A RESOLUTION AUTHORIZING THE CITY
MANAGER TO PROVIDE STAFF ASSISTANCE.
TO METROPOLITAN DADE COUNTY
DEPARTMENT OF AVIATION, FOR A STUDY
GF COUNTY -WIDE PUBLIC HELIPORTS,
HELISTOPS AND HELICOPTER ROUTES; AND
FURTHER, TO THE EXTENT FEDERAL FUNDS
ARE OBTAINED FOR THE STUDY OR
IMPLEMENTATION OF SUCH FACILITIES,
SAID FUNDS SHALL BE MADE AVAILABLE
TO THE CITY PROPORTIONATE TO
DEVELOPMENT WITHIN THE CITY.
WHEREAS, in order to enhance the safety and efficiency of
air transportation, the State of Florida, through Metropolitan
Dade County's Department of Aviation and the Federal Aviation
Authority are developing a comprehensive Aviation Plan for South
Florida; and
WHEREAS, as an integral part of this Plan, Metropolitan Dade
County's Department of Aviation is seeking carry out a study,
jointly with the City, to develop a System of Public Heliports,
Helistops and Public Helicopter Routes for Dade County, in
conjunction W th other Federal, State, County and Municipal
agencies ; and
WHEREAS, a System of Public Heliports, Helistops and
Helicopter Routes will enhance the safety and environmentally
compatible usage of airspace over the City of Miami, outside the
five mile area not currently regulated by the Federal Aviation
Authority;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
provide staff assistance to Metropolitan Dade County Department
of Aviation, for a study of County -wide Public Heliports,
Helistops and Helicopter Routes; and further, to the extent
Federal Funds are obtained for the study or implementation of
such facilities, said funds shall be made available to the City
proportionate to development within the City for costs to be
incurred. STY

SUBJECT: Resolution Authorizing the
City Manager to negotiate
an Agreement with Dade County
REFERENAViation Department

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the City Manager to negotiate an
agreement, in a form acceptable to the City Attorney, between the
City and Metropolitan Dade County Department of Aviation, for the
joint development, at no cost to the City, of a System of Public
Heliports, Helistops and Helicopter Routes within the City of
Miami.
BACKGROUND:
The Department of.Development recommends that the City Commission
adopt the attached resolution authorizing the City Manager to
negotiate an agreement, in a form acceptable to the City
Attorney, between the City and Metropolitan Dade County
Department of Aviation, for the joint development, at no cost to
the City, of a System of Public Heliports, Helistops and
Helicopter Routes within the City of Miami. The State of
Florida, through Metropolitan Dade County Department of Aviation
is currently developing a comprehensive Aviation Plan for South
Florida. As part of this planning process, the Department of
Aviation is seeking to develop a System of Public Heliports,
Helistops and Helicopter Routes for Dade County, in conjunction
with Federal, State, County and Municipal Agencies, including
Monroe, Broward and Palm Beach Counties.
In that air space over the City of Miami, beyond the five mile
Airport Control Zone established by the Federal Aviation
Authority is unregulated, a System of Public Heliports, Helistops
and Helicopter Routes could greatly enhance air safety and
encourage more environmentally compatible usage of helicopters
throughout the City. .

The Department of Aviation will be seeking State and Federal
grants to cover the planning and development costs for this
project and will also be responsible for the operation and
maintenance of the System and its amenities. It is anticipated
that the negotiated agreement will be brought before the City
Commission for approval within ninety days of authorization to
commence negotiations.
