A RESOLUTION AUTHORIZING THE CITY MANAGER TQ EXECUTE ON BEHALF OF THE CITY AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE MIAMI DESIGN DISTRICT ASSOCIATION, PROVIDING FUNDS IN THE AMOUNT OF $175,000 TO ASSIST THE MIAMI DESIGN DISTRICT ASSOCIATION IN MARKETING AND BUSINESS DEVELOPMENT ACTIVITIES TO SUPPORT THE CONTINUED DEVELOPMENT AND ECONOMIC HEALTH OF -THE MIAMI DESIGN DISTRICT, WITH FUNDING TO BE PROVIDED INITIALLY FROM THE CITY'S SPECIAL PROGRAMS AND ACCOUNTS FUND AND REPLACED WITH FUNDS THE DEPARTMENT OF OFF-STREET PARKING HA§ AGREED TO PAY TO THE CITY BY OCTOBER 1, 1987. WHEREAS, the Miami Design District represents a highly significant concentration of economic activity, private capital investment and tax base within the City; and WHEREAS, the Miami Design District must continue to remain a strong and competitive center for this specialized industry in the face of the development of competing centers at other locations in South Florida; and WHEREAS, the Miami Design District Association (MDDA) has insufficient resources to adequately support essential economic development activities and has requested that the City of Miami provide supplemental funding; and WHEREAS, a detailed review of the MDDA request has been conducted by City staff, which has prepared a Scope of Activities ::nd Work Program to cover funding assistance at $175,000; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to execute an agreement, in a form acceptable to the City Attorney, with the Miami Design District Association, to provide funding for essential marketing and business development activities to support the continued development and economic health of the Miami Design District. RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City Manager to execute an agreement, in a form acceptable to the City Attorney, with the Miami Design District Association, providing funds in the amount of $175,000 to assist the Miami Design District Association in performing marketing and business development activities to support the development and continued economic health of the Miami Design District. Funding is to come initially from the City's Special Programs and Accounts Fund, to be replaced with funds the Department of Off Street Parking has agreed to transfer to the City on October 1, 1987. BACKGROUND:: City administrative staff has analyzed the request for funding presented by the Design District Association at the March 12, 1987 Commission meeting. Also, at that time, the Commission directed that meetings be held with the Department of Off -Street Parking relating to funding the District request. Based upon this analysis and these meetings, it has been determined that a $175,000 level of assistance be provided to the Miami Design District Association as stipulated in a proposed assistance. agreement. Generally stated, the funding assistance will allow the Association to perform marketing and business development activities deemed essential for the continued economic well-being of the Design District at a crucial time in its development. The contract requires the funding to be largely matched byAssociation dues and other fund and income sources, which will also be utilized for activities related to the economic development of the Design District. Attachments Proposed Resolution Scope of Activities and Work Program i �i 8'7-- .A.- MIAMI DESIGN DISTRICT ECONOMIC DEVELOPMENT PROGRAM SCOPE OF ACTIVITIES AND WORK PROGRAM BUDGET Under a comprehensive program for business development, planned in conjunction with and closely monitored by the City, the Miami Design District Association is to take specific actions directed toward: 1. The raising at least $90,000 in actual funds and in -kind contributions during the contract period to partially,match and supplement the proposed City funding involvement, thus creating an overall business development and operations program for a level of $265,000. 2. The staffing and operation of an administrative office within the Design District. 3. The planning and execution of a coordinated marketing campaign incorporating the basic elements utilized by other major design centers in the US. 4. The staging of Showcase '87 as a major promotion event for the Design District, involving the design industry, design professionals and the general public. 5. The staging of the first in a series of international exhibitions in the District as part of an exhibition circuit with other major design centers in the US. 6.
