It is respectfully recommended that a resolution be passed autho-
rizing the payment of $5,491.48 to Mechanical Systems Analysis
Associates, Inc.
BACKGROUND:
On September 3rd, 1986, the City of Miami Police Department inves-
tigated the death of Officer David Herring who was found dead inside
of City Vehicle #148. During the course of the investigation, it
was determined that his death was due to Carbon Monoxide poisoning.
It became necessary to test the vehicle to determine exactly how the
Carbon Monoxide entered the vehicle. -
It was agreed upon that an outside, independent expert be hired to
test the vehicle. This testing had to be performed in a timely,
thorough, and professional manner due to the death of Officer David
Herring while on -duty and working in a City of Miami owned vehicle.
