A RESOLUTION ALLOCATING $274,993 FROM THE
SPECIAL REVENUE FUND ENTITLED "SUMMER YOUTH
EMPLOYMENT AND TRAINING PROGRAM - 1987/ JTPA
II-B" TO THE BELAFONTE TACOLCY CENTER (BTC)
IN AN AMOUNT NOT TO EXCEED $146,841 AND TO
YOUTH CO-OP, INC. IN AN AMOUNT NOT TO EXCEED
$128,152; FOR THE IMPLEMENTATION AND
OPERATION OF THE JTPA TITLE 11-B SUMMER YOUTH
EMPLOYMENT AND 'TRAINING PROGRAM; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH BTC AND YOUTH CO-OP, INC. IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY.
BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Funds from the Special Revenue Fund entitled
"Summer Youth Employment and Training Program - 1987/JTPA II-B"
are hereby allocated as follows:

Section 2. The City Manager is hereby authorized to enter
into agreements, in a form acceptable to the City Attorney, with
Belafonte Tacolcy Center, to operate a Drop -Out Prevention
Program, and Youth Co -Op, Inc., to operate a Work Experience
Program, subject_ to the conditions and limitations contained
herein and established by the South Florida Employment. and
Training Consortium (SFETC).

RECOMMENDATION:
It is respectfully recommended, that the City Commission adopt the
attached Resolution allocating funds in the amount of $146,841.00 to
Belaf onte 'Tacolcy Center and $128,152.00 to Youth Co-op to operate
the 1987 Summer, Youth Employment Program through the Department of
Community Development.
BACKGROUND:
The Department of Community Development has been notified by the
South Florida Employment and Training Consortium (SFETC) that the
City of Miami has been awarded $931,120.00 for the 1987 Summer Youth
Employment and Training Program. This funding will provide summer
jobs for approximately 824 youth between the ages of 14 to 21.
The United States Government passed the Job Training Partnership Act
on October 13, 1982 to establish Employment Training Programs for
youth and individuals who are unskilled, economically disadvantaged
and face serious barriers to employment. Title II -B of; the Act
authorizes funds from the United States Department of Labor for
Summer Youth Employment and Training Programs including that
administered by the City of Miami.
Two (2) subcontractors have been selected to assist the Department of
Community Development in operating the Summer Youth Employment and
Training Program (SYETP): Belafonte Tacolcy Center and Youth Co-op.
Belafonte Tacolcy Center would operate the dropout prevention
component for in school youth identified as such at Miami
Northwestern Senior High and Charles Drew Middle School. This
component of the SYETP program aims at rewarding in -school youth
identified as potential dropout for academic performance, good
attendance, appropriate levels of effort and meeting expected
behavioral standards. If continued funding is available, this is
intended to be a multi year program. A youth may remain in the
program for as many years as it takes him/her to graduate from high
school. In addition, for those youth who remain in school to
graduate, the program offers the opportunity for permanent full-time
positions following their high school graduation.

Youth Co-op would operate the traditional work experience component
of the SYETP program. In -school youth which are not potential
dropouts will be offered the opportunity of a meaningful work
experience during their summer vacation. Furthermore, out -of school
youth would also be served by this program design.
In order to be eligible for SYETP funding, the City of Miami was
given a submission period of one week with a deadline of April 10,
1987 to submit its final proposal to the SFETC including the names of
proposed subcontractor(s). Ten (10) potential subcontractors were
contacted to submit proposals. Four (4) agencies responded. These
proposals were jointly reviewed by the Department of Community
Development and SFETC. Belafonte Tacolcy -Center and Youth Co-op
submitted proposals which were the most' comprehensive and best met
the City's needs for these services.
The attached resolution allocates $146,841.00 to Belafonte Tacolcy
Center and $128,152.00 to Youth Co-op to assist the City in operating
the 1987 SYETP.
