ADMINISTRATION, INCREASING THE APPROPRIATIONS
AND REVENUES FOl2 THE BU I L D I N G AND "ZONING .
DEPARTMENT , AND INCREASING THE APPROPRIATIOr!
FOR SPECIAL PROGRAMS AND ACCOUNTS;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, Ordinance No, 10184, the reorganizational ordinance
adopted by the City Commission at its November 25, 1985 meeting,
achieved the following:
El i mi na,ti,on of the appropriation for the Planning and 7_nning
Boards Administration in the amount of $70.5,630; increased the
appropriation for the Building and Zoning Department in the
amount of $705,630, this latter department absorbing the Planning
and Zoning Boards Administrative function, which function was
formerly the responsibility of the Planning and Zoning Boards
Administration Department; and
WHEREAS the herein ordinance increases. the appropriation For
Special Programs and Accounts in a net amount of $705,630 which
balances the increase and decrease approved by the City
Commission through the FY'87 General Fund, appropriation;
—! NOW, THEREFORE BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. Section 1, and 6 of Ordinance No, 10150, adopted
September 25, 1986, the annual appropriation ordinance for the
fiscal year ending September 30, 1987, is hereby amended in .the

Recommendation:
It is respectfully recommended that
,the City Commission adopt the
attached emergency ordinance reflecting the changes in
appropriations which have resulted from a reorga,nizational
ordinance adopted by the City Commi ssi on_ at i ts. November 25, 1930
meeting: Ordinance Number 10184. --
Backgeound:.
The Department of 'Management and Budget has prepared a proposed —
emergency ordinance.amending FY'87 Annual'Appropriation ordinance
based on action taken by the City Commission at its November 25,
1986 meeting:
The City Commission adopted Ordinance No. 10184, as recommended
by the Ci ty ,tanager to streamline Ci ty Government and make i t
more responsive to '•Iiami's residents. These initiatives are —
creating a more productive and efficient organizational structure
to reduce .personnel cost and operating expenses and incorporate
the highest and best use of the-city's limited resources.
The attached emergency, ordinance amends the appropriate sections
of the F Y ' 8 7 annual appropriations ordinance, adopted September
25, 1986 by reflecting all the changes approved by the City
Commission as a result of its adoption of said reorganizational
ordinance.
