WHEREAS, the City Commission adopted Ordinance No. 10150 on September 25, 1986, establishing revenues and appropriations for the City of Miami for the fiscal year- ending September 30, 1987; and WHEREAS, the Citv Commission expressed concern over the level of safety of the City's fleet cif light motor vehicles, trucks and motorcycles, specifically police patrol vehicles; and WHEREAS, the City Manager established a task force charged with determining the number of new vehicles needed to he acquired to achieve the City Commissions stated objectives; and WHEREAS, the City Commission adon ted Ordinance No. 10208 and Resolution. No. 87-58 authorizing the purchase of 185 automobiles, light trucks, motorcycles and related accessories costing $1,645,352 at its January 8, 1987 Commission meeting; and WHEREAS, the City Commission adopted Ordinance No. 10220 authorizing the purchase of 203 police vehicles costing $2,074,668 at its February 12, 1987 Commission meeting; and WHEREAS, the City Commission authorized the purchase of 72 Heavy Equipment vehicles costing $1,703,532, 18 light motor vehicles costing $139,818 and police vehicle equipment costing $82,863 at its April 9, 1987 Commission meeting; and 11. Sections 4 and 6 of. Ordinance No. 10150, adopted September 25, 1986, the Annual Appropriation Ordinance for the fiscal year ending September 30, 1987, is hereby amended in the following particulars: 1/ "Section 4. The following activities, which are carried on for the service and convenience of other funds, shall he operated by the City Manager within the limits of the appropriations provided in the foregoing departments, boards, offices, and accounts of the City of Miami and other revenues or receipts which may received: Internal Service Funds Heavy Equipment Maintenance Appropriations $ 16,534,045 Total Internal Service Funds S--T46,6-54r�'" $ 36,748,311 / Words and/car figures stricken through shall be deleted. The herein appropriation into the Internal Services Fund of $95,062 is from the proceeds of the sale of Certificate of Participation Notes. These monies will he appropriated into the Heavy Equipment Maintenance Division to fund the purchase of 3 heavy equipment vehicles (paddy wagons). Section 3. All ordinances or parts of ordinances insofar as they are inconsistant or in conflict with the provisions of this ordinance are hereby repealed. Section 4. If any section, part of section, paracraph, clause, phrase, or word oc this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 5. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami. Section 6. Revenue ' in a like amount is available from the proceeds of the sale of Certificate of Participation notes. Background: The General Services Administration Department has recommended that 3 Heavy Equipment vehicles (paddy wagons) costing $ 95,062 be purchased to comply with City Commissioner's stated policy Of increasing the level of safety of the City's fleet. The attached emergency ordinance amends the appropriate sections or the FY'87 Annual Appropriations ordinance adopted on September 25, 1986 by Increasing the appropriations and revenue for the General Service Administration budget.
