Odlo REFERENCES: City Manager 0 ENCLOSURES: Nominations I am pleased to announce that the 1986 "Outstanding Employees of the Year" have been selected and it is hereby requested that a presentation be scheduled for the March 12th City Commission meeting. The selection process for the "Outstanding Employee of the Year" has been in effect since 1978 and is implemented tnrough APM-9- 78. In accordance with APM-9-78, a Selection Committee composed of the Labor Relations officer, a member of the Fire Department appointed by the Fire Chief and a department head designated by the City Manager review all submitted nominations and independently evaluate and rate the nominees. The ratings by the Committee Members are independently tallied and the employee with the highest score is recommended to the City Manager for the "Outstanding Employee of the Year". In accordance with APM-9-78, the selected employees are to receive a plaque and a certificate of commendation which I am requesting be prepared. The employees to receive the plaque and certificate of commendation are as follows: Non -Uniformed: Stephen P. Evans - Identification Technician I Police Department Mr. Evans' initiative and dedication in performing his duties as an Identification Technician I resulted in his having the highest number of identified latent fingerprints in the :rime Scene Investigations Unit for the past four years. Mr. Evans has also been responsible for crime scene investigations on 16 homicides for which he ranked number two in his unit. _ Mr. Evans' accomplishments have contributed immensely to the Police Department. Bean -2- Fire Fighter Department of Fire, Rescue and Inspection Services Mr. Bean was involved in locating and rescuing an unconscious victim from a burning building on the morning of January 1, 1986. Mr. Bean was involve in an almost identical rescue effort in 1981 and was selected as the State of Florida 1986 Firefighter of the Year. Mr. Bean's heroism and dedication to duty exemplify the qualities of an outstanding employee. I have enclosed copies of the nominations for each of the 1986 Outstanding Employees of the Year. I hope this information will be helpful in composing the commendations. The initiative and professionalism demonstrated by Mr. Evans in the course of performing his duties warrants that he be recognized as the Outstand- ing Employee of the Year. As a Crime Scene Technician it is his responsibility to identify, collect, record, analyze and preserve all evidence on a crime scene. He must fastidiously.perform his duty to process even the most insignificant, minute items. The identity of a suspect, a motive or the modus operandi may well be hidden among his findings. Months later his scrutiny of todays crime scene must withstand' aggressive attacks by defense teams. This testimony of a highly (Over) partment u c -Li technical nature must be precise, effective and clear. He must be prepared to instruct a jury about fingerprints, chemicals, projectials and the most complex procedures, transforming them into laymans understanding. His deeds are often accomplished quietly and without fanfare. At approximately 0017 hours, three firefighting units from Miami Station 9 responded to a reported house fire. on arrival, we found a single story, three family, frame residence behind a C.B.S. structure. The rear half of the residence was fully engulfed in flames with heavy smoke throughout the remainder of the structure. Fire Fighter Bean was the first to reach the building and was about to begin the fire attack utilizing a 1 1/2 inch jumpline from Engine 9. Unknown to other fire fighters on the scene, a resident notified Fire Fighter Bean that there was still an occupant inside. Bystanders had attempted to effect a rescue prior to Fire Department arrival, but were forced out by heat and smoke. Reacting instinctively, Bean began a primary search before the fire attack could be initiated. Approximately midway into the building, he found the occupant unconscious and lying on the floor. He quickly removed him from the hostile atmosphere and transferred his care to the arriving Rescue Company. Fire Fighter Bean then rejoined his crew and assisted in extinguishing the fire. The victim received only minor burns and smoke inhalation and was transported to a local hospital in stable condition. As the Officer -in -Charge on the initial dispatch, I truly believe that if it were not for the actions and quick thinking on the part of Fire Fighter Bean, this fire would have resulted in the first fire fatality of 1986 in the State of Florida. Page 1 of 2 O.-Is 0 Ironically, no one on the scene was immediately aware that these actions had taken place. Only during the post -fire investigation did it become known that an "unknown" fire fighter had perforitied such a dramatic rescue. I believe that such an unassuming attitude further enhances these meritorious actions. While fellow fire fighters and bystanders on the scene collectively admired his heroism, Fire Fighter Bean only considered that he "was doing his job". Fire Fighter Bean's actions are a credit to himself, his Department and all fire fighters throughout the State of Florida. The City of Miami Fire Department has recognized these actions and an almost identical rescue effort in 1981, by awarding an Official Commendation in each instance. Certainly many fire fighters never get the opportunity to find themselves in a situation requiring such decisive action. The fact that Richard has twice responded in such a heroic manner is indicative of his dedication and concern whenever a citizen's life is endangered. I am proud to be associated with a man of this caliber and would hope that his actions could be further recognized. Certainly Richard Bean was "Fire Fighter of the Day" for a poor Haitian family in Miami. I truly believe that you will not find anyone who could better represent all that the Fire Service strives to attain. Gomez recommended that you be commended for your actions on Alarm 006, January 1, 1986. Captain Gomez reported that upon arrival at 130 N.W. 67 Street, a single story, three family frame residence was .found with the rear half fully engulfed in flames and heavy smoke throughout the remainder of the structure.
