As we have discussed previously, the Police Department is about
to begin annual physicals for sworn personnel, which for the
First time. includes drug screening tests.
Members of my staff and representatives of the F.O.P. have worked
diligently to formulate procedures that will Insure the success
and accuracy of the program, consistent with provisions of the
current F.O.P. contract, and the existing service contracts wit+t
Toxicology Testing Service, Inc. and Cedars Medical Center, Inc.
In order to initiate a program that will achieve all of the
_ above. it will be necessary for a Toxicology Testing Service
staff member to be physically present at Cedars to witness the
sample collection. Charges for these extra services will amount
to $6.000.
The purpose of this memorandum is to obtain your approval for
this expenditure under the emergency purchase provision of
Section 18-52.6 of the City Code. This waiver is required to
insure the immediate initiation of the drug screening program
without incurring further delays to rebid the service contract.
This waiver will be In the best interests of the City due to the
time factor, and the estimated savings of over $15.000 in reduced
travel time, and vehicle mileage.
An emergency resolution package is currently being prepared in
accordance with the Code and will be forwarded to you upon
completion.
