A RESOLUTION EXPRESSING SUPPORT FOR THE ANTI-
DRUG ABUSE ACT AND URGING PRESIDENT REAGAN
AND THE FLORIDA CONGRESSIONAL DELEGATION TO
RESTORE FULL FUNDING OF THE ANTI -DRUG ABUSE
ACT SO THAT FLORIDA MAY CONTINUE TO
EFFECTIVELY WAGE ITS WAR ON DRUGS; FURTHER
DIRECTING THE CITY CLERK TO TRANSMIT A COPY
OF THIS RESOLUTION TO PRESIDENT REAGAN AND
THE FLORIDA CONGRESSIONAL DELEGATION.
WHEREAS, a state of war exists between the citizens of the
United States and Florida and drug traffickers who are destroying
the minds and bodies of our people and undermining our society;
and
WHEREAS, Florida's drug enforcement, education, interdiction
and prevention programs are the first line of defense in this
war; and
WHEREAS, Congress enacted and President Reagan signed into
law the Anti -Drug Abuse Act of 1988 authorizing the expenditure
of $230 million a year for fiscal years 1986 through 1988 for
state and local drug enforcement programs, $200 million a year
for fiscal years 1986 through 1989 for local drug education
programs, and an additional $262 million for drug prevention and
treatment programs in fiscal year 1987; and
WHEREAS, the Anti -Drug Abuse Act of 1986 appropriated $225
million for law enforcement, $200 million for drug education
programs and treatment, and $262 million for the drug prevention
and treatment programs for fiscal year 1987; and
WHEREAS, funding under the Anti -Drug Abuse Act of 1986 is
critical to the success of Florida's drug enforcement, education,
interdiction and prevention programs since Florida will likely
receive $17 million of these funds in fiscal year 1987, and $13.7
million in fiscal year 1988; and
WHEREAS, President Reagan's budget proposals for fiscal year
1988 for the Anti -Drug Abuse Act are substantially less than the

expenditures authorized by Congress, in that they would eliminate
the $230 million authorized for funding the State Law Enforcement
Grant Program; out funding for drug education programs from the
authorized amount of $200 to $100 million; and defer spending of
50% of the additional $262 million authorized for the drug
prevention and treatment programs from fiscal year 1988 to fiscal
year 1989; and
WHEREAS, law enforcement experts estimate that 50% to 60% of
the street crimes committed in Florida are related to illicit
drugs; and
WHEREAS, more than 3,000 of the inmates in Florida's prison
system are incarcerated because they were convicted of drug -
specific crimes, thereby aggravating the State's prison
overpopulation problems and costing the State $34.5 million per
year; and
WHEREAS, the State of Florida would lose at least $12.3
million in funding for fiscal year 1988 under President Reagan's
budget proposal, thereby hampering the State's initiative to
establish a Statewide coordinated enforcement program to combat
drugs; to provide early prevention, education and treatment
programs in our public schools; and to provide for uniform drug
education and treatment programs throughout the State's prison
system; and
WHEREAS, the Florida Association of Chiefs of Police, the
Florida Sheriffs Association and the Florida Department of Law
Enforcement are strongly opposed to any reduction of funding for
drug enforcement;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. That the City Commission, in the best
interest of the safety and welfare of the citizens of Florida, do
hereby express their support for the Anti -Drug Abuse Act and urge
President Reagan and the Florida Congressional Delegation to
restore full funding to the Anti -Drug Abuse Act so that Florida
may continue to effectively wage its war on drugs.

Section 2. The City Clerk is hereby directed to transmit
a copy of this Resolution to President Reagan and the Florida
Congressional Delegation.

reductions in recently authorized drug abuse prevention and control
programs as proposed in the Administration's 1988 Budget.
Like you, I am strongly opposed to the proposed cuts. Clearly, law
enforcement cannot go forth in its fight against illicit narcotics
when promised funds continue to be in jeopardy.
Therefore, I have written to President Reagan expressing my opposition
to the Administration's proposal. For your benefit, I have enclosed a
copy of that letter.

to fight funding reductions in drug abuse and prevention programs.

