RESOLUTION NO. 87-2451
A RESOLUTION CONCERNING THE 1987 MARCH OF
DIMES "WALKAMERICA", TO BE HELD IN VARIOUS
SITES IN COCONUT GROVE ON APRIL 4, 1987,
CLOSING CERTAIN STREETS TO THROUGH VEHICULAR
TRAFFIC ON THAT DATE DURING SPECIFIC HOURS
AND ESTABLISHING A PEDESTRIAN MALL SUBJECT TO
ISSUANCE OF PERMITS BY POLICE AND FIRE
DEPARTMENTS, SUBJECT TO AND CONTINGENT UPON
COMPLIANCE WITH SUCH CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY
OF MIAMI.
WHEREAS, the South Florida Chapter of the March of Dimes, a
nonprofit corporation, has requested permission to hold the 17th
Annual "WalkAmerica" on April 4, 1987 at various sites within
Coconut Grove; and
WHEREAS, said event will consist of activities centered
around a 20K meter walk with approximately 8,000 participants;
and
WHEREAS, certain streets should be closed to through
vehicular traffic on April 4, 1987 during specified hours to
insure the safety of the participants and spectators attending
the March of Dimes WalkAmerica;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to establish a temporary pedestrian
mall on April 4, 1987 from 7:00 a.m. to 10:00 a.m. and from 11:00
a.m to 2:00 p.m. for the 17th Annual March of Dimes "WalkAmerica"
the following streets are hereby closed to through vehicular
traffic for the specified date and times:
(a)South Bayshore Drive from McFarlane Road to S.W. 27th
Avenue;
(b)McFarlane Road from Main Highway to South Bayshore Drive;
(c)Main Highway from Grand Avenue and McFarlane to Douglas
Road;
(d)Douglas Road from Main Highway to Ingraham Highway;
(e)All streets and avenues intersecting the area listed in
subsections (a) through (d) hereof, NONNOMMONNEEN__

Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of. Police and Fire -Rescue..!/
Said permit from the Department of. Police is to be issued upon
the full approval of the Chief of Police after giving all due
considerations to the safety and traffic needs of residents,
businesses, and religion institutions in the area for entering
and crossing through said arterials and upon the favorable
exercise of the City Manager's judgment predicated upon all
factors set forth herein.
Section 3. The aforementioned authorizations and approvals
are subject to and conditioned upon the sponsor's compliance with
any and all applicable administrative directives and/or
requirements.

It is respectfully recommended that the City Commission adopt the
attached Resolution authorizing the closure of certain streets for
the 17th Annual March of Dimes Walk America to be held April 4, 1987,
in Coconut Grove.
BACKGROUND:
The Department of Parks, Recreation and Public Facilities has
prepared the attached legislation. For this year's event the
organizers have requested the closure of certain streets for a
specified period to ensure minimal vehicular traffic disruption and
risk to the City, participants and spectators.
The Departments of Police, Fire -Rescue, and Parks, Recreation and
Public Facilities have reviewed this request and recommend the
following:
* That the below listed streets be closed to through vehicular
traffic from 7:00 a.m. to 10:00 a.m. and from 11:00 a.m. to 2:00
p.m. to protect the safety of participants and spectators:
a) South Bayshore Drive from McFarlane Road to SW 27 Avenue.
b) McFarlane Road from Main Highway to South Bayshore Drive.
c) Main Highway from Grand Avenue to Douglas Road.
d) Douglas Road from Main Higway to Ingraham Highway.
e) All streets and avenues intersecting the areas listed above.
* That the street closure be subject to the issuance of permits by
Police and Fire -Rescue.
* That such authorization and approval be subject to and contingent
upon the sponsor's compliance with all administrative directives
as may be prescribed.
