Dear Mayor and Commissioners:
The members of the Latin Quarter Association are respectfully
requesting your assistance in the redevelopment of the Latin
Quarter District. As you know the legislation creating the
district was approved by the Commission in October 1984. Since
then, a significant number of projects have been approved in the
area (many of• %%,hich are render construction or built), but most of
them are small in scale.
Presently there are a series of neighborhood problems that need to
be addressed, and a series of actions that need to be taken, in
order to attract investment to the area, accelerate redevelopment,
and make of the Latin Quarter one of the most vibrant
neighborhoods in the City of Miami.
Following the directions of the City Commission on September,
1986, members of our Association have been working with
representatives of the Planning Department for some time in
developing an action program involving public and private sector
participation. From among those actions which we consider
desirable , we have chosen as our action program the following ten
(10) items which are the most important for the realization of the
full potential of the Latin Quarter:

In order to implement these actions, we are requesting that the
City of Miami allocate the necessary public funds to implement
these projects. A more complete description of each project is
contained in the Recommended Action Plan attached. Additionaly,
Appendix A attached shows other actions necessary to implement the
Latin Quarter which would be desirable, but that in our opinion do
not have the same sense of urgency.
When we came before you last year, you asked us to identify what
improvements could make the Latin Quarter "dream" possible. We
need to hear from you now as to how you can help us make it

I was advised yesterday that the Latin Quarter Street Co -Designation
Program had been removed from the agenda of May 14. I would like to
respectfully request that this item be placed on the agenda of May
14, so that we can have a final. vote by the City Commission at that
time.
We are presently malting arrangements to have the Vice President
George Bush in Miami in June, at which time we would envision a
ribbon cutting ceremony where yourself, the Mayor and the Commis-
sioners would join the Vice President in inaugurating the Street
Co -Designation Program. Since the June date is critically important,
I would ask that you please reconsider the decision of removing our
item from the agenda.

On February 4, 1987 the Plat and Street Committee reviewed a
request from the Latin Quarter Review Board for co -designation of
streets within the Latin Quarter Area. Attached is information
provided to the Plat and Street Committee by Mr. Willy A.
Bermello, Chairman of the Latin Quarter Review Board.
The Plat and Street Committee recommended against co -designation
of these streets by a 5 to 4 vote. The primary reason for this
recommendation was a concern that the response time for emergency
vehicles could be lengthened if the caller reported an unfamiliar
street name rather than the street number. The following
concerns were also expressed by members of the Plat and Street
Committee:
1. Metropolitan made County i.s responsible for street signs in
the City. They have adopted a policy of not replacing all
existing, street signs with street signs having a new co -
designated name. See the attached letter dated February 4,
1987 from. Mr. Walter A. Herndon, Jr., Director of the County
Department of Public Works. The Latin Quarter Review Board
is requesting all new street signs, but did not designate a
funding source for installation and maintenance.
2. The Latin Quarter Review Board is requesting blue street
signs with white lettering rather than the standard green
signs with unite iettering. Any color :;as:.gcy in the signs
would have to be approved by the County Department of Public
Yorks.
During discussion on this item, members of the Plat and Street
Committee made the following recommendations that were informally
agreed on by the committee if the co -designation request was
approved:
1. The street number should be placed above the name on the
street signs.
2. The street number should be as large or larger than the
street name.

Metropolitan Dade County.
This matter has not been scheduled for Commission action by the

The Latin Quarter District, an area bounded by
Sal✓ Plinth Street, NW First Street, SW 12th Avenue
and SW ilth Avenue. is the public relations term for
SPI-14 (Special Pubic Interest District-14) a zoning
code designation established in Miami's zoning code
for unique residential or business districts.
This particular district Is the result of four years of
volunteer work by the Little Have" Development
Authority in cooperation with the City of Miami
Planning Department. The ordinance that created the
district was approved alter public hearings in Janu-
ary 1985 and the Latin Quarter Board held its first
meeting In March of that year.
The purpose of the proposed street co -designation
grogram Is to further the objectives of the Latin
Quarter District by enhancing the presence of His-
panic culture and highlighting the use's touristic po-
tential.

The dual naming of streets is an attempt to en-
hance the atmosphere of the area targeted to become
a tourist attraction to rival similar areas in other U.S.
cities. Bermello said.
The Latin Quarter is bounded by Southwest 12th
and 17th avenues. and by Northwest First and Math
streets.
At the commission meeting, Pat Keller, a member
of the Altapattah - Community Association. spoke
against dual names for streets. sayingIt would con-
fuse motorists and postmen. Bermello assured the
commission the co-deslpatlon will not hurt the area.