Dear Mr. President:
Let me share with you my strong opposition to reductions in recently
authorized drug abuse prevention and control programs as proposed in
the Administration's 1988 Budget.
Last October, we joined hands in making a long -overdue commitment to
the American people to fight the illicit use of narcotics. Provisions
contained within the Omnibus Anti -Drug Bill provided law enforcement,
teachers, doctors, and parents with the needed ammunition to wage
battle against the most menacing enemy America has yet to face.
The people of Florida, who have long been waging an uphill battle
against narcotics, were encouraged by the news of this needed
legislation. Never before had the federal government committed so much
of its fiscal resources to fight this enemy.
As one who has been in public service for many years, I have witnessed
many worthwhile causes lost in the shuffle due to political
priorities. Our commitment to eliminating narcotics cannot be diluted.
In consideration of the proposed cuts, I cannot help but reflect on
these powerful words;
"The plains of hesitation are littered with
the bones of countless thousands who, at the
dawn of victory, paused to rest; and in resting died."
Mr. President, we cannot afford to rest. America is losing a war with
an enemy so brutal it cares little of the age, sex, race, or religion
of its victim. This war cannot be won within a year's time but
requires a long-term commitment from all of us.
Therefore, I strongly urge you to reconsider these proposed cuts in
drug abuse prevention and control programs.

Thank you for your recent letter expressing your concern about
the Administration's proposed budget cuts in certain drug pro-
grams.
I share your concern and frustration. There is an informal propo-
sal initiated by the Office of Management and Budget (OMB) which
would transfer the $225 million appropriated for state and local
law enforcement grants in fiscal year 1987 to correctional facili-
ties. I am also dismayed by the President's budget proposal for
fiscal year 1988, which reflects no funding for the same state
and local law enforcement programs, as well as budget cuts for
drug education, treatment, and rehabilitation programs.
As one who worked long and hard to maintain such funding during
deliberations on the new drug programs, I was dismayed to learn
of the Administration's intentions in this area. I have let the
Administration know that, as Chairman of the Senate Budget Commit-
tee and member of the Appropriations Committee, I will not enter-
tain any such proposals for cuts in drug enforcement programs
and, in fact, will work to fully fund the Anti -Drug Abuse Act of
1986 (Public Law 99-570). I am keenly aware of the need for more
prison space especially in Florida but do not believe that taking
money intended for drug enforcement is the answer. In fact, the
Anti -Drug Abuse Act authorizes significant increases for addition-
al prison space in Federal facilities.
I believe that the intent of Congress to establish and support a
comprehensive, adequately supported drug policy is clear. I can
assure you that I will work with my colleagues to see that this
intent is carried out for all of the programs authorized in the
new law. During the next few months at the appropriate hearings
and meetings on the Administration's budget, I will question the
Administration about the proposed cuts in the drug enforcement
programs, as well as those in the new drug treatment and drug edu-
cation programs. I will convey the concerns expressed by Florida
law enforcement officials and others about such cutbacks.
In addition, I have joined with the entire Florida Congressional
Delegation in a letter to James Miller, Director of the Office of

Management and Budget, to express our support for the resolution
of Governor Martinez and the Members of the Florida Cabinet
urging full funding of the Anti -Drug Abuse Act.

Thank you for your recent correspondence expressing
your concerns on the Office of Management and Budget
(OMB) proposed impoundment of Anti -Drug Abuse Act
funds.
I'm glad to hear the FY 87 funds have been made fully
available for state and local use, but I agree that
full funding of the Act for Fiscal Year 1988 is
critical to Florida and the nation's effort in the war
on drugs.
The members of the Florida Congressional Delegation
recently sent to OMB Director, Mr. James C. Miller, a
letter which expressed opposition to any reduced level
of commitment by the federal government to Florida for
drug enforcement, education, prevention and and
treatment programs. You can be assured that I will
pursue this important matter with continued interest
and concern.

[his Issue Is of grave importance to every citlten of
Florida. Law enforcement experts estimate that 50 to 601 of the
street crimes committed In Florida am related to IIIIcit drugs.
Money Included In the Anti -Drug Abuse Act Is In Florida to
needed
assist law enforcement as well as to maintain the high level of

education and rehabilitation services that Florida offers. Only
through continued cooperation between the 'State of I'lorida and
the Federal Government can this war be won.
Enclosed please find a resolution on this subject passed by
the Florida Cabinet and by Governor Bob Martinet, a document
that clearly articulates the State of Florida's position regarding
the effect of the loss of these desperately needed funds. We
request that steps be taken to fully fund this program, to assure
that an effective battle can be waged against drug trafficking and
drug abuse.

legislation, I am angered by the Administration's budgetary retreat, just as
we are about to begin to fight the war on drugs in earnest.
The President's proposals are directly counter to Congress' intent
in the Anti -Drug Abuse Act. I have joined my Florida colleagues in expres-
sing our deep concern to the President about his anti -drug budget recommenda-
tions. In addition, I have urged the Chairman of the House Budget Committee
to ensure that full funding is provided for all aspects of this nation's
anti -drug policy in the year ahead. You may be sure that I will continue my
efforts in this regard.

