Basis of Just Compensation:
The City offer represents the full amount of just compensation
for the property and all interest therein to be acquired. This
offer represents the average of the appraised Fair Market Value
of the subject property made by two (2) competent professional
appraisers. The subject property has been inspected by the City
and by the independent appraisers.
FAIR MARKET VALUE IS DEFINED AS: The price estimated in terms of
money, which a property would bring if exposed for sale in the
market with a reasonable time allowed in which to find a
purchaser buying with the knowledge of all the uses and purposes
to which it is adopted and of which it is capable.
Any decrease or increase in the Fair Market Value of real
property to the date of valuation caused by the public
improvement for which such property is acquired, or by the
likelihood that the property would be acquired for such
improvement, other than that due to physical deterioration within
the reasonable control of the owner, has been disregarded in
determining the compensation for the property by the City and its
appraisers.
The City of Miami's appraisal and determination of just
compensation do not reflect any consideration of, or any
allowance for, any relocation assistance and payments which the
occupants, the owners or tenants, are entitled to receive under
Title II of the Uniform Relocation Assistance and Real Property
Acquisition Policies Act of 1970.

CITY OF MIAM1, FLORIDA
INTER -OFFICE MEMORANDUM
TO: Honorable Mayor and Members of GATE. MAY 0 61987 Me:
the City Commission
Resolution Authorizing
SUBJECT: Acquisition of Parcels
in Wynwood
FROM: Cesar H. Odlo REFERENCES: Ci ty Commission Agenda
City Manager Item - May 14, 1987
ENCLOSURES:
RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the acquisition of eight (8)
parcels in the Wynwood Community Development Target Area through a
negotiated purchase for the purpose of developing affordable sales
housing in connection with the City sponsored Scattered Site
Affordable Housing Development Program.
BACKGROWD:
The Housing Conservation and Development Agency recommends through
a negotiated purchase, the acquisition of eight (8) parcels in the
Wynwood Community Development Target Area. The proposed
resolution authorizes and directs the City Manager to proceed in
acquiring the said subject parcels.
In October of 1986, through Resolution No. 86-840, the City
Commission approved the implementation of the City sponsored
Scattered Site Affordable Housing Development Program in the
City's Community Development Target Areas for the purpose of
providing owner occupied residential units within the
affordability range of qualified low and moderate income
purchasers. In addition, the City Commission authorized the City
Manager to proceed in securing appraisals of home sites with
initial emphasis in the Allapattah, Model City, Wynwood and
Overtown target areas. Eight (8) parcels have been identified by
City staff for acquisition in the Wynwood neighborhood in
connection with the program.
The City retained the services of two appraisers in order to
determine the fair market value of each of the parcels proposed
for acquisition. $1,000,000 in Community Development Block Grant
funding previously authorized by the City Commission for the
acquisition of home sites in connection with the Program is
available to fund the cost of acquiring the parcels.
The City of Miami, serving as developer, will be able to deliver
the residential units planned for construction tinder the Program
at sales prices affordable to low and moderate income purchasers.
Approximately, $3,900,000 in tax exempt bond proceeds are
available for construction financing. A consortium of five local
financial institutions have tentatively agreed to provide uhir low
ase
and moderate income buyers with first mortgage home p
financing subject to second mortgage financing through the Dade
County Surtax Program.
