PARCEL LOCATED AT 104 NW 1ST AVENUE BASED ON APPRAISALS PREPARED BY J. MARK QUINLIVAN AND RENEE ROLLE-DAWSON; REOUESTING THAT THE CITY OF MIAMI AND/OR DADE COUNTY INITIATE CONDEMNATION PROCEEDINGS IF THE PROPERTY CANNOT BE PURCHASED BY NEGOTIATION; FUNDING TO BE PROVIDED FROM A CASH CONTRIBUTION AND LOAN TO THE CITY FROM GRAB! CENTRAL CORPORATION. WHEREAS, the City of Miami and Metropolitan Dade County established the Southeast Overtown/Park West Community Redevelopment Project in 1982; and WHEREAS, the City of Miami and Metropolitan Dade County amended the project area boundaries in 1985 to incorporate NW 1st Avenue from NW ist Street to NW 5th Street; and WHEREAS, the widening and realignment of NW 1st Avenue from NW 1st to fold 10th Street is proposed in the Southeast Overtown Community Redevelopment Plan as amended; and WHEREAS, the Government Center Traffic Plan approved by Dade County calls for the improvement of NW 1st Avenue; and WHEREAS, the City of Miami is desirous of improving pedestrian and vehicular access within the Southeast Overtown/Park West Community Redevelopment Area; and WHEREAS, the 17,850 sq. ft. Parcel located at 104 NW 1st Avenue lies substantially in the proposed right of way of NW 1st Avenue; and WHEREAS, two independent professional appraisals have been made of the subject project by J. Mark Quinlivan and Renee Rolle - Dawson; and WHEREAS, the acquisition cost of the parcel to be acquired is set forth in Table I attached hereto and made a part hereof; and WHEREAS, Gran Central Corporation a Florida Corporation has agreed to provide a loan and a matching a cash contribution to provide funding for the acquisition of the beforementioned property; CITY COI•".IMSS`Ori bJ!:ET11�G OF MAY 14 1937 REW-UT1Uti t o •30 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to initiate the acquisition of a 17,850 parcel based on the aprraised values located at 104 NW 1st Avenue. (Lots 13, 14, 15 and South half of Lot 12, Block 106 N. Miami North Subdivision, Plat Book "B" at Page 41, Dade County, Florida.) Section 2. The City Manager is hereby authorized to initiate condemnation proceedings by the City of Miami and Dade County if a negotiated settlement based on the appraised value of the property cannot be achieved. Section 3. The acquisition of this property is contingent upon the execution of the loan agreement between the City of Miami and Gran Central Corporation. Section 4. The City shall not pay more than a maximum of two hundred thousand dollars ($200,000) over the total appraised value for the leasehold interest for the proposed acquisition of the property located at 104 Northwest 1st Avenue. Odio For City Commission City Manager ENCLOSURES: For of May 14, 1987 RECOMMENDATION It is respectfully recommended that the Miami City Commission approve the attached resolution authorizing the City Manager to initiate the acquisition of a 17,850 sq. ft. parcel located at 104 N.W. 1st Avenue; funding to be provided by a loan and cash contribution from Gran Central Corporation; a Florida Corporation. BACKGROUND - The Departments of Public Works, Development the N.W. W.the 1stLaw AvenueaStment reet have reviewed this acquisition s part of Improvement Program. The property located at 104 N.W. 1st Avenue lies at a critical location across from the Dade County Courthouse and adjacent to the Government Center Transit Station. In order to remove the existing jog at the intersection of N-W. 1st Avenue and H.W. Ist Street and to accommodate the proposed increase of right-of-way frog 50' to 70', this parcel must be acquired. The Government Center Traffic Plan prepared by Dade County and the Southeast Overtown/Park West Community Redevelopment Plan as amended (Citupgrading of Commission this Resolution to accommodate recommend improvedthe trafficn flow a nd upgg in up9 this portion of downtown. As part of the proposed contractual agreement between the City of Miami and Gran Central Corporation, a Florida Corporation the City j will commit to the acquisition of this parcel and to the realignment and rebuilding of NW 1st Avenue from NW 1st to 7th Streets. The City has also committed to the rebuilding of the street from NW 7th- loth Streets as part of Phase I of the Southeast Overtown/Park West Project.
