RESOLUTION NO. 87
A RESOLUTION OF THE MIAMI CITY COMMISSION
URGING THE U.S.-SENATE AND THE U.S. HOUSE OF
REPRESENTATIVES TO ENACT LEGISLATION
ESTABLISHING AND FUNDING A NATIONAL CENTER
NOT ONLY TO PROVIDE AND COORDINATE
INFORMATION RELATING TO THE NEEDS OF ALL
RECIPIENT PATIENTS AND THE AVAILABILITY OF
DONORS OF HUMAN ORGANS FOR TRANSPLANT, BUT
ALSO TO ASSIST FINANCIALLY IN THE ACTUAL
PROCESS OF PROCURING AND TRANSPLANTING SAID
ORGANS FOR RECIPIENT CHILD PATIENTS; FURTHER
DIRECTING THE CITY CLERK TO TRANSMIT A COPY
OF THIS RESOLUTION TO THE HEREIN DESIGNATED
OFFICIALS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Commission hereby urges the U.S.
Senate and the U.S. House of Representatives to enaot legislation
establishing and funding a national center not only to provide
and coordinate information relating to the needs of all recipient
patients and the availability of donors of human organs for
transplant, but also to assist financially in the actual process
of procuring and transplanting said organs for recipient child
patients.
Section 2. The City Clerk is hereby directed to transmit
a copy of this Resolution to President Ronald Reagan; Vice-
PreisidoAt. Ceorge Bush; U.S. Senate Majority Leader, Senator
Robert Byrd; Speaker of the U.S. House of Representatives,
Representative James Wright; and all members of the Florida
Congressional Delegation.

Dear Matty:
Thank you for sending me the City of Miami resolution regarding
ergan transplants. I appreciated kn.cwing of the City's concerns
in this regard.
Or. any given day, there are more than 10,000 Americans crn waiting
lists fcr a new heart, kidney, cr liver. Advances in surgical
techniques and tissue -matching have led to an explosive growth in
the number of successful transplants. However, there are still a
number of unanswered questions. Will there be enough organs to
transplant? How de we ration an expensive medical technology?
Whc should pay for the expensive but potentially life-saving
treatment?
In. 1984, Congress passed a major piece of legislation to address
some of these issues. The National Organ. Transplant Act
established a network of national organizations to coordinate
potential organ donations with patients who are waiting for
transplant surgery. Through this Act, the Department of Health
and Human. Services has already awarded ever. $2 million to assist
community procurement systems. Last year, for example, the East
Central Florida Transplant Program received ever $79,000 in
Federal assistance.
Another provision of this legislation created a 25-member task
force which has been trying to answer some of these tough
questions. The committee asserted that a patient's financial
status should net limit the availability of medical treatment and
that criteria for organ placement must be objective, medically
sound, and publicly stated. I agree with the task force on these
points.
I have noted the City's specific request for Federal assistance
for transplants. In the 100th Congress, the Senate will continue
working to improve health care access for all Americans. In
these discussions, I will certainly keep your ideas in mind.

for all aspects of organ transplantation.
Just last week, I cosponsored legislation introduced
by Congressman Sid Morrison to proclaim April 26, through
May 2, 1987 as "National Organ and Tissue Donor Pwareness
Week." Hopefully, this legislation will heighten every-
oneFs awareness of the plight of organ transn+lant patients
and eventually lead to a legislative solution.