The Anti -Drug -Abuse Act of 1986 was signed into law by President Reagan on
October 27, 1986. This legislation contains numerous.Federal initiatives to
combat drug abuse and narcotics trafficking including the strengthening of
existing penalties, the establishment of new ones, and funding for the state
and local Narcotics Control Assistance Program. The Act provides funding for
state and local law enforcement, rehabilitation and education efforts for
anti -drug abuse and enforcement programs.
In December, the Office of Management and Budget (OMB) called for a diversion
of these funds for other programs. A negative response to this impoundment by
law enforcement and others caused the 0118 to restore funding for Fiscal Year
1987. However, at this point the full funding for fiscal.year 1988 remains
uncertain since it has not been included in the administration's 1988 budget.
Because of this, the Governor and Cabinet on January 22, 1987, passed a
resolution calling for the full funding of this Act and stated Florida's
position on this issue. I have attached i"or your information and use a copy
of this resolution. The resolution has also been forwarded to the Department
of Justice and the entire Florida Congressional Delegation in hopes that these
funds will be restored to the budget.
I .gym sure you agree that our citizens look to law enforcement for leadership.
In our effort to fight drug abuse, we need adequate resourcesand our
resources in Florida, as you knew, have been stretched far too thin in trying
to combat this problem. I feel confident that a united Law enforcement,
treatment and education voice stating our concerns over this budget submission
will be heard and full funding will be restored. I sincerely encourage you to
support the Governor and Cabinet s resolution by making your opinions known to
your congressman and any other entity you deem appropriate.

R E S O L U T I O N
WHEREAS, a state of war exists between the citizens of the
United States and Florida and drug traffickers who are destroying
the minds and bodies of our people and undermining our society;
and
WHEREAS, Florida's drug enforcement, education,
interdicton and prevention programs are the first line of defense
in this war; and
WHEREAS• Congress enacted and President Reagan signed into
law the Anti -Drug Abuse Act of 1986 authorizing the expenditure
of $230 million a year for fiscal years 1986 through 1988 for 1
state and local drug enforcement programs, $200 million a year
for fiscal years 1986 through 1989 for local drug education
programs, and an additional $262 million for drug prevention and
treatment programs in fiscal year 1987; and
. WHEREAS, the Anti -Drug Abuse Act of 1986 appropriated $225
million for law enforcement, $200 million for drug education
programs and treatment, and $262 million for the drug prevention
and treatment programs for fiscal year 1987; and
WHEREAS, funding under the Anti -Drug Abuse Act of 1986 is
critical to the success of Florida's drug enforcement, education,
interdiction and prevention programs since Florida will likely
receive $17 million of these funds in fiscal year 1987, and 13.7
million in fiscal year 1988; and
WHEREAS, President Reagan's budget proposals for fiscal
year 1988 for the Anti -Drug Abuse Act are substantially less than
the expenditures authorized by Congress, in that they would
eliminate.the $230 million authorized for funding the State law
enforcement grant program; cut funding for drug education
programs from the authorized amount of $200 to $100 million; and
defer spending of 50% of the additional $262 million authorized
for the drug prevention and treatment programs from fiscal year
1988 to fiscal year 1989; and
WHEREAS, law enforcement experts estimate that 50 to 60%
of the street crimes committed in Florida are related to illicit
drugs; and
WHEREAS, more than 3,000 of the inmates in Florida's
prison system are incarcerated because they were convicted of
drug -specific crimes, thereby aggravating the State's prison
overpopulation problems and costing the State $34.5 million per
year; and

WHEREAS, the State of Florida u.Ld lose at least $12.3
:pillion dollars in funding for fiscal year 1988 under President
Reagan's budget proposal, thereby hampering the State's
initiative to establish a statewide coordinated enforcement
program to combat drugs; to provide early prevention, education
and treatment programs in our public schools; and to provide for
uniform drug education and treatment programs throughout the
state's prison system; and
WHEREAS, the Florida Association of Chiefs of Police, the
Florida Sheriffs Association and the Florida Department of Law
Enforcement are strongly opposed Lo any reduction of funding for
drug enforcement.
NOW, THEREFORE, BE IT RESOLVED Mat the Governor and
Cabinet of the State of Florida, in the b,+.t interest of the
safety and welfare of the citizinis of Florida, do hereby express
their support for the Anti -Drug Abuse Act and urge President
Reagan and the Florida Congressional Delegation to restore full
funding of the Anti -Drug Abuse Act so that Florida may continue
to effectively wage its war on drugs.
