December 1 1 , 1 98b, to establish appropriations for capital
improvements, continue previously approved capital improvement
projects, and establish new capitai improvement projects to begin
during fiscal year 1986-87; and.
WHEREAS, said Ordinance
No. 10187, appropriated $2,000,000
for North River Drive Street
Improvements acid $600,000
for
N.W.
Sth Street Road Highway Improvement; and
WHEREAS, bids were received on March :A , 1967 for
construction of North River Drive Street Improvements and the
lowest acceptable bid was submitted by Marks Brothers Company in
the amount of 51 , `(j2 , 19> 75; and
WHEREAS, based on the lowest acceptable bid, the total cost
of Borth River Drive Street Improvements will be $2,0j0,U O
including; engineering, incidentals and indirect costs; and

future revenues from the Property and Lease Management Enterprise
Fund; and
WHEREAS, a minimum annual repayment amount of 05,000
should be established from the Property and Lease Management
Enterprise Fund to the 1980 Highway General Obligation Bond
account for North River Drive Street Improvement; and
WHEREAS, construction of East Little Havana 'Street
Improvements - Phase L.has been completed and final payment to
the contractor was authorized by Resolution No. 86-720 and No.
86-721 adopted September 11, 1986; and
WHEREAS, it is now in order to reduce the funds
appropriated for East Little Havana Jtreet Improvements - Phase 1
by 4005,000 in Highway General Obligation Bonds to reflect actual
costs; and
WHEREAS, construction of Allapattah Industrial Area Street
Improvements - Phase II has been compluted and final payment to
tile contractor was authorized by Resolution No. 86-951 adopted
November 15, 1986; and

for Allapattah Industrial Area ,I.r-3et Improvements - i?hase II by
$2300000 in Highway General Obligation R(.)nd; t<7 ref lect the
actual costs, and
WHEREAS, the City C(-)Mmiss.i.c.�n cane~gilled the proposed
construction or Qaycrest Street Improvements - Phase It by
adopting Resolution No. 86---833 can October 7, 1986; and
WHEREAS, it is now in order to reduce the funds appropriated
for Baycrest Street Improvements - Phase IT by $1,470,000 in
Highway and Storm Sewer General Obligation Bonds to reflect
actual costs;
NOW, THEREFORE, BE IT ORDAINED BY THE; COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 2. Section 1 of. Ordinance No. 10187, as amended,
adopted December 11, 1986, is hereby amended in the following
particulars: 1/
"Section 1. The herein appropriations are hereby
made for implementation of all municipal capital
improvements of the City of Miami, including new
capital improvement projects scheduled to begin during
fiscal year 1986-87. The herein appropriations which
are hereby designated by reference to descriptive
project title and number also include appropriations
for previously approved scheduled projects as well as
re -appropriations of prior fund appropriations. The
source of revenues to support the herein appropriations
is hereby identified by fund and project with the
project appropriations and revenues therefor being set
forth for seven program areas (I-VII)based upon use or
functional category within said areas, as follows:

A COMMENDATION
It Is respectfully recommended that the City Commission adopt the
attached emergency ordinance amending the Capital Improvement
Appropriations Ordinance by increasing appropriations for two
projects and reducing approprlatlons for three projects.
6ACKGROUNb:
Ordinance No. 10187, the Capital Improvement Appropriation
Ordinance, established appropriations of $2,000,000 for North
River Drive Street Improvements (Project no. 341103) and $600,000
for N.W. 8 Street Road Highway Improvement (Project no. 341111).
On March 31, 1987 bids were received for _con trLJCtIon of North
River et Improvemen Based on the lowest a- p-taUTZ
Id, the total cost of this project will be $ 2,030,000 including
engineering, Incidentals and Indirect costs. An additional
$30,000 must be appropriated from Storm Sewer G.O. Bond Funds
before a contract can be awarded for construction.
On April 9, 1987 bids were received for co ruction of N_W. 8
street Road Highway ImorovPmfnt. Based on the lowest acceptable
bid, the total cost of this project will be $750,000 including
engineering, incidentals and indirect costs. An additional
$150,000 must be appropriated from Storm Sewer G.O. Bond funds
before a contract can be awarded for construction.
The additional appropriations for the two aforementioned projects
are required to pay for extra storm drainage facilities required
by Dade County's Department of Environmental Resources Management
(D.E.R.M.). A D.E.R.M. permit will be required for both projects
before the City's contractors can begin construction.

Ordinance No. 10181 establlshes that $600,000 of the funding for
North Alveer Drive Street Improvements Is A Ioan from 1980 Highway
G.O. Bonds and Is to be repaid from future Revenues on the
Property and Lease Management Enterprise Pund. A statement Is
being added to this ordlhahce requiring that the minimum annual
repayment shall be 315,000.
Construction of East Little Havana Street Improvements -Phase I
(Project ho. 341092) and Allapattah lhdustrial Area Street
Improvements -Phase 11 (Project ho. 341097) have been completed
and final payments to the contractors were authorized on
September 11, 1986 and November 13, 1986 respectively. It Is now
in order to reduce the funds appropriated for these two projects
to reflect actual costs. East Little Havana Street Improvements -
Phase I will be reduced from $2,060,000 to $2,855,000.
AIIapattah Industrial Area Street Improvements -Phase I will be
reduced from $1,800,000 to $1,670,000.
On October 7, 1986 the City Commission adopted resolution no.
86-833 which rescinded the ordering resolution for Baycrest
Street Improvements -Phase II (Project no. 341117) thereby
cancelling the proposed project. It Is now in order to reduce
the funds appropriated for this project to reflect actual costs.
Baycrest Street Improvements -Phase it will be reduced form
$1,500,000 to $30,000.
