FOR THE PURPOSE OF PAYING APPRAISAL FEES,

OF A 250,000 SQUARE FOOT BUILDING FOR
LEASE TO THE UNITED STATES GENERAL
SERVICES ADMINISTRATION, REVENUE IN THE
LIKE AMOUNT BEING AVAILABLE FROM PROPERTY
AND LEASE MANAGEMENT'S 1985-1986 RETAINED
EARNINGS CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 10150 on
Septemner 25, 1986, establishing revenues and appropriations for
the city of Miami, Florida, for fiscal :year ending September 30,
1987; and
WHEREAS, the Property & Lease Management Division has the
function of securing the services of appraisers for development
projects which the City is presently implementing for various
departments; and
WHEREAS, these appraisal expenses have thus far exceeded the
appropriations in the Professional Services :- Appraisal Account
of the Property & Lease Management Enterprise Fund; and
WHEREAS, Property & Lease Management has retained earnings,
from the 1985-1986 Budget in the amount of $108,689.00; and
WHEREAS, :it is deemed appropriate to appropriate $26,300 of
these available monies to meet current appraisal expenses; and
WHEREAS, the Property & Lease , Management Division's
Protessionai Services Account - Appraisals. can be :increased by
decreasing the retained earnings from the 1985-1986 Budget;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1, Section 1 and 6 of Ordinance No. 10150r adopted
on September 25, 1986, the Annual Appropriations Ordinance for
fiscal year ending September 30, 1987 are hereby amended, in the

It is respectfully recommended that the City Commmission adopt the -attached
ordinance amending the annual appropriations ordinance for the fiscal year
ending September 30, 1987, increasing the appropriations in the Enterprise
Fund, Property and Lease Management Enterprise Fund, for the purpose of paying
appraisal fees in connection with a 250,000 square foot building to be leased
by the United States General Services administration.
BACKGROUND
The General Services Administration. Department has been requested to solicit
appraisals for the City's possible acquisition of property in connection witn
a 250,000 square foot building to be leased by the United States General
Services Administration.
The Property and Lease Management Division has already expended all existing
funds in its current appraisal account, and the cost for the above noted
appraisals was.not anticipated nor was it budgeted for in the Property & Lease
Management 1986-1987 budget. The division has approximately $108,689 in
retained earnings, having exceeded the previous year's budgeted revenues oy
that amount.
The purpose of the proposed ordinance is to increase Property and Lease
Management's Professional Services Account for appraisals to which these
expenditures can be cnarged.
The General Services Administration Department estimates that it will need a
proposed amount of $50,000 to cover appraisal expenses in connection with —
development of a 250,000 square foot building to be leased by the United
States General Services Administration.
The General Services Administration Department already has in hand two
appraisal proposals for acceptance in the amount of $26,300 for twelve lots.
Another request for two appraisal proposals for an additional eight lots is
being requested for this same project. It is undetermined at present the
exact amount of these proposals but the two requests for appraisals wili come
very close to $50,000 for this project, therefore the ordinance for the
proposed $50,000 is being made.
