HomeMy WebLinkAboutR-87-0203J-87-218 2/26/87 RESOLUTION NO. 87-20 31 A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE FLORIDA STATE LEGISLATURE TO PROVIDE FINANCIAL ASSISTANCE TO THE BAY OF PIGS VETERAN'S ASSOCIATION FOR THE CASA BRIGADA MUSEUM AND LIBRARY; FURTHER DIRECTING THE CITY CLERK TO FORWARD COPIES OF THIS RESOLUTION TO THE HEREIN NAMED OFFICIALS. WHEREAS, the 2506 Brigade of the Bay of Pigs Veteran's Association has requested the support of the City of Miami for the operation and maintenance of the Casa Brigada Museum and Library; and WHEREAS, said facility will house cultural and historical activities that are an integral part of the heritage of the Cuban -American migration and development of the City of Miami; and WHEREAS, the Commission of the City of Miami has in the past expressed its support of said Museum and Library by its adoption of Resolution No. 84-1405, adopted December 13, 1984, and Resolution No. 87-202, adopted this date; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Miami City Commission hereby urges the Florida State Legislature to provide financial assistance to the Bay of Pigs Veteran's Association for the Casa Brigada Museum and Library. Section 2. The City Clerk is hereby directed to forward a copy of this resolution to the Governor of the State of Florida, the Speaker of the Florida House of Representatives, the President of the Florida Senate, and to each member of the Dade County Delegation. Trough a feasibility study performed with our Directive and accountants, it was clearly determined that in order to provide the services necessary, it was innevitable to ask for assistance from our government. It is imperative therefore that the little assistance we are asking be provided on the basis of upkeeping and maintenance. Attached the Commission will fir:' an actual breakdown of our operation budget and what is so needed for the preservation of this pro;;ect. Just as the Casa San Carlos is a historical place in Key West, our Casa de le Brigada will be a landmark for tourists, school children and local visitors. DURING ROLL CALL: Mr. Carollo: I'm voting yes, hoping that I will get an approval on the motion that I'm about to make. If I do not, I want to make it clear for the record that I will be changing my vote immediately after. 75.2 ALLOCATE $759000 TO BRIGADE 2506 BAY OF PIGS VETERANS ASSOCIATION IN CONNECTION WITH TBEIR PROPOSED BUILDING Mayor Ferre: The Chair now recognizes Commissioner Carollo for the purposes of making a motion regarding the Brigade house. Mr. Carollo: The motion that I'm making, Mr. Mayor, is that we approve $75,000 for the request the Brigade 2506 made to come from the same sources as the $15,000 that we just approved here today. Mayor Ferre: I'll see if there is a second, and then I will ask for an amendment of that, if I may. Is there a second? Mr. Perez: Second. Mayor Ferre: Mr. Carollo,. I would like to ask that you put into the motion that it be funded from CD funds. We can do that legally without any problems and it fits within the Federal guidelines. Why take it out of the general budge , or special funds, when in effect, we can take it out of Community Development Funds. Mr. Carollo: Mr. Mayor, you just made a statement that all the CD funds are used up for this year and that maybe we won't have any for next year. Mayor Ferre: Then I'll tell you what, if you make this motion. That if we don't get the monies from CD funds, then we get it from the general funds. Mr. Carollo: Yes, but you are talking about waiting a whole new year before we could apply and proceed. Mayor Ferre: No, it doesn't work that way. What you can do is you can borrow funds from, and we do it all the time, from one category to move on a project and then refund it when we get the CD funds. If we don't get CD funds, then it would come from the general budget. Mr. Carollo: I would do that as long as the $75,000 is written at the same time that the $15,000 will be written. Mayor Ferre: I have no problems with it -provided it passes all the legal ramifications. In other words that it's 87-204. 87-2031 sl 137 December 13, 1984 11 non...the sane conditions as with the United Negro College; that is a non-profit organization. Mr. Carollo: It's not just the United Negro College. It's the United Vay, it's cerebral palsy, it's everything else. I bit the bullet. I went against a lot of things here today, but then I'm seeing that at the end, we're still playing politics and we're still voting upon one group or another in weighing votes. I think what we have to do is go across the line. I don't care who's asking for the money. I mean that is a very worth while organization, United Negro College; no question about it. But $159000 is a drop in the bucket to their whole total organization. It's just like what we gave to United Way is a drop in the bucket to them. Mayor Ferre: Commissioner Carollo, you can vote any way you want. I can vote any way I want. I'm telling you that if you are taking $75,000 from the taxpayers monies without getting from the Community Development Funds first, I'll tell you on the record, I'm voting against that. Now, I tell you what, if we want to do it that way, I'll pass the gavel on to the senior member here and make a substitute motion which is on this subject, so I can make a substitute motion. I make a substitute motion that we approve the request of the Brigade for $75,000 provided however that it come from CD funds, and if Cd funds are not available, that it then come from the general fund on that basis. Mr. Carollo: Mr. Mayor, that's exactly what I was saying before. Mr. Plummer: Is there a second to the substitute motion? Mr. Carollo: That is exactly what I was saying before. The problem is you start throwing all the ifs and buts, and you are the one, sir, that made a promise to the Brigade 2506 that the City of Miami was going to provide that money. It wasn't I. sir. Mayor Ferre: I am going to keep that promise. Mr. Carollo: Then if you're going to, I would suggest that you keep the motion to what I agreed to would be the motion, and not start throwing all the other ifs that now, in the substitute motion that you say you are making, which is the same thing that I agreed to, you didn't include all the ifs and buts that you are throwing at me. Mayor Ferre: I stand corrected. However, in the substitute motion, provided however, that it meet all of the requirements of the law, such as non-profit organizations, etc., that all other donations of this sort need. You're right. I stand corrected. Mr. Carollo: Mr. Clerk, is there anybody here from the Brigade 2506? Mr. Dawkins: If I could ask a question now, Mr. Carollo. In the event, air, that everything goes well, you have to draw plans and what have you. You are looking at a start up date of when? Mr. Lamar: As soon as we have the funds besides that we already are working on the plans. We have the preliminary plans. We have a preliminary budget. We can furnish you with all the information whenever you want to. Mr. Carollo: Are you a non-profit organization? That was the Mayor's request. Any other Questions, Mr. Mayor, any other requirements? Mr. Perez: Mr. Mayor, in order that we can take emergency action in this case, I would like that instead of a motion, we have a resolution, In order that they have an opportunity to request this fund as soon as possible. Mayor Ferre: Fines I have no problem with the legal format of it. Mr. Dawkins: Under discussion, what you are saying, Commissioner Perez, is that we want a first and second reading today so that they can get the money immediately and not have to come back to another meeting. Is that what you're saying? Mr. Perez: Anyhow, the motion would no first reading. The motion is pending for a resolution, but I would like the maker.... Mr. Dawkins: A resolution, you still have to have two readings, so we don't have to come back here. You have to have two readings tonight.
