I am representing Dade Heritage Trust as pro bono counsel on their appeal of the PZAB
approval of the Marine Stadium boat ramp. Attached is a packet of materials addressing the
illegality of the PZAB action for inclusion in the record for the hearing this Thursday.
This action is letting a potential $1.25 mm FIND grant be the tail wagging the $1 Billion dollar
dog, based upon the market value of this incredible site. The former Miami Herald 15 acres is
on the market at $1.1 billion. This is a better site.
More importantly, this is history. To be respected. There is a Virginia Key master plan. This
ignores that approved plan.
This design impacts the historic nature of a site under a Miami Dade deed with a reversionary
interest, if not used for a Marine Stadium. It uses 15 of 45 acres.
There was never a boat ramp there. This creates a clear legal violation of the approval process.
No traffic studies. No bathrooms. No parking lot curbings and drainage. All are required for a
"new" boat ramp.
This could later become a Marina del Rey or a pristine park or a concert facility. However, if
approved ... and there is no automatic right to cancel this with a refund of the grant amount, we
are stuck with a parking lot, .9 miles away from a ramp. A ramp usable by 70 wealthy boaters,
to the exclusion of potentially thousands of Marine Stadium ,patrons.
This is the only place where people who don't live on the waterfront can come to appreciate
the waterfront. Where does a resident who lives inshore come to appreciate the bay.
We bring young students to this area and show them the premier public bay view in all of
Miami. That won't work without a master plan and a way to get back the whole site ... before we
give away 1/3 of the site.
This is not a $1.2 mm job. It's a 15 acre lot, which would cost $3mm just for the lot. Where is
the money coming from?
