RESOLUTION NO. 87-24
A RESOLUTION CONCERNING THE SAINT PATRICK'S
DAY PARADE TO BE CONDUCTED BY SAINT PATRICK'S
DAY PARADE, INC. ON MARCH 14, 1983 AUTHORIZING
THE CLOSURE OF DESIGNATED STREETS TO THROUGH
VEHICULAR TRAFFIC AND ESTABLISHING A TEMPORARY
PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE,
RESCUE AND INSPECTION SERVICES AND THE
REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY; FURTHER
ESTABLISHING AN AREA PROHIBITED TO RETAIL
PEDDLERS DURING THE PERIOD OF SAID EVENT;
CONDITIONED UPON THE ORGANIZERS PAYING FOR
NECESSARY COSTS OF CITY SERVICES ASSOCIATED
WITH SAID EVENT.
WHEREAS, The Saint Patrick's Day Parade, Inc. will conduct
the 1987 Saint Patrick's Day Parade on Saturday, March 14, 1987;
and
WHEREAS, certain streets shall be closed to through
vehicular traffic during specified dates and hours to insure the
safety of the participants and pedestrians attending this event;
and
WHEREAS, this organization has requested authorization that
retail peddlers be prohibited in the area;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section I. In order to effectuate safe passage and
establish a temporary pedestrian mall during the parade to be
conducted by the Saint Patrick's Day Parade Inc., the following
streets are hereby closed to through vehicular traffic from 9:00
A.M. to 5:00 P.M. on Saturday, March 14, 1987:
North River Drive between N.W. 4th Street and S.W. 2nd
Avenue
Flagler Street Between North River Drive and Biscayne Blvd.
Biscayne Blvd. between Fla ler Street and N.E. 4th Street
Southbound lane only
N.E. 4th Street Between N.E. 2nd Avenue and Biscayne Blvd.
N.E. 3rd Street Between N.E. 2nd Avenue and Biscayne Blvd.

Included in the herein closure are all streets,
avenues, alleys,, ways and thorou fares which intersect
the enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgement
predicated upon all factors set forth herein.
Section 3. Such closing of streets is subject to The Saint
Patrick's Day Parade, Inc., obtaining insurance requirements as
mandated by the City of Miami, Finance Department, Risk
Management Division.
Section 4. Pursuant to the provisions of Ordinance No.
8851, enacted September 28, 1978, all retail peddler's
occupational licenses issued under the provisions of Chapter 31
of the City Code, as amended, will not be valid on Saturday,
March 14, 1987, during the hours of 10:00 a.m. to 4:00 p.m. in
the area of the public right of way included within and adjoining
the streets and avenues described in Section 1, for two blocks in
all directions.
Section 5. Said authorization is hereby conditioned upon
the organizers paying for all costs of City services associated
with said event.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing certain street closures,
establishing a pedestrian mall, and prohibiting retail peddlers
in the area for the Saint Patrick's Day Parade. The street
closures for this event are subject to the issuance of permits by
the Departments of Police and Fire, Rescue and Inspection
Services and conditioned upon the organizers paying for the cost
of City services.
E BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation for certain street closures and
authorization to prohibit retail peddlers in the area in
connection with the Saint Patrick's Day Parade to be conducted by
Saint Patrick's Day Parade, Inc., on Saturday, March 14, 1987.
