A RESOLUTION AFFIRMING THE DECISION OF THE
ZONING BOARD AND THEREBY GRANTING THE SPECIAL
EXCEPTION AS LISTED IN ORDINANCE NO. 9500, AS
AMENDED, THE ZONING ORDINANCE OF THE CITY OF
MIAMI, ARTICLE 20, SECTION 2031, SUBSECTION
2031.2, TO PERMIT A REDUCTION OF THE NUMBER
OF RESERVOIR SPACES FROM A REQUIRED MINIMUM
OF TEN TO ONE RESERVOIR SPACE FOR ONE OF
THREE DRIVE-IN TELLERS FOR THE PROPOSED
DRIVE-IN FACILITIES FOR THE CITICORP SAVINGS
LOCATED AT APPROXIMATELY 1600 SOUTHWEST 22
STREET (A/R/A CORAL WAY), MIAMI, FLORIDA,
MORE PARTICULARLY DESCRIBED HEREIN, AS PER
PLANS ON FILE, SUBJECT TO AUTOMATIC TELLER
MACHINE USE ONLY FOR NORTHERLY -MOST TELLER;
ZONED CR-2/7 COMMERCIAL -RESIDENTIAL
(COMMUNITY). THIS SPECIAL EXCEPTION WAS
FILED IN CONJUNCTION WITH SPECIAL EXCEPTION
PETITIONS TO PERMIT A DRIVE-IN FACILITY, AND
A REDUCTION IN WIDTH OF THE TRANSITIONAL AREA
WHERE A COMMERCIAL RESIDENTIAL LOT ADJOINS AN
RG-1 DISTRICT, WITH A TIME LIMITATION OF
TWELVE (12) MONTHS IN WHICH A BUILDING PERMIT
MUST BE OBTAINED.
WHEREAS, the Miami Zoning Board at its meeting of
February 23, 1987, Item 8, following an advertising hearing,
adopted Resolution ZB 26-87 by a seven to two (7-2) vote granting
the Special Exception, with approval by the City Commission, as
listed in Zoning Ordinance 9500, as amended, the Zoning Ordinance
of the City of Miami, Article 20, Section 2031, Subsection
2031.2, to permit a reduction of the number of reservoir spaces
from a required minimum of ten to one reservoir space for one of
three drive-in tellers for the proposed drive-in teller facility
for the Citicorp Savings bank located at 1600 Southwest 22nd
Street (Coral Way), also described as Lots 14-19 less north 25
feet of Lots 16 and 17, Block 3, WOODSIDE, Miami, Florida, (5-
28), Public Records of Dade County, as per plans on file, with a
reduction of the 50 foot transitional area to a 10 foot
landscaped area with landscape approval by the Planning
Department;
WHEREAS, the City Commission after careful consideration of
this matter and notwithstanding the recommendation of denial by
the Planning Department, finds that the proposed reduction of the
number of reservoir spaces meets the applicable requirements of
Zoning Ordinance 9500, as amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The decision of the Zoning Board in granting
the Special Exception as listed in Ordinance 9500, as amended,
the Zoning Ordinance of the City of Miami, Article 20, Section
2031, Subsection 2031.2, to permit a reduction of the number of
reservoir spaces from a required minimum of ten to one for of
three drive-in tellers for the proposed drive-in teller facility
for the Citicorp Savings bank located at 1600 Southwest 22nd
Street (Coral Way), Miami, Florida, also described as Lots 14-19
less north 25 feet of Lots 16 and 17, Block 3, WOODSIDE (5-28),
Public Records of Dade County, as per plans on file, with a
reduction of the 50 foot transitional area to a 10 foot
landscaped area with landscape approval by the Planning
Department, zoned CR-2/7 Commercial Residential (Community), is
hereby affirmed and the Special Exception is hereby granted.
This special exception was filed in conjunction with special
exceptions petitions to permit a drive-in facility, and a
reduction in the width of the transitional area where a
Commercial Residential lot adjoins an RG-1 District.

Special Exception with approval by the City

Commission as listed in Ordinance 9500, as
amended, the Zoning Ordinance of the City of
Miami, Article 20, Section 2031, Subsection
2031.2 to permit a reduction from ten (10) to
one (1) reservoir space for one of three drive-
in tellers for the proposed Citicorp Savings
facility on above site, as per plans on file.
This Special Exception request is filed in

conjunction with Special Exception petitions to
permit a drive-in facility and a reduction in
width of the transitional area where a CR lot
adjoins an RG-1 district.
RECOMMENDATIONS
PLANNING DEPARTMENT
DENIAL. The request for a Special Exception to
reduce the required number of reservoir spaces
from ten (10) to one (1) for one of the three
proposed drive-in tellers for the financial
institution would be detrimental to the
surrounding area as additional backup would
probably occur on SW 16th Avenue and this would
impact safety of motorists and would create a
situation of traffic congestion.

the intersections of Coral Way with SW 16 Avenue
and SW 16 Court.

Within the City generally, or within certain zoning districts, certain structures, uses,
and/or occupancies specified in this ordinance are of a nature requiring special and
intensive review to determine whether or not they should be permitted in specific
locations, and if so, the special limitations, conditions, and safeguards which should
be applied as reasonably necessary to promote the general purposes of this Zoning
Ordinance, and, in particular, to protect adjoining properties and the neighborhood
from avoidable potentially adverse effects. It is further intended that the expertise
and "Udgement of the Zoning Board be exercised in making such determinations, in
accordance with the rules, considerations and limitations relating to Class D Special
Permits and Special Exceptions. (See Article 26.)
Formal public notice and hearing is not mandatory for Class D Special Permits, but is
mandatory for Special Exceptions. In other respects, these classes of special permits
are the some.
The Zoning Board shall be solely responsible for determinations on applications for
Class D Special Permits and Special Exceptions. All applications in these classes of
special permits shall be referred to the director of the Department of Planning for his
recornmendations and the director shall make any further referrals required by these
regulations.
