A RESOLUTION AUTHORIZING THE ACCEPTANCE
OF THE APPRAISAL PROPOSALS OF LEONARD A.
BISZ, MEMBER OF THE AMERICAN INSTITUTE OF
REAL ESTATE APPRAISERS, AT A FEE OF
$4,750, AND NORMAN RURFERST, THE RURFERST
COMPANY, MEMBER OF THE AMERICAN INSTITUTE
OF REAL ESTATE APPRAISERS AT A FEE OF
$4,950, TO APPRAISE FOR FAIR MARKET VALUE
THE CITY OWNED PROPERTY LOCATED AT 2640
SOUTH BAYSHORE DRIVE, MORE PARTICULARLY
DESCRIBED ON EXHIBIT "A" FOR
REDEVELOPMENT, FUNDS TO COVER THE
APPRAISAL COSTS BEING PROVIDED BY
PROPERTY AND LEASE MANAGEMENT ENTERPRISE
FUND.
WHEREAS, on January 8, 1987, the City Commission adopted
Resolution No. 87-45 authorizing the issuance of a Request for
Proposals for the unified development of a City -owned property
located at 2640 South Bayshore Drive, more particularly described
on attached Exhibit "A"; and
WHEREAS, appraisals by two independent appraisers are needed
for the review committee for evaluation of the proposals; and
WHEREAS, solicitation was made to thirty-two (32) appraisers
domiciled in Dade County; and
WHEREAS, seven (7) responses were received and the appraisal
proposals of Leonard A. Bisz, member of the American Institute of
Real Estate Appraisers, at a fee of $41750, and Norman Rurferst,
The Rurferst Company, member of the American Institute of Real
Estate Appraisers, at a fee of $4,950, both non -minority
appraisers, were the most advantageous to the City in fee and
time to complete; and
WHEREAS, funds to cover the two appraisals are being
allocated from the Property and Lease Management Enterpr se Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. That the appraisal proposals of Leonard A. Bisz,
member of the American Institute of Real Estate Appraisers, at a
fee of $4,750, and Norman Rurferst, The Rurferst Company, member
of the Ameri 1 Estate Appraisers, at a fee of

$4,950, be accepted, to appraise for Fair Market Value, the City -
owned property located at 2640 South Bayshore Drive, more
particularly described on attached Exhibit "A", for redevelopment
with funds to cover the expenses for the appraisals being hereby
allocated from the Property and Lease Management Enterprise Fund.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the acceptance of appraisal
proposals of -Leonard A. Bisz, member of the American Institute of
Real Estate Appraisers, at a fee of $4,750, and Norman Rurferst,
The Rurferst Company, member of the American Institute of Real
Estate Appraisers, to appraise for the purpose of establishing
Fair Market Value for redevelopment of City owned property
located at 2640 South Bayshore Drive.
BACKGROUND:
The General Services Administration Department was requested to
secure two independent appraisals of the City owned property
located at 2640 South Bayshore Drive, in order to establish Fair
Market Value for redevelopment of the property. This request was
made by the Department of Development on January 14, 1987, per
City Commission Resolution #87-45, authorizing the issuance of a
Request for Proposal for the unified development of the property,
for which the appraisals are a necesary part.
It is desired that the appraisers have the Request for Proposal
so that the appraisal may be made both on the property and
proposal and as defined in the Request for Proposal.
Invitations were made to thirty-two (32) appraisers domiciled in
Dade County, and seven (7) responses were received with only one
being made by a minority appraiser which proposal was the second
highest in fee.
The appraisal proposals of Leonard A. Bisz, member of the
American Institute of Real Estate Appraisers, at a fee of $4,750,
and Norman Rurferst, The Rurferst Company, member of the American
Institute of Real Estate Appraisers, at a fee of $4,950, both
non -minority appraisers, were the two most advantageous to the
City of Miami in fee and time to complete.
