RESOLUTION N0. 87-363
A RESOLUTION WAIVING THE REQUIREMENTS FOR
FORMAL SEALED BIDS FOR FURNISHING ADDITIONAL
EQUIPMENT AND MAINTENANCE AND SUPPORT
AGREEMENTS FOR THE CITY'S COMPUTER AIDED
DRAFTING AND DESIGN SYSTEM FOR THE DEPARTMENT
i OF PUBLIC WORKS; ALLOCATING AN AMOUNT NOT TO
EXCEED $50,000 FROM THE ACCOUNT ENTITLED
"COMPUTER AIDED DRAFTING AND DESIGN SYSTEM -
PHASE II" PROJECT #314223; FURTHER AUTHORIZING
THE PURCHASE FROM HOLGUIN AND HEWLETT-PACKARD
AT A TOTAL PROPOSED COST OF $50,000;
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
PURCHASING AGENT TO ISSUE A PURCHASE ORDER FOR
THIS EQUIPMENT; FURTHER PROVIDING FOR THE
ADOPTION OF THE FINDINGS AND CONCLUSIONS SET
FORTH IN THE PREAMBLE OF THIS RESOLUTION BY A
FOUR -FIFTHS AFFIRMATIVE VOTE OF THE MEMBERS OF
THE COMMISSION.
WHEREAS, the City Commission has requested the Department
of Public Works to expedite the construction of the City's
sanitary sewer system and to maintain its schedules for highway
and storm sewer construction; and
WHEREAS, the Directors of the Department of Public Works
and the Department of Computers have determined that Holguin, in
conjunction with Hewlett-Packard, have developed an affordable,
high performance, turnkey, computer assisted drafting and design
system, and a civil engineering design and automated drafting
system; and
WHEREAS, these systems provide the City with the required
tools to comply with the request of the Commission at a high
return on investment; and
WHEREAS, the City has purchased that system;/and
WHEREAS, the system requires additional equipment and
annual maintenance and support agreements to continue to function
effectively and efficiently; and

sources of supply permitted due to the need for compatability
with the City's existing system.

WHEREAS, the City Manager has made a written finding that
the use of the competitive sealed bidding method for the award of
the herein procurement contract is not practicable or
advantageous, due to the fact that the new equipment must be
compatible with the above -mentioned system, which provides the
best combination found in ease of training, professional support,
and hardware maintenance, as well as state-of-the-art technology
in the field; and
WHEREAS, the City Commission, after a properly advertised
public hearing, accepts and ratifies the City Manager's above
finding; and
WHEREAS, the Capital Improvements Appropriations, Ordinance
No. 10187, as amended, was passed on November 13, 1986, and monies
are available from the "Computer Aided Drafting and Design System -
Phase II" account, Project #314223 as set forth under Section
I.A.4. of said ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The findings set forth in the preamble to this
Resolution are hereby adopted as if fully set forth in this
Section.
Section 2. The requirement for formal competitive sealed
bids for furnishing additional equipment and future Annual
Maintenance and Support Agreements for the hardware and software
comprising the Computer Aided Drafting and Design System for the
Department of Public Works is hereby waived by a four -fifths
affirmative vote of the members of the City Commission, and the
purchase from Holguin, at a proposed cost not to exceed $40,000,
and the purchase from Hewlett-Packard at a proposed cost not to
exceed $10,000 is hereby approved, with funds therefor hereby
allocated from the account entitled "Computer Aided Drafting and
Design System -Phase II", Project #314223.

Section 3. The City Manager is hereby authorized to
instruct the Purchasing Agent to issue a purchasing order for this
equipment.

It 1s respectfully recommended that the*City Commission adopt the
attached resolution waiving the requirement to advertise for
Formal Bids to acquire additional equipment for the City of
Miami, Department of Public Works' Computer Aided Drafting and
Design System.
BACKGROUND:
The Department of Public Works has determined that a waiving of
the requirements for formal sealed bids will permit the most
advantageous purchase of the necessary, compatible equipment and
support for the City's Computer Aided Drafting and Design System.
The original acquisition of this system was authorized by City
Commission Resolution No. 83-393, which waived Formal Bids.
This system now requires additional equipment, including a modem
and error controller, an additional hard -disc drive, interface,
terminal, plotter, cables, workstation license, and supporting
equipment, in order to operate effectively and efficiently.
Since this additional equipment must function with the existing
hardware and software system, and it is only available from the
original supplier, Holguin, the Public Works Department requests
approval of the attached resolution. Total proposed expenditure
is not to exceed $50,000; funds are available from the account
entitled "Computer Aided Drafting b Design System - Phase II",
project 314223.
