RESOLUTION NO. 87-2`14
A RESOLUTION CONCERNING THE 9TH ANNUAL COCONUT
GROVE BED RACE. TO BE HELD MAY 17, 1987,
SPONSORED BY THE MUSCULAR DYSTROPHY ASSOCIATION,
CLOSING CERTAIN STREETS TO THROUGH VEHICULAR
TRAFFIC ON THAT DATE DURING SPECIFIC HOURS AND
ESTABLISHING A PEDESTRIAN MALL SUBJECT TO
ISSUANCE OF PERMITS BY POLICE AND FIRE
DEPARTMENTS; FURTHER CONFIRMING THE CITY
MANAGER'S DESIGNATION OF AN AREA PROHIBITED TO
RETAIL PEDDLERS DURING SAID EVENT; SUBJECT TO
AND CONTINGENT UPON COMPLIANCE WITH SUCH
CONDITIONS AND LIMITATIONS AS MAY BE PRESCRIBED
BY THE CITY OF MIAMI.
WHEREAS, the Muscular Dystrophy Association, a non-profit
corporation under the laws of the State of New York, with operations
in Florida, has requested assistance from the City of Miami in
connection with the 9th Annual Coconut Grove Bed Race to be held on
McFarlane Road and South Bayshore Drive from 7:30 a.m. to 4:30 p.m.
on May 17, 1987; and
WHEREAS, certain streets should be closed to through vehicular
traffic on May 17, 1987 during specified hours to insure the safety
of the participants and spectators attending the 9th Annual Coconut
Grove Bed Race; and
WHEREAS, the City of Miami Department of Parks, Recreation and
Public Facilities has co -sponsored this event annually since 1979;
and
WHEREAS, the City of Miami General Services Administration
Department has provided that street closures and particular special
events necessitate that the sponsor obtain certain liability
insurance coverage to be determined by said Department

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI. FLORIDAe
Section 1. In order to establish a temporary pedestrian
mall on May 17, 1987 from 7:30 a.m. to 4.30 p.m. for the 9th
Annual Coconut Grove Bed Race, sponsored by the Muscular
Dystrophy Association, the following streets are hereby closed to
through vehicular traffic for the specified date and timest
(a) McFarlane Road from Main Highway to South Bayshore
Drive;
(b) South Bayshore Drive from McFarlane Road to S.W. 27th
Avenue;
(c) All streets and avenues intersecting the area listed in
subsections (a) and (b) hereof.
Section 2. Such closing of streets is subject to the is-
suance of permits by the Departments of Police and Fire -Rescue.
Said permit from the Department of. Police is to be issued upon
the full approval of the Chief of Police after giving all due
consideration to the safety and traffic needs of residents,
businesses, and religious institutions in the area for entering
and crossing through said arterials and upon the favorable
exercise of the City Manager's judgment predicated upon all
factors set forth herein.
Section 3. Pursuant to City Code Section 39-13, the City
Manager's designation of the following area of the City, within
which all retail peddlers' occupational licenses issued under
provisions of Chapter 31 of the City Code, are not applicable
from 7:00 A.M. to 6:00 P.M. on May 17, 1987, for the 9th Annual
Coconut Grove Bed Race, is hereby ratified, confirmed and
approved:
a) S.W. 27 Avenue from Biscayne Bay to Tigertail Ave./
Greenwood Road.
b) Greenwood Road from S.W. 27th Avenue to Oak Avenue.
c) Matilda Street from Oak Avenue to Grand Avenue.
d) McFarlane Road from Grand Avenue to South Bayshore
Drive.
e) South Bayshore Drive from McFarlane Road to S.W. 27
Ave.
f) All public right -of --way contained within the above
listed boundaries.

Section 4. The aforementioned authorizations and approvals
are subject to and conditioned upon the Muscular Dystrophy Asso-
ciation obtaining insurance coverage as required by the City of
Miami, General Services Administration Department and upon
compliance with any other applicable administrative directives
and/or requirements.

It is respectfully recommended that the City Commission adopt the
attached Resolution concerning the 9th Annual Bed Race, sponsored by
the Muscular Dystrophy Association, to be held. May 17, 1987, in
Peacock and Meyers Parks, and along South Bayshore Drive; authorizing
the closure of certain streets. and confirming the City Manager's
designation of a specific area prohibited to retail peddlers.
BACKGROUND:
The City of Miami, Department of Parks, Recreation and Public Facili-
ties has co -sponsored this event annually since its inception in
1979. Last year, the Eighth Annual Coconut Grove Bed Race provided
wholesome recreational activity for an estimated 50,000 people and
raised $145.000 to fight Muscular Dystrophy. For this year's event
the organizers have requested the following: the closure of certain
streets for a specified period, and the restriction of retail
peddling within and immediately surrounding the event site. All
aspects of this request have been reviewed to ensure minimal
vehicular traffic disruption and risk to the City.
The Departments of Police, Fire -Rescue, and Parks, Recreation and
Public Facilities have reviewed this request and recommend the
following:
* That the below listed streets be closed to through vehicular
traffic from 7:30 A.M. to 4:30 P.M. to protect the safety of
participants and spectators:'
a)
McFarlane Road
from Main Highway to
South
Bayshore Drive.
b)
South Bayshore
Drive from McFarlane
Road
to Mary Street.
c)
All streets and
avenues intersecting
the
areas listed above.
