J-81-377 Amendment No. 4/2/87 ORDINANCE N0.- 2S104 AN EMERGENCY ORDINANCE AMENDING SECTIONS 1 AND 6 OE ORDINANCE NO. 1'0150, ADOPTED SEPTEM- BER 25, 19861 AS AMENDED, THE ANNUAL APPROPRIA- TIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEP-- TEM$ER 301 1987, BY INCREASING THE APPROPRIATIONS IN THE ENTERPRISE FUND, PROPERTY AND LEASE MANAGEMENT ENTERPRISE FUND IN THE PROPOSED AMOUNT OF $9,700 FOR THE PURPOSE OF PAYING APPRAISAL FEES, IN CONNECTION WITH THE REDEVELOPMENT OF CITY OWNED PROPERTY LOCATED AT 2640 SOUTH BAYSHORE DRIVE, REVENUE IN THE LIKE AMOUNT BEING AVAILABLE FROM PROPERTY AND LEASE MANAGEMENT'S 1985-1986 RETAINED EARNINGS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10150 on September 25, 1986, establishing revenues and appropriations for the City of Miami, Florida, for fiscal year ending September 30, 1987; and WHEREAS, the Property & Lease Management Division has the function of securing the services of appraisers for development projects which the City is presently implementing for various departments; and WHEREAS, these appraisal expenses have thus far exceeded the appropriations in the Professional Services - Appraisal Account of the Property & Lease Management Enterprise Fund; and WHEREAS, Property & Lease Management has retained earnings from the 1985-1986 Budget in the amount of $108,689.00; and WHEREAS, the Property & Lease Management Division's Professional Services Account - Appraisals can be increased by decreasing the retained earnings from the 1985-1986 Budget; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1, Sections 1 and 6 of Ordinance No, 10150, adopted on September 25, 1986, as amended, the Annual Appropriations Ordinance for fiscal year ending Septembor 30, 1987 are hereby further amended in the following particulars: 1/ "Section 1: The following appropriations are made for the municipal operations of the City of Miami, Florida, for the Fiscal Year 1986-87, including the payment of principal and interest on all General Obligation Bonds: ENTERPRISE FUND Property & Lease Management TOTAL ENTERPRISE FUNDS [footnote reference omitted] $ 1,625,900.00 57,525,782.00 TOTAL OPERATING APPROPRIATIONS $258,434f456.00 $258,444,156.00 Section 6: The above appropriations are made based on the following source of revenues for the 1986-87 fiscal year: ENTERPRISE FUNDS Property & Lease Management 1, 625, 900.00 TOTAL ENTERPRISE FUNDS $ 57,525,782.00 [footnote reference omitted] r TOTAL OPERATING REVENUES $ 258 , 444 ,156.00 Section 2. The herein Enterprise Fund is increased for the purpose of providing additional funds in the amount of $9,700 for the Property and Lease Management Fund Manager, for the purpose of paying appraisal fees in connection with the redevelopment of City owned property located at 2640 South Bayshore Drive. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. 1 Words and/or figures stricken through shall be deleted. $ Underscored words and/or figures shall be added. Section 5. This ordinance is hereby declared to be an emergency measure on grounds of the necessity to have the required appraisals be in timely so that the appraisers may appraise the property in conjunction with the Request for Proposal for redevelopment, and to generally carry on the function and duties of municipal affairs. Section 6. The requirement of rending, this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the Members of the Commission. Od i o REFERENCES; City Manager ENCLOSURES: RECOMMENDATION it is respectfully recommended that the City Commission adopt the attached emergency ordinance amending the annual appropriations ordinance for the fiscal year ending September 30 1987, increasing the appropriations in the Property and Lease Management Enterprise Fund, in the amount of $9,700, for the purpose of paying for the acquisition of two real property appraisals for the City owned property located at 2640 South Bayshore Drive. BACKGROUND: On January 14, 1987, the Property and Lease Management Division, - General Services Administration Department, was requested to secure two appraisals for the City owned property located at 2640 South Bayshore Drive in conjunction with a Unified Development Request for proposal for redevelopment of this property. The Request for Proposals was made available to the two appraisers so that the appraisal may be based both on the property and uses as defined in the Request for Proposal. The amount needed for payment to the two appraisers is $9,700, the amount of the emergency appropriations ordinance amendment in order for a CPA firm to evaluate the Request for Proposals on May 18, 1987.
