WHEREAS, there eaxists, in the City of Miami, a ;+}Craze 7hor.tatlp
of homes within the, af.Eordabi1.i.ty range of families and individuals
of low and moderate income; and
WHEREAS, the City Commission recognizes the necessity to
stimulate the development of. sales housing,.within the affordabil'it'
Iiinits and purchasing power of families, and individuals of low, and
moderate income; and
WHEREAS, on October 23, 1986, the City Commission passed anal
adopted Resolution No. 86-840, which approved:implementation of the
Scattered Site Affordable .Housing Development Program in the City I s,
Community Development Target Areas' for the purpose of providing
owner -occupied residential units within the affordability range of
qualified low and moderate income purchasers; and
WHEREAS, on October 23, 1986, the City Co»imission passed and -
adopted Ordinance No. 10165, which authorized the issuance of
Special Obligation Bonds, Series 1986,A for the purpose of providing
financing for the construction of owner -occupied residential units
in the City's designated Community Development Target .Areas,
including such incidental co'st.3 in connection with the
implementation of the aforementioned Program;
