Funds for this program will be raised, much like the recent African
Aid programs, primarily through concerts and other means to
establish a truly broad -scale, ultimately nationwide program to win
the war on substance abuse.
We are already planning a World Class Concert at the Miami Orange
Bowl on March 21, 1987. Our concert will be televised nationally
and internationally. It is our intention to request support from
the City of Miami,'in the form of in -kind grant(s), for the purpose
of having our first concert, to aid the STAND UP AMERICA Program in
this area.
SEA -Jobs for Progress recently received an endorsement from Vice
President Bush for our educational program.
I an currently in contact with our first Lady's Chief of Staff,
Jack Courtemanche, in reference to the possibility of having her
host this great event.

to be the ignition for this nationwide program. The Miami Dade
area will be the first of 62 locations in the United States to
benefit from the efforts of all those concerned.

PROPOSAL OVERVIEW: STAND UP AMERICA FOUNDATION, INC.
Stand Up America (SUA) is a foundation that is the result of
the cumulative experience and ideas of a group of Miami civic and
health-care professionals. Every American has felt the
corruptive influence of substance abuse on the very fabric of
American society. Despite growing public awareness, concern and
disdain for substance abuse, and despite a multitude of drug
education and rehabilitation programs, the aforementioned
professionals became increasingly aware of deficiencies and needs
in these areas. As a result, "SUA" Foundation, Inc. was formed.
Its philosophy derives from the realization that it is time to
"stand up America"; its purpose, therefore, being to confront and
encourage America to stand up against substance abuse. Its
intent, to establish:
1) Programs to educate the public about the negatives
of -substance abuse.
2) Programs to rehabilitate by teaching self-reliance,
reliability and responsibility, the 3 "R's" of the
"SUA" project.
3) Programs to permit social integration through
motivational, recreational and occupational
training.
Unlike other existing programs, "SUA" has the benefit of
analyzing and observing the spectrum of existing information,
data and program experience in the area of substance abuse/
chemical dependency. The varied expertise of its directors

has thus produced significant and innovative approaches :o these
problems. Such critical factors as educational and cultural
oackground are stressed, not financial :actors. Such simple, but
previously under -stressed, problems as child care facilities for
patients with children and constantly available transportation
are solved. Such important areas as research and development
will be encouraged to constantly update SUA Foundation programs
for public education and patient rehabilitation. Finally, such
critical elements in complete rehabilitation as social integra-
tion and productivity will be made available by the unique
alliance of SUA with S.E.R.-Jobs for Progress and its national
network.
THE FOUNDATION
SUA was formed in 1987 after several years of active
collaboration and study by its directors. Its main offices are
in Miami, but, because of its ties with S.E.R.-Jobs for Progress,
SUA will effectively have branch offices in•62 cities nationwide.
At the hub of the Foundation are its officers. They are:

Additionally, in anticipation of the need to address regional,
racial, religious, and cultural peculiarities, the Foundation has
chosen to have a large Board of Trustees, composed of a network.
of key individuals representing a wide range of expertise, an

active Advisory Board comprised of consultant professionals, and
a Calabrity Advisory Panel. Input from these bodies will help
guarantee internal quality assurance and constant, progressive
modification of Foundation projects.
Funds will be collected by the Foundation pursuant to its
nonprofit charter. These funds will come from donations,
contributions, and revenues from entertainment events. The
Foundation will administer the delivery of these funds in two
directions: first, to foster public and community education;
second, to facilitate delivery of rehabilitation services through
the "SUA" rehabilitation project. Distribution of such funds
will be subject to the administration and review of the Executive
Committee, under the auspies of the Board of Trustees and
Advisory Panels.

METHODS OF DELIVERING SERVICES
Education
In general, prevention of substance abuse/chemical dependency
is the final goal, but treatment of the divarse diverdent
population is the immediate need. Education, therefore, has a
double importance. First, the Foundation will provide national
and community presentations; media ads using radio, T.V., and
newspapers with the assistance of our Celebrity Advisory Panel,
videos, both music and mini -drama formats; and street theater,
utilizing program graduates upon return to their respective
neighborhoods and communities. Second, SUA will sponsor, fund,
coordinate, and initiate research programs and projects by
collaborating with crisis intervention centers, the American
College of E►neryency Physicians, biochemical and biogenetic
research centers, etc.
Active Service Delivery
The delivery of care will primarily be through the "SUA"
project outline. The Foundation will provide access to our
programs through a screening center which will individualize each
case. Access to this center will be both by direct public
availability and by referral from social, medical, andreligious
sources. Specific services will then be provided through
existing programs contracted for by the Foundation. These
programs will provide expertise in specific areas of substance
abuse and rehabilitation while attending to religious, social and
cultural needs. By requiring and supplementing modifications of
or additions to existing programs, and by encouraging new program

services to provide Quality care to the varied client
population. in this way "SUS," ..ill deliver culturally SenSi ti �Q
services to the indigent and insured alike, in a system with
continuity of care from initial needs to treatment completion and
social integration.
The purpose of Stand Up America Foundation, in conclusion,
will be to bring together, in a systematic, cohesive and
effective manner, many of the fragmented and incomplete substance
abuse programs now in existence. In addition, the Foundation
will initiate and develop new and efficacious avenues of approach
in those areas of rehabilitation and treatment where little or
nothing of broad consequence has been effective in the past.

