RESOLUTION NO. 877-31311
A RESOLUTION CONDITIONALLY AUTHORIZING
METROPOLITAN DADE COUNTY ON BEHALF OF THE
CITY OF MIAMI TO ADVERTISE FOR, EVALUATE, AND
ACCEPT THE BID OF A VENDOR TO PROVIDE UNITED
STATES DEPARTMENT OF AGRICULTURE APPROVED
LUNCHES TO ELIGIBLE CHILDREN DURING THE
SUMMER OF 1987, AND FURTHER AUTHORIZING
METROPOLITAN DADE COUNTY TO ENTER INTO A
CONTRAC T(S) AND/OR AGREEMENT(S) WITH THE
SUCCESSFUL BIDDER( S) , SUBJECT TO CITY
COMMISSION APPROVAL.
WHEREAS, the United States Department of Agriculture, through
the Florida Department of Education, has tentatively agreed to
fund the City of Miami's annual Summer Food Service Program in
1987; and
WHEREAS, Metropolitan Dade County has offered to include the
City of Miami in a bid proposal to select a vendor(s) to provide
summer lunches; and
WHEREAS, allowing Dade County to prepare and accept bids on
behalf of the City will result in volume rates that are lower
than that which could be obtained by the City of Miami having a
separate bid package; and
WHEREAS, the City of Miami plans to serve 109,384 lunches
(2,486 lunches/day x 44 days) to eligible children at twenty-six
sites throughout the City during the summer of 1987;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Metropolitan Dade County is hereby authorized to
advertise for, evaluate, and accept the bids(s), on behalf of the
City of Miami, of a vendor(s) to provide United States Department
of Agriculture approved lunches to eligible children during the
summer of 1987. Metropolitan Dade County is hereby further i
authorized to enter into a contract(s) and/or agreement(s) with
the successful bidder(s).
Section 2. The herein authorization is subject to the review
and approval of the City Commission of the bid to be reoammended
for acceptance and award by the Dade County Commission.

RECOMMENDATION:
It is respoctlully recommended that the City Commission adopt the
attached resolution authorizing Metropolitan Dade County, on behalf of
the City of Miami, to advertise for, evaluate, and accept a bid(s) of a
vendor(s) to provide lunches to eligible children during the summer of
1987 and to enter into a contract(s) and/or agreement(s) with the
successful bidder(s) to serve the number of lunches specified by the
City of Miami at a fixed rate per lunch, not to exceed the
reimbursement rate established by the Florida Department of Education.
BACKGROUND:
The City of Miami, Department of Parks, Recreation and Public
Facilities Summer Food Service Program provides a box lunch to children
aged 18 and under during the summer. Since 1968, the City of Miami has
provided these summer lunches as an integral part of a summer
recreation program offering arts and crafts, sporting activities, field
trips, and special events. This year, we are planning to serve up to
2,486 lunches daily in twenty-six (26) sites carefully chosen to pro-
vide reasonable access to all of Miami's youth.
The Florida Department of Education has again selected Metropolitan
Dade County as the agency responsible for the selection of the vendor
for sponsors who wish to be covered under the "umbrella" bid conducted
for the Summer Food Program in Dade County. The "invitation to bid"
document which Metro -Dade County must prepare is reviewed and approved
by the Florida Department of Education (DOE) for conformance with the
rules and regulations promulgated by the United States Department of
Agriculture (USDA). For example, the lunch menu must meet USDA's
strict nutritional requirements. Preparation of our own bid document
would be an arduous task requiring approval of DOE. Also, it is
expected that the rate per lunch will be lower if the City participates
in Dade County's "umbrella" bid. All operational and administrative
expenses will be paid by the USDA.
Therefore, it is recommended by the Department of Parks, Recreation and
Public Facilities that the attached resolution be adopted by the City
Commission.
An ordinance appropriating USDA funds for the operation of the program
is also being presented for City Commission action.
