RESOLUTION NO. 87-411`;
A RESOLUTION CONCERNING A PARADE TO BE
CONDUCTED BY RENOVACION CARISMATICA CATOLICA
HISPANA ON MAY 23, 1987, PROVIDING FOR THE
CLOSURE OF DESIGNATED S`rRIsETS TO THROUGH
VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF
PERMITS 13Y THE DEPARTMENTS OF POLICE AND FIRE,
RESCUE AND INSPECTION SERVICES; CONDITIONED
UPON THE ORGANIZERS PAYING FOR THE NECESSARY
COSTS OF CITY SERVICES ASSOCIATED WITH SAID
EVENT AND THE REQUIREMENT THAT THE CITY WILL
BE INSURED AGAINST ANY POTENTIAL LIABILITY.
WHEREAS, the Renovacion Carismatica Catolica Hispana will
conduct a Parade in Downtown Miami on May 23, 1987; and
WHEREAS, certain streets must be closed to through vehicular
traffic during specified dates and hours to insure the safety of
the participants and pedestrians attending this event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section I.. In order to effectuate safe passage during the
Parade t-o be conducted by Renovacion Carismatica Catoli.ca Hispana
the following streets are hereby closed to through vehicular
traffic from G:30 P.M. to 10:30 P.M. on Saturday, May 23, 1987:
Biscayne Blvd. Southbound lane from East Flagler Street
to S.E. 2nd Street
exception inside southbound lane)
Biscavne Blvd Northbound from S.E. 4th Street to 2nd Street
exception outside northbound lane)
S.E. 2nd Street from Biscayne Blvd. to S.E. 2nd Avenue
S.E. 3rd Street between Biscayne Blvd. and S.E. 2nd Avenue
S.E. 4th Street between Biscayne Blvd. and S.E. 2nd Avenue
exception outside eastbound lane
S.E. 3rd Avenue between S.E. 2nd Street and S.E. 4th Street
S.E. 2nd Avenue/Brickell Avenue between S.E. 2nd Street and
S.E. 7th Street
I-95 Exit to Biscayne Blvd.(State Road)
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which intersect
the enumerated areas delineated in this Section.

Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is uD tsGued upon the full approval of
the Chief_ of Police after giving all due cons iderar.iori to the
safety and traffic needs of residents, businesses and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. Such closing of streets is liereby conditioned
upon the organizers paying for all cost of City services
associated with said event and the requirement that the City be
insured against any potential liability.

ENCLOSURES: May 14, 1987
REC(24M ENDAT I ON :
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the closure of certain streets in
connection with a Parade to be held in Downtown conducted by the
Renovacion Carismatica Catolica Hispana on Saturday, May 23,
1987. The street closures being subject to the issuance of
permits by the Departments of Police and Fire and Rescue and
Inspection Services and the organizers paying for the necessary
cost of City services.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation in connection with the Parade to be
conducted by the Renovacion Carismatica Catolica Hispana on
Saturday, May 23, 1987 at 6:00 RBI to 10:30 EM in the Downtown
area. The organizers are holding a three day Conference at the
James L. Knight Center. This Parade will be a symbolic gesture
of religious unity to end the Conference.