1 SPECIFIC REHABILITATION SERVICES
MODEL FOR DADE COUNTY
The Stand.Up America Foundaticn will devote its resources and
capabilities to attempt the very serious undertaking of
effectively addressing the unmet and extremely critical drug
treatment needs of Dade County.
Our Board of Trustees is composed of a network of key
indi•tiduals representing a wide range of service providers. They
have Tointly designed an integrated plan of comprehensive
services that will assure continuity of care in a cost-effective
:Wanner, while providing the opportunity for a permanent,
long-term solution to our tri-ethnic, multi -cultural residents
who are currently suffering the ravaging effects of chemical
dependency.
"Ravaging" is no exaggeration: Metro -Dade County police
statistics show that 60% of Dade's population is using or has
tried cocaine. Metro -Dade has seen an increase of 2:% in auto
thefts, 19% in robberies and 12% in burglaries over the last

year. The Dade County Morgue is registering an alarming rise in

cocaine/crack overdose deaths with an average of two per week.
From January 1 through June 30, 1986 there were 60 cocaine
overdose deaths in the 67 counties in Florida; 24 of these were
in Dade County alone. The next highest county was Palm Beach

County with o deaths. The Florida Department of HeaLt1 and
Rehabilitative Services (H.R.S.) puolicly-funded residential
treatment programs indicate a waiting List of over 600 names.
There are currently 33 beds available in all of Florida.
Approximately 25 people call for help each day -- help that is
currently inaccessible. The Dade County Legal Aid Society states
that approximately half of their cases of families with 3ependent
children are suffering from some type of drug abuse. At present
there is neither an outpatient nor an inpatient program that
accommodates children.
Based on the aforementioned facts as well as other reports
such as the Governor's Red Ribbon Council, we at the Stand Up
America Foundation have identified the following programs as
those which are not presently available to Dade County residents
and which, consequently, should receive immediate consideration:

Women with Dependent Children Program (WDC)
This program, both residential and outpatient, will have the
same structure of the regular program with the addition of day
care/counseling facilities and parent training modalities. This
will allow the mother to seek help and be able to keep her
children. It has been identified that this target group seeks
treatment at a disproportionate level for fear that their
ahiLd ren will he taken into H.R.S. protective service custody and
not returned, as the mother receiving treatment is usually
Labeled an "unfit parent."

Outreach Workers Unit
These will be trained volunteers that will assess the
complete home situation and work with the overall family oro:3le!"
at their place of residence.
Dual Diagnosis Program
This program will address those patients who, in addition to
drug dependency, have also been diagnosed with a psychiatric
disorder. Studies have shown that these patients should be
treated separately from those with single diagnoses, as they have
special needs and can be disruptive to regular programs.
Adolescent Program
Studies indicate that the age of First drug consumption has
been declining and is now about 12 years. There is presently no
program that is addressing the needs of these youths in Dade
County. We intend to formulate both an in and outpatient service
to address these needs.

Recommendation
The Department of Parks Recreation and Public Facilities
Recommends that the normal rent of $15,000 against 10% of gross
after State Tax be amended for this benefit concert to $60,000
flat. This is the best rate offered for other shows including
Bruce Springsteen and Genesis. If this show were to sell 70,000
tickets the rent would be (at the normal 10%) approximately
$180,000. A flat rent of 460,000 would then create a savings of
$120,000 to this organization. All other costs including Police,
Cleanup, Labor, Supplies, Electricians etc. should be paid by the
promoter.
Prior to granting any reduction in our normal rent the City
should be made aware of who will be performing on this concert.
In addition the City should also receive from the promoting
organization a certified accounting statement advising how the
proceeds from this concert will be used to help fight drug abuse.
Background
Ruth Bacardi contacted the Special Events" Coordinator for the
City•a few months back and requested to hold a date in the Orange
Bowl for an all day concert presentation whereas the' proceeds
will be used to fight drug abuse. Originally the organization
called themselves MUDA (Musicians United Against Drug Abuse) but
have since changed their name to Stand -Up America due to internal
problems. MUDA still exists and is proposing a benefit concert
for this same cause at the Miami Marine Stadium on May 23, 1987.
The most recent meeting with Ruth Bacardi was Tuesday, February
10, 1987 and City expenses for the use of the Orange Bowl were
given to her. The total cost of City Services and fees for this
event is estimated to be $120,000. (See Attached)
Ms. Bacardi has advised us that Cellar Door Concerts will handle
the overall logistics for this event and will receive a fee of
$15,000.
Contracts have not yet been issued for this date nor has the
application been submitted to us.
Attached is a list of the expenses submitted.
