HomeMy WebLinkAboutR-87-0118J -87-101 1/22/87 RESOLUTION NO. 137:118 A RESOLUTION APPROVING THE PAYMENT FOR SERVICES RENDERED FROM MECHANICAL SYSTEMS ANALYSIS ASSOCIATES, INC. FOR THE DEPARTMENT OF POLICE AT A TOTAL COST OF $5,491.48; ALLOCATING FUNDS THEREFOR FROM 1986-1987 GENERAL FUND OPERATING BUDGET. WHEREAS, The Miami Police Department, during the investigation into the unclassified death of Officer David Herring, did find his cause of death to be Carbon Monoxide Intoxication; and WHEREAS, Officer David Herring was found inside of City Vehicle #148, identification number 1P3BR27LOBA1187897; and WHEREAS, City Vehicle #148 is owned and serviced by the City of Miami; and WHEREAS, Mechanical Systems Analysis Associates, Inc. was contracted to inspect, test, and document their findings and report these findings to the Commanding Officer of the City of Miami Homicide Detail; and WHEREAS, funds for this purchase are available in the departmental FY 86-87 General Fund budget; and WHEREAS, the City Manager and the Chief of Police recommend that the payment for services rendered be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. That the payment of services rendered be made to Mechanical Systems Analysis Associates, Inc., under contract for the Department of Police at a total cost of $5,491.48 is hereby approved with funds therefor hereby allocated from the 1986-87 Operating Budget. BACKGROUND: On September 3rd, 1986, the City of Miami Police Department inves- tigated the death of Officer David Herring who was found dead inside of City Vehicle #148. During the course of the investigation, it was determined that his death was due to Carbon Monoxide poisoning. It became necessary to test the vehicle to determine exactly how the Carbon Monoxide entered the vehicle. - It was agreed upon that an outside, independent expert be hired to test the vehicle. This testing had to be performed in a timely, thorough, and professional manner due to the death of Officer David Herring while on -duty and working in a City of Miami owned vehicle.
