i A RESOLUTION CONCERNING THE BAYSIDE MARKET
PLACE GRAND OPENING TO BE CONDUCTED BY ROUSE-
MIAMI, INC. ON APRIL 8-12, 1987 RELAXING THE
LIMITATIONS OF THE DISPLAY OF FIREWORKS TO
ALLOW THE STAGING OF PYROTECHNIC DISPLAYS IN
DOWNTOWN MIAMI COMMENCING ON APRIL 8, 1987 TO
EXTEND UNTIL 1:00 AM ON APRIL 9, 1987 AND ON
APRIL 9-12, UNTIL 11:00 PM; AND FURTHER
ESTABLISHING AN AREA PROHIBITED TO RETAIL
PEDDLERS DURING THE PERIOD OF SAID EVENT;
CONDITIONED UPON THE ORGANIZERS PAYING FOR THE
NECESSARY COSTS OF CITY SERVICES ASSOCIATED
WITH SAID EVENT AND THE REQUIREMENT THAT THE
CITY WILL BE INSURED AGAINST ANY POTENTIAL
LIABILITY.
WHEREAS, Rouse Miami, Inc. will conduct the Bayside Market -
Place Grand Opening on April 8-12, 1987; and
WHEREAS, this organization has requested that retail
peddlers be prohibited in the area during the period of this
event; and
WHEREAS, the organizers have further requested that the
fireworks displays be extended, commencing on April 8, 1987 to
extend until 1:00 A.M. on April 9, 1987 and until 11:00 P.M. on
April 9-12, 1987;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The time limitations on the display of fireworks
is hereby relaxed to allow the staging of pyrotechnic displays in
Downtown Miami commencing on April 8, 1987 to extend until 1:00
A.M. on April 9, 1987 and until 11:00 P.M. on April 9-12, 1987,
subject to the issuance of appropriate permits from the
Department of Fire, Rescue and Inspection Services.
Section 3. Pursuant to the provisions of Ordinance No.
8851, enacted September 28, 1978, all retail peddler's
occupational licenses issued under the provisions of Chapter 31
of the City Code, as amended, will not be valid on April 8-12,
1987, during the period of the event in the area of the public
right of way included within and adjoining the

area of Biscayne Boulevard between Flagler Street and N.E. 6th
Street, for two blocks in all directions.
Section 4. Said authorization is hereby conditioned upon
the organizers paying for all costs of City services associated
with said event and the requirement that the City be insured
against any potential liability.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution relaxing the time limitations on the display
of fireworks to allow the staging of pyrotechnic displays and
restricting retail peddlers in the Downtown area during the Grand
Opening of the Bayside Marketplace, subject to the organizers
paying for the necessary cost of City services.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation in connection with the Bayside
Marketplace Grand Opening to be conducted on April 8-12, 1987.
Rouse -Miami, Inc., has requested that the fireworks deadline be
extended until 1:00 A.M. on April 9, 1987 and until 11:00 P.M. on
April 9-12, 1987 in Downtown Miami in connection with this event.
The organizers have also requested that retail peddlers be
prohibited on Biscayne Boulevard between Flagler Street and N.E.
6th Street during the period of the event.
