RESOLUTION NO. 57-335f
A RESOLUTION APPROVING THE INSTALLATION OF
DRIVE-IN FACILITIES AT A FINANCIAL
INSTITUTION LOCATED AT 1600 SOUTHWEST 22ND
STREET (CORAL WAY), MIAMI, FLORIDA, MORE
PARTICULARLY DESCRIBED HEREIN, AS PER PLANS
ON FILE; ZONED CR-2/7 COMMERCIAL RESIDENTIAL
(COMMUNITY). THIS SPECIAL EXCEPTION IS FILED
IN CONJUNCTION WITH SPECIAL EXCEPTIONS FOR A
REDUCTION IN THE NUMBER OF RESERVOIR SPACES
FOR A DRIVE-IN FACILITY, AND A REDUCTION OF
THE TRANSITIONAL AREA WHERE A COMMERCIAL
RESIDENTIAL LOT ADJOINS AN RS-2 DISTRICT.
THIS SPECIAL EXCEPTION IS ALSO SUBJECT TO A
TIME LIMITATION OF TWELVE MONTHS IN WHICH A
BUILDING PERMIT MUST BE OBTAINED.
WHEREAS, the owners, Citicorp Savings of Florida, a Federal
Savings & Loan Association, desire to install drive-in facilities
in conjunction with its financial institution located at 1600
Southwest 22nd Street, Miami, Florida, more particularly
described herein; and
WHEREAS, the City Commission has determined that it wishes
to review all applications for the installation of drive-in
facilities; and
WHEREAS, the Miami Zoning Board at its meeting of
February 23, 1987, Item 7, following an advertised meeting,
adopted Resolution ZB 24-87 by a nine to zero (9-0) vote granting
the Special Exception as listed in Ordinance 9500, as amended,
the Zoning Ordinance of the City of Miami, Schedule of District
Regulations, Page 4 of 6, CR-2/7 Commercial Residential
(Community) and CR-1 Community Residential (Neighborhood),
Principal Uses and Structures, Permissible Only by Special
Permit, to permit a drive-in facility for a financial institution
located at 1600 Southwest 22nd Street (Coral Wav). Miami.
Florida, also described as Lots 14-19 less north 25 feet of Lots
16 and 17, Block 3, WOODSIDE# as recorded in Plat Book 5 at Page
28 of the Public Records of Dade County, as per plans on file,
subject to City Commission review; zoned CR-2/7 Commercial
Residential (Community); subject to a time limitation of twelve
months in which a building permit must be obtained; CITY CObI38ION

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The decision of the Zoning Board in granting the
Special Exception as listed in Ordinance 9500, as amended, the
Zoning Ordinance of the City of Miami, Schedule of District
Regulations, Page 4 of 6, CR-2/7 Commercial Residential
(Community) and CR-1 Commercial Residential (Neighborhood),
Principal Uses and Structures, Permissible Only by Special
Permit, to permit a drive-in facility for a financial institution
located at 1600 Southwest 22nd Street (Coral Way), Miami,
Florida, also described as Lots 14-19 less north 25 feet of Lots
16 and 17, Block 3, as recorded in Plat Book 5 at Page 28 of the
Public Records of Dade County, as per plans on file, subject to
City Commission review; zoned CR-2/7 Commercial Residential
(Community); subject to a time limitation of twelve months in
which a building permit must be obtained, is hereby approved.

Special Exceptions for a reduction in the number
of reservoir spaces for a drive-in facility and
a reduction of the transitional area where a CR
lot adjoins an RS-2 district.

Exception or a drive-in facility for a
financial institution requiring City Commission
approval does not meet the intent of Zoning
Ordinance 9500. The number of teller windows
should be reduced to only two (2) in order to
meet the minimum ten (10) stacking spaces
requirement. The drive-in fAcility as proposed
would have an adverse impact on the surrounding
area as additional back up would probably occur
on SW 16th Avenue.

No objections.
At its meeting of February 23, 1987 the Zoning
Board adopted Resolution ZB 24-87, by a 9 to 0
vote, granting the above, subject to City Com-
mission review, with a time limitation of (12)
twelve months in which a building permit must
be obtained.
One reply in favor and one objection received by
mail. Three proponents and four opponents were
present at this meeting.
At its meeting of March 31, 1987, the City
Commission continued the above.

within the City generally, or within certain zoning districts, certain structures, uses,
andlor occupcncies specified in this ordinance are of a nature requiring special end
intensive review to determine whether or not they should be permitted in specific
locations, and if so, the special Iimitations, conditions, and safeguards which should
be applied as reasonably necessary to promote the general purposes of this Zoning
Ordinance, and, in particular, to protect adjoining properties and the neighborhood
from avoidcble potentially adverse effects. It is further intended that the expertise
and ;udgement of the Zoning Board be exercised in making such determinations, in
accordance with the rules, considerations and limitations relating to Class D Speciat
Permits and Special Exceptions. (See Article 26.)
Formal public notice and hearing is not mandatory for Class D Special Permits, but is
mandatory for Special Exceptions. In other respects, these classes of special permits
are the same.
The Zoning Board shall be solely responsible for determinations on applications for
Class D Special Permits and Speciat Exceptions. All applications in these classes of
special permits shall be referred to the director of the Department of Planning for his
recorrmendations and the director shall mafie any further referrals required by these
regulations.
