A RESOLUTION APPROVING A TEMPORARY EASEMENT FOR METROPOLITAN DADE COUNTY TO CONSTRUCT A PORT BOULEVARD DETOUR ROAD THROUGH A PORTION OF THE FEC TRACT TO BE CONSTRUCTED IN TIME FOR THE APRIL 8, 1987 OPENING OF BAYSIDE SPECIALTY CENTER AND TO BE VACATED IN SUFFICIENT TIME AS TO NOT CONFLICT WITH THE 1988 MIAMI GRAND PRIX. WHEREAS, the Port of Miami, an agency of Metropolitan Dade County, - will construct a new Port Boulevard Bridge to better serve the County's multi —million dollar shipping and tourism industries; and WHEREAS, in order to build the proposed bridge it is necessary that a temporary detour road be constructed at Port expense through undeveloped future park land commonly referred to as the FEC tract; and WHEREAS, the City of Miami Departments of Public Works, Off —Street Parking, and Development have conceptually reviewed the proposed detour road; and WHEREAS, it is of benefit to the citizens of Miami to expedite the construction of this detour road so that is does not conflict with the April 8th, 1987 opening of the Bayside Specialty Center; and WHEREAS, the detour road will be vacated in sufficient time as to not conflict with the 1988 Miami Grand Prix; ---�Q CF MAR 13 1981 .k OAK& �w 0; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Approval of a temporary easement for Metropolitan Dade County to construct a Port Boulevard detour roadlthrough a portion of undeveloped future park land, commonly referred to as the "FEC tract", is hereby granted, said road to be constructed in time for the April 8th, 1987 opening of the Bayside Specialty Center and to be vacated in time for the 1988 Miami Grand Prix to be conducted. TO: Honorable Mayor and Members of the City Co fission FROM: Cesar Odio v City Manager City of Miami DATE: March 3, 1987 SUBJECT: PORT BOULEVARD During the February 26, 1987 City Commission meeting, City Staff was instructed to review the Port Boulevard situation to determine if the amount of land to be acquired by Dade County is equivalent to the land included in the City of Miami appraisal. The City of Miami Public Works Department has reviewed this issue and determined that the parcels are equivalent and the amount to be acquired by the Port is correct. In addition, the granting of a temporary easement for the construction of a detour road was also discussed during the February 26, 1987 City Commission meeting. The purpose of the detour road is to allow Port Boulevard traffic to utilize a portion of the FEC tract during construction of the Port Boulevard project. With the construction of the detour road, traffic leaving/entering the Port would detour to the north and exit/enter the FEC tract at Northeast Eighth Street and Biscayne Boulevard where a traffic signal is in place. This alternative would allow the construction of the intersection at Biscayne Boulevard and Northeast Fifth and Sixth Streets to be completed approximately two months earlier than scheduled, and would allow Bayside garage traffic to utilize the old Port Boulevard right-of-way exclusively (see Attachment 1). In order to allow the detour to be completed before the Bayside opening (April 8, 1987), work must begin immediately. Therefore, this item has been placed on the March 13, 1987 City Commission agenda for retroactive approval. The proposed alignment has been conceptually reviewed by the City of Miami Public Works Department, Department of Development, Department of Off -Street Parking and Miami Motorsporta. The Port of Miami will fund the cost of construction and has agreed to vacate the detour in sufficient time to allow set-up of the 1988 Grand Prix race.
