contracts for a two year period starting on April
1, 1987, for special depository bank accounts as stated in the
Request for Proposal a q p approved by Resolution 86-999, with banks
specified in Section 2 and 3, of this resolution.
Section 2. Peoples National Bank of Commerce, a Black -
Owned Bank, is designated for the State Revenue Sharing account.
Section 3. Totalbank, a Female -Owned bank is designated
for the Half -Cent Sales Tax Account.

Section 4. Implementation of this resolution is subject
to positive confirmation from regulatory agencies of information
provided by these banks in their proposals for these services to
the City of Miami.

It is respectfully recommended that the City Commission adopt the
attached .resolution authorizi.ng the City Manager to enter into
contracts with Peoples National Bank of Commerce, and Totalbank,
Black and Women -Owned Banks, respectively, for establishing
special bank accounts for a period of two years ending March 31,
1989.
BACKGROUND:
The City Commission adopted Resolution 86-999 authorizing the
City Manager to request proposals from Minority and Women -Owned
Banks for Establishing Special Bank Accounts for a period of two
years.
The following banks presented proposals to the City:
Alliance National, Bank
Hispanic
Banco Pedroso
Hispanic
Capital Bank
Hispanic
Cari bank
Hispanic
Consolidated Bank
Hispanic
M Bank
Hispanic
Peoples National Bank
Black
of Commerce
Totalbank
Female -Owned
Peoples National Bank of Commerce and Totalbank were the only
Black and Female -Owned banks that responded to the Request for
Proposal.

Based on the information provided in their proposals, subject to
final confirmation with regulatory agencies, the Finance
Department recommends negotiating contracts with Peoples National
Bank of Commerce for the State Revenue Sharing Account, and with
Total bank for the Half -Cent Sales Tax Actoun t.
Additional information is being sought by the Finance Department
from the Hispanic banks submitting proposals, in order to
complete the selection process. A resolution awarding an account
to a Hispanic bank will be brought to the City Commissions in the
regular March meeting.