Dear Mayor Suarez:
Our organization, on behalf of its members and supporters residing in the
City of Miami and other Dade County communities surrounding Miami, desires
to record with your office and with the city commission our opposition to
the proposal by the city to co -name a large number of Miami streets and
avenues to honor the memories of deceased foreign persons whose names have
no meaning to the history and culture of this nation, the State of Florida,
Dade County, or the City of Miami. lie urge that this proposed, deeply divisive
plan be dropped for the sake of community harmony.
Although the intent of this plan to co -name streets is allegedly to promote
tourism, you should be alaare that most non -Spanish -spearing Americans consid-
er that to be a spurious reason. There is a reeling of deep resentment among
such Americans who perceive t.11is proposedaction to be an unnecessary, insult-
ing gesture directed toward them by insensitive Iiispanics iaho seem intent on
denigrating the history, language, and culture of the United States.
If the city commission persists in pursuing this divisive action, we formally
request, in a sincere effort to ameliorate ethnic tensions within the community,
that an esual number of Miami streets and avenues be similarly co -named in honor
of deceased personages whose names do have historical meaning to this nation,
this state, this county, or the City of Miami. Enclosed herewith are a number
of names we suggest for your consideration.
We propose that only numbered streets and avenues be co -named and recommend that,
as a gesture of good -will and unity, the city co -name streets to be designated
with American names in close proximity with those streets to be co -named for
deceased foreigners. This would promote ethnic integration and assist assimil-
ation.
By letter of October 25, 1986, acknowledged by your office, we requested your
permiss+on to address the city commission on this subject on the date the final
vote co co -name streets was to be scheduled. You referred the matter to the
city manager and we are still awaiting word from his office as to whether or not
T# as g3okesperson for our group, will be p^rmitted to appear. I hereby repeat
this request.

Erben Cook - born Wadina, Minn., ;.arch 22, 1836
Sailed a sloop from t•lew York to i4iani in 1y03 and liked the area
so much that he convinced his parents, George F. and Amy Lowell
Cook to move to Miami in i904 with thQir other five sons.
Dad, who was a marine engineer, started Cook's Docks on
the south side of the Mia-ni River just east of ,-here the presnr,':

of Miami, made the first rasidential fili at Point View, crought
the first steamshil:i into Miami - first running from Jaci:sonville

because he could not tolerate the prejudice of a new partner, but
returned in IM to supervise the construction of the section of
the Tamiarni Trail built by the Chevelier Corporation and during
those years aye lived at 134B S. W. 13th Street. lie lost every-
thing he had in the crash after the 10.26 hurricane; but his vision
was so great that, even during those years, he predicted that
the "gold coast" would be built up from Palm Beach to Homestead.
He lived to.fly over South Florida at night and see that whole
coast lit up just as he had predicted.
Another early Miamian I don't think has been recognized is
Ev Sewell.

During the Cuban war of independence, several women were
noted for their role in the liberation of Cuba, yet only one of
these women appears in the pages of history as one who fought
on the battlefield. Adela Azcuy Labrador was distinguished for
her combattant abilities and the medical assistance she provided
to the injured.
Born in San Cayetano, Pinar del Rio, her true name was
Gabriela de la Caridad, although everyone knew her as Adela.
Deep rooted ideals for the independence of Cuba led her to join
an underground revolutionary group in February of 1896. Upon
the arrival. of General Antonio Maceo to Pinar del Rio, she was
assigned to serve as his guide through the Province. The
General was taken aback when introduced to his guide, a woman.
It was not long before he recognized her merits and she was
given the position of flag -bearer.
In May of 1896 she is ranked Second Lieutenant for her
outstanding work as a soldier. She is later promoted to Captain
of the army for independence, and honored for the courage she
displayed in every battle, among which was Loma Blanca, where
she fought under the direccion of General Maceo.
Brigadier Lorente told of the courage and serenity charac—
teristic of Captain Azcuy as he spoke about the most difficult
days of '97, when in the middle of a battle, she would dismount
her horse to help the wounded who fell in moments of grave danger.
He recounts this particular anecdote in detail: On a cer n

occasion, General Pedro Diaz witnessed "La Capitana" attending
a wounded soldier on the front lines, while simultaneously
firing at the enemy. lie quickly called out to her to move to
the side lines to avoid further danger. With patriotic pride
she responded, "General, I wouldn't be here if I was concerned
with losing my life."
It is important to note that both of her brothers gave
their lives for the independence of Cuba. Generals Jose Inocente
Azcuy and Nemesio Azcuy whose successor in rank was General Pedro
Diaz.
"You are a man of honor who loves his country. You must
leave now to defend her, and I, to defend mine." With these
words Adela Azcuy bade farewell to her Spaniard husband. Although
she never had children, she raised her brothers children, Juana
Luisa, Mercedes, Francisco and Alejandro.
When the war was over, she was offered numerous high ranking
government positions, but she chose to remain in her home town,
as Secretary of the Board of Education, which she carried out
until her death on May 14, 1414.
Captain Adela Azcuy, the only woman to receive rank in the
Cuban war for independence fighting on the battlefield. Truly,
a woman ahead of her time.
Among the portraits of Cuban patriots that were displayed
in E1 Club de San Carlos in Key West, was that of "La Capitana"
alongside that of Jose Marti. Her home in Pinar del Rio, is
preserved as a national historical site.

me that the co -designation of the streets for Hispanic heroes will
be on the agenda of the commission meeting of May 14, 1987.
Because I have made arrangements for a much needed vacation, it is
with deep regret that I will not be able to attend the commission

provide for access for fire: -fighting apparatus or
rescue and salvage operations; to facilitate pro-

oral welfare within the city. No building, stnic-
tune, or part thereof, shall be ercct.ed, structur-
ally altered, enlarged or extended bf!yond the base

tures which are specifically permitted by the South
Florida Building Code or this chapter. Further,
restaurant arcades are allowed by revocable per-
mits granted by the city commission on Flagler
Street between the Miami River and Biscayne Boule-
vard after approval by the city manager and rec-
ommendations by the director of public works,
the director of planning, and the director of fire,
