HomeMy WebLinkAboutR-87-0364J-87-340 3/20/87 RESOLUTION NO. 87--364, A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING THE CITY MANAGER'S FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE PURCHASE OF A FLEET COMMAND SYSTEM, WHICH IS A COMPUTER SOFTWARE PARTS & EQUIPMENT INVENTORY PACKAGE FROM THE MAINSTEM CORPORATION FOR THE DEPARTMENT OF FIRE, RESCUE & INSPECTION SERVICES AT A PROPOSED COST OF $19,120.00 ALLOCATING FUNDS THEREFOR' FROM CAPITAL IMPROVEMENT PROJECT NO. #313212, AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, a system is needed to computerize parts & equipment inventory to be used to control the vast quantity of specialized parts and equipment used within the various Divisions of the Fire, Rescue & Inspection Services Department; and WHEREAS, the Mainstem Corporation is the developer and sole marketing agent for the Fleet Command System, which is a computer software parts and equipment package fully compatible with our existing Burroughs computer equipment; and WHEREAS, in conjunction with the Department of Computers we have determined that the Fleet Command System is the only software package that meets our current and future needs for _ parts and equipment control; and WHEREAS, funds for this purchase are available in the Capital Improvement Project No. 313212; and WHEREAS, the Chief Procurement Officer has adopted a finding i wherein that Mainstem Corporation is the sole source of supply for this equipment; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the finding of the City Manager; and WHEREAS, the City Manager and the Director of the Department of Fire, Rescue & Inspection Services recommend that the requirement for competitive formal sealed bids be waived and the procurement from Mainstem Corporation as the sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By an affirmative vote of 4/5ths of the Members of the City Commission, after a duly advertised public hearing, the City Manager's written findings that Mainstem Corporation the Sole Source of supply to the City for a Fleet Command System for meeting the need of the City for a computerized parts and equipment system to be used to control the vast quantity of specialized parts and equipment used within the various Divisions of the Fire, Rescue & Inspection Services Department at a proposed cost of $19,120.00 is hereby accepted with funds therefor hereby allocated from the Capital Improvement Project No.313212. Section 2. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this equipment. PASSED AND ADOPTED this_g±jLday of April 1987. If;107 FIL[t sumaCT: Resolution Authorizing the Purchase of the Fleet Command System R[FER[NC[ or City Commission ENCLOiuREl..eeting of April 9, 1987 It is respectfully recommended that the City Commission adopt the attached resolution authorizing the purchase of the Fleet Command System on a sole source basis from Mainstem Corporation at a cost of $19,120.00. Mainstem Corporation is the developer and sole marketing'agent for the Fleet Command System, which is a computer software parts and equipment inventory package fully compatible with our Burroughs computer equipment. BACKGROUND: The Department of Fire, Rescue and Inspection Services has identified for several years through its M.I.S. (Management Information System) Committee the need for a computerized parts and equipment inventory system to be used to control the vast quantity of specialized parts and equipment used within the various Divisions of the Department. (Fire Garage - specialized fire and rescue automotive parts and equipment stored in and issued through the parts room; Firefighting - specialized firefighting equipment carried on the apparatus and stored in the fire stations; Rescue - specialized equipment and drugs carried on the apparatus and stored at Rescue Headquarters.) Until recently, our City mainframe computer was the only avenue available for automating the many potential computer system applications identified and prioritized by the Department's M.I.S. Committee. These potential applications included in addition to an Inventory System, such things as the Computer Aided Dispatch System, the Incident Reporting System, the Premise Information System, the Certificate of Use Renewal System, etc. Within the last year, however, the M.I.S. Committee, in conjunction with the Department of Computers, found a viable alternative method for meeting the need for a computerized inventory system which involves the utilization of our existing B20 microcomputers instead 8 7-364�:. . t F r Resolution Authorizing the Purchase of the Fleet Command System page 2 of the City mainframe computer. The requested Fleet Command System is the only software package that meets the current and future needs of the Department of Fire, Rescue and Inspection Services for parts and equipment inventory control. Funding for this purchase has been appropriated from Capital Improvement Project No. 313212.
