A RESOLUTION ACCEPTING IN PRINCIPLE THE
PROPOSAL OF MIAMI PIONEERS, INC., A NOT
FOR PROFIT CORPORATION, FOR THE LEASE OF
THE RECREATION BUILDING, SITUATED IN THE
CITY OF MIAMI'S LUMMUS PARK FOR THE
PURPOSE OF COLLECTING, PRESERVING AND
MAINTAINING HISTORICAL DATA OF MIAMI AND
PROVIDING HISTORICAL ENRICHMENT TO THE
COMMUNITY; AUTHORIZING AND DIRECTING THE
CITY MANAGER TO NEGOTIATE A LEASE
AGREEMENT, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY; AND FURTHER DIRECTING THE
CITY MANAGER TO PRESENT A NEGOTIATED
LEASE AGREEMENT TO THE CITY COMMISSION AS
SOON AS PRACTICABLE FOR FINAL
CONSIDERATION AND APPROVAL BY THE CITY
COMMISSION PRIOR TO THE EXECUTION OF SAID
CONTRACT.
WHEREAS, on July 10, 1986, by Resolution 86-527, the City
Commission authorized the issuance of a request for proposals for
the lease of the Recreation Building situated in City of Miami's
Lummus Park; and
WHEREAS, in adherence to the requirements of the City
procurement provisions as stated in Chapter 18 of the City Code,
Article V, Sale of Realty, Section 18-78.1, "Competitive Sealed
Bidding", advertisements were placed in the Miami Herald, Miami
— Times, and Diario Las Americas, notifying the public of this

competition and instructing that sealed bids were to be submitted
to the City Clerk's Office on or before 2:00 P.M., November 26,
1986; and
WHEREAS, Miami Pioneers, Inc., was the sole respondent to
this competition; and
WHEREAS, Miami Pioneers, Inc. 's`..proposals was reviewed and
evaluated by the Property & Lease Management Division of the
General Services Administration Department and is responsible and
responsive to the request for proposals issued July 10, 1986;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The proposal of Miami Pioneers, Inc., for the
lease of the Recreation Building, situated in the City of Miami's

Lummus Park is hereby accepted, in principle, on the basis of the
following:
a) Miami Pioneers, Inc., agrees to collect, preserve
and maintain historical data of Miami and provide
historical enrichment to the community;
b) Miami Pioneers, Inc., agrees to pay the City a
rental payment of $1.00 per year until May 21 2048;
c) Miami Pioneers, Inc., will relinquish all rights
and privileges to their leasehold estate expiring
in May 2, 2048, for the property located on the
Miami River at 250 NW North River Drive;
d) City of Miami will renovate the Recreation Building
in Lummus Park at no cost to Miami Pioneers, Inc.;
Je) City of Miami will compensate Miami Pioneers, Inc.,
an amount annually to pay for costs of program
operation and activities, as well as all future
maintenance and repair costs until May 2, 2048.
Section 2. The City Manager is hereby authorized and
directed to negotiate a Lease Agreement with Miami Pioneers, Inc.
Section 3. The City Manager is further directed to present

the negotiated Lease Agreement to the City Commission as soon as
i practicable for final consideration and approval by the city
Commission prior to execution thereof.

-�IIt is respectfully recommended that the City Commission adopt the
i attached resolution accepting in principle the proposal of the
y' Miami Pioneers, Inc., a not for profit corporation, for the lease
of the Recreation Building situated in Lummus Park. Further, the
resolution authorizes and directs the City Manager to negotiate a
lease agreement acceptable to the City Attorney, which will be
presented to the City Commission for final consideration and
approval.
BACKGROUND
The General Services Administration Department, as authorized by
Resolution 86-527 on July 10, 1986, issued a request for
proposals to lease the Recreation Building in Lummus Park, for
the purpose of collecting, preserving and maintaining historical
data of Miami and providing historical enrictiment to the
Community.
On October 8 and 9, 1986, advertisements for the RFP were placed
in the Miami Herald, Miami Times, and Diario Las Americas, and
the sole was received from the Miami Pioneers, Inc.
A summary of the Miami Pioneers' bid is as follows:
1) The Miami Pioneers, Inc., propose to use the Recreation
Building in Lummus Park for the purpose of collecting,
preserving and maintaining historical data of Miami.

2) The Miami Pioneers, Inc., propose to locate archives,
historical collections and books in the Recreation Building
in Lummus Park, which will be open for any person or
persons, with scholarly or historical interest.
3) The Miami Pioneers, Inc., agree to pay the City a rental
payment of $1.00 per year until May 21 2048, for the lease
of the Recreation Building in Lummus Park.
4) The Miami Pioneers, Inc., would release all rights and
privileges to that leasehold estate created by a Lease
Agreement dated May 3, 1949, for a property on the Miami
River at 250 NW North River Drive, to expire on May 2, 2048.
5) The Miami Pioneers, Inc., are requesting that the City of
Miami renovate the Recreation Building in Lummus Park
offered in the RPP, at no cost to the Miami Pioneers, Inc.,
prior to relinquishing their rights and privileges for the
use of 250 NW North River Drive and entering into lease
agreement for the use of the Recreation Building.
6) The Miami Pioneers, Inc., propose that the City of Miami
compensate the Miami Pioneers, Inc., annually in the amount
of $40,000, subject to increases based on the consumer price
index, to pay for the cost of program operations and
activities, as well as all maintenance and repairs to the
Recreation Building.
The General Services Administration Department has analyzed the
Miami.Pioneersr Inc.'s proposal and found it to be responsible
and responsive to the request for proposals. Additionally, their
proposal will have great impact on improvements in connection
with the Miami River Development plans.
