HomeMy WebLinkAboutR-87-0358J-87-346 3/26/87 RESOLUTION NO. 8— 38 A RESOLUTION RATIFYING, APPROVING AND CONFIRMING, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, THE ACTIONS OF THE CITY MANAGER IN FINDING THE ADDITIONAL SERVICES REQUIRED OF TOXICOLOGY TESTING SERVICES BY PROVIDING STAFF TO BE PHYSICALLY PRESENT AT CEDARS MEDICAL CENTER TO WITNESS THE COLLECTION OF URINE SAMPLES FOR THE DRUG SCREENING TEST TO BE AN EMERGENCY EXPENSE AND IN AUTHORIZING THE ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR THE EXPENDITURE OF SAID DRUG SCREENING TESTS TO TOXICOLOGY TESTING SERVICE FOR THE DEPARTMENT OF POLICE AT A TOTAL COST OF $6,000.00; ALLOCATING FUNDS THEREFOR FROM THE 1986-87 OPERATING BUDGET. WHEREAS, the Department of Police has a need for additional monies for the drug screen testing of sworn personnel; and WHEREAS, funds for this expenditure are available in the 1986-87 Operating Budget; and WHEREAS, the services of Toxicology Testing Services, Inc. is to be used by the Department of Police for the purpose of witnessing drug screening testing; and WHEREAS, the City Manager has made a written finding that a valid emergency need exists to insure the immediate initiation of the drug screening program without incurring any further delays; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Odio City Manager ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution for the additional services required of Toxicology Testing Services and authorize the issuance of an emergency purchase order in an amount not to exceed six thousand dollars $6,000.00. Funds for this expenditure are available in the 1986-87 Operating Budget. BACKGROUND: The Police Department is in the process of annual physicals for sworn personnel, which for the first time includes drug screening tests. To meet the requirements of the FOP contract and the existing services of Toxicology Testing Services a staff person from Toxicology would be required to witness the collection of urine samples. Members of my staff and representatives of the F.O.P. have worked diligently to formulate procedures that will Insure the success and accuracy of the program, consistent with provisions of the current F.O.P. contract, and the existing service contracts wit+t Toxicology Testing Service, Inc. and Cedars Medical Center, Inc. In order to initiate a program that will achieve all of the _ above. it will be necessary for a Toxicology Testing Service staff member to be physically present at Cedars to witness the sample collection. Charges for these extra services will amount to $6.000. The purpose of this memorandum is to obtain your approval for this expenditure under the emergency purchase provision of Section 18-52.6 of the City Code. This waiver is required to insure the immediate initiation of the drug screening program without incurring further delays to rebid the service contract. This waiver will be In the best interests of the City due to the time factor, and the estimated savings of over $15.000 in reduced travel time, and vehicle mileage. An emergency resolution package is currently being prepared in accordance with the Code and will be forwarded to you upon completion.
