At a meeting of the Board of Directors of Dade Heritage Trust, [nc. ("DHT") on December 29, 2022, at which a quorum was present, the Board determined that: 1. DHT is the leading voice for historic preservation in Miami -Dade County and, as such, works to save Miami-Dade's architectural, cultural, and environmental heritage for existing and future generations through Advocacy, Education and Restoration; 2. DHT has, on numerous prior occasions, advocated for the preservation of the Miami Marine Stadium and its historically -designated basin ("Stadium"), as an architectural and cultural landmark within the City of Miami, and that the Stadium shoLild be restored and operated for the benefit of the citizens of the City of Miami and visitors to our city; 3. DHT is aware that the City of Miami plans to create an expansive boat ramp and parking for vehicles and boat trailers ("Boat Ramp") and that the Boat Ramp is proposed to be located very close to the Stadium, with vehicle and boat trailer parking (some over 40' in length) for the Boat Ramp to be located across the land -side entrance to the Stadium. 4. DHT is aware that the City of Miami Planning Advisory Board approved, at the PZAB's December 21, 2022 meeting on Agenda Item 1 (12384), the issuance of an exception to allow the development and construction of a new boat ramp with two (2) fixed docks and two .(2) floating docks with gangways that will extend 90 feet into the Marine Stadium Basin, Resolution PZAB-R-22-072. 5. DHT is aware that the City of Miami Virginia Key Advisory Board has, on several occasions, unanimously resolved and recommended to the City of Miami Commission that the Boat Ramp not be located adjacent to the Stadium and cited reasons including: the endangerment of the passive recreational users of the Stadium basin; the Boat Ramp's inconsistency with the City Commission -approved. Virginia Key Master Plan and the more -recent planning of the Stadium environs and parking; the lack of traffic planning for vehicle and boat trailer ingress and egress across the Rickenbacker Causeway and bicycle path; the risk to the safety of bikers when there is a volume of vehicles towing boats across the bike path; and other reasons. For the foregoing reasons, the DHT's Board unanimously: RESOLVED that DHT should appeal the .PZAB's approval of the exception for the Boat Ramp, two fixed docks and two floating docks with gangways, following the procedures in .Miami 21 for City Commission review of decisions of the PZAB. FURTHER RESOLVED that DHT's President and/or its Executive Director are authorized and directed to inform all relevant governmental bodies and agencies of the terms of this Resolution and to communicate and advocate in furtherance thereof with public and private entities associated with the proposed Boat Ramp Operation.
