A RESOLUTION ACCEPTING THE BID OF JUELLE,
INC. AT A PROPOSED COST OF $19,498.00 AND
DELTA DEMOLITION INC. AT A PROPOSED COST OF
$14,025.00 FOR FURNISHING DEMOLITION SERVICES
FOR THE DEPARTMENT OF BUILDING AND ZONING AT
A TOTAL PROPOSED COST OF $33,523.00;
ALLOCATING FUNDS THEREFOR FROM THE BUILDING &
ZONING DEMOLITION FUND ACCOUNT CODE #560502-
340-110035 WITH RECOVERY OF SAID AMOUNT TO BE
ACCOMPLISHED THROUGH NORMAL LIEN ENFORCEMENT
PROCEEDINGS; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE PURCHASE ORDERS FOR THIS SERVICE.
WHEREAS, pursuant to public notice, sealed bids were
received February 18, 1987 for the furnishing of Demolition
Services to the Department of Building and Zoning; and -
WHEREAS, invitations were mailed to thirty (30) potential
suppliers and seven (7) bids were received; and
WHEREAS, funds for this purchase will be available from the
Building & Zoning Demolition Fund Account Code #560502-340-110035
with recovery to be accomplished through Normal Lien Enforcement
Proceedings; and
WHEREAS, this service will be used by the Departments of
Building and Zoning for the purpose of demolishing structures
that have become eyesores, they are vacant unsecured and haven
for vagrants; they represent hazardous situations for Police and
Firefighters responses; and
WHEREAS, the City Manager and the Director of the Department
of Building and Zoning recommend that the bid received from
Juelle, Inc. and Delta Demolition, Inc. be accepted as the lowest
responsible and responsive bids;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The February 18, 1987 bids of Juelle, Inc. at a
proposed cost of $19,498.00 and Delta Demolition, Inc. at a
proposed cost of $14,025.00 for furnishing Demolition Services at
a total a proposed cost of $33,523.00 for the Department of
Building and Zoning are hereby accepted with funds therefor
hereby allocated from the Building & Zoning Demolition Fund
Account Code #560502-340-110035 with recovery of said amount to
be accomplished through Normal Lien Enforcement Proceedings.

Section 2. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue Purchase Orders
for this service.

Sealed bids will be received by the City Manager and City -_C1k _ er
of the City of Miami, Florida not later than :30 p.m. February-.
18, 1987 for furnishing All Labor and Materials for the
emo t on of Structures at Various locations for the Department
of Building and Zoning.
Ordinance No. 10062 established a goal of Awarding 51% of the
City's total dollar volume of all expenditures for All Goods and
Services to Black, Hispanic and Women Minority Business
Enterprises on an equal basis.
Minority and women vendors who are interested in submitting bids
and who are not registered with the City as minority or women
vendors are advised to contact the City Procurement Office, 1390
N.W. 20th Street, Second Floor, Telephone 579-6380.
Detailed specifications for the bids are available upon request
at the City Procurement Office.
The City Manager may reject all bids and readvertise.

RECOMMENDATION:
It is respectfully recommended that an Award be made and a
Resolution be passed accepting the lowest responsive and
responsible bid as received from Delta Demolition, Inc. a
demolition contractor, for the demolition and clearing away of
debris from the properties located at 1332 N. W. 1 Avenue, and
950 So. !Miami Avenue at a total cost of $7,680.009 & $6,345.00
respectively. Also from Juelle, Inc., a contractor, for the
properties located at 529 N.B. 62 Street and 1784 N.Y. 36 Street
at a total cost of $59'998.00 & $139500.00.
BACKGROUND:
The Department of Building & Zoning has analyzed the need to
execute the attached resolution for the award of bid for the
demolition of various structures.
Pursuant to public notice, sealed bids were received February
189 1987 for furnishing materials and equipment needed to
demolish and clear away the debris from the structures as
directed by the Building and Zoning Department, Code Enforcement
Section.
The subject buildings have become eyesores. Some are vacant,
unsecured, havens for vagrants; and just in the recent past they
have been identified as sources of criminal activity. This along
with the fact that they pose threats to Firefighters and Police
Officers responding to the frequent calls from the equally
endangered and outraged property owners in the area justify the
need for their removal.

Demolition Fund with recovery by normal lien enforcement
proceedings.
