A RESOLUTION DECLARING THAT THE MOST
ADVANTAGEOUS METHOD TO DEVELOP CERTAIN
IMPROVEMENTS ON A CITY-OWNED, RIVERFRONT
LAND, PARCEL IS BY A UNIFIED DEVELOPMENT
PROJECT (UDP), AUTHORIZING THE CITY MANAGER
TO PREPARE A DRAFT REQUEaT FOR PROPOSAL'S
( RFP) FOR A UDP, AND CONFIRMING TEiE SETTING
OF A PUBLIC HEARING FOR JULY 9, 1987, AT
2:30 P.M. TO TAKE TESTIMONY REGARDING A
UNIFIED DEVELOPMENT RFP FOR THE DEVELOPMENT
OF MARINE-ORIENTED RECREATIONAL AND RETAIL
USES, INCLUDING FOOD AND BEVERAGE SALES, OF
AN APPROXIMATELY .75 ACRE CITY-OWNED LAND
PARCEL LOCATED AT SW 2ND STREET AND SW
NORTH RIVER DRIVE ON THE MIAMI RIVER; TO
AUTHORIZE THE ISSUANCE OF A RFP; AND TO
SELECT A CERTIFIED PUBLIC ACCOUNTING FIRM
AND APPOINT MEMBERS OF A REVIEW COMMITTEE
TO EVALUATE PROPOSALS AND REPORT FINDINGS
TO THE CITY MANAGER AS REQUIRED BY THE CITY
CHARTER AND CODE.
WHEREAS, on December 19, 1986, by Resolution 85-1236 the
City Commission adopted in principle, the NW North River Drive
Design Concept that among other things, sets forth a general
development and implementation program for the marine-oriented
enhancement of publicly owned properties along the Afiami River
from SW 2nd Avenue to NW 5th Street; and
WHEREAS, the development concept for the parcel located at
SW 2nd Street within the study area of the North River Drive
Design Concept calls for its improvement through a unified
development process; and
WHEREAS, The City of Miami Charter Section 53 (e) allows for
"Unified Development Projects" where an interest in real property
is owned or is to be acquired by the City and is to be used for
development of improvements; and
WHEREAS, the City Commission determines that for the
development of marine-oriented recreational and retail uses
including food and beverage sales, on an approximately .75 acre
City-owned land parcel located at SW 2nd Street and SW North
River Drive on the Miami River, it is most advantageous for the
City to procure from a private person one or mare of the
following integrated packages:
- Planning and design, construction and leasing; or

- Planning and design, construction and management; or
- Planning and design, construction, leasing and
management; and
WHEREAS, Charter Section 53(c) requires that the City
Commission hold a Public Hearing to consider the contents of the
Request for Proposals; and
WHEREAS, Charter Section 53(c) further requires that, at the
conclu~- ' ~n of t}ie Public Hearing, the City Commission, if
dis~_..d to proceed, authorize the issuance of a RFP, select a
certified public accounting firm and appoint the members of a
review committee from persons recommended by the City Manager;
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI FLORIDA:
Section 1. It is most advantageous for the development of
marine-oriented recreational and retail uses, including food and
beverage sales, on an approximately .75 acre City-owned land
parcel located at SW 2nd Street and SW North River Drive on the
Miami River, that the City procure from a private person the
following integrated. package:
- Planning and design, construction, leasing and management.
Section 2. The City Manager is hereby authorized to develop
a Request for Proposals for a Unified Development Project
proposal for the development of the improvements as set forth in
Section 1. herein above.
Section 3. A Public Hearing for July 9, 1987, at 2:30 p.m.
to consider said Unified Development RFP for the development of
marine-oriented recreational and retail uses, including food and
beverage sales, at the North River Drive waterfront development
site as specified herein above is hereby confirmed.
Section 4. The City Manager shall recommend the names of
persons from the public and private sectors to serve on the
review committee to evaluate each proposal.

- Section 5. As required by the City Charter and City Code,
1 the City Commission shall, at the conclusion of the Public
Hearing, authorize the issuance of a RFP, select a certified
public accounting firm and appoint members of a review committee
to evaluate proposals and render a written report to the City
Manager.

RECOMMENDATION:
It is respectfully recommended that the City Commission approve the
attached Resolution declaring that the. most advantageous method to
develop an approximately .75 acre City-owned, riverfront land parcel
located at SW 2nd Street and SW North River Drive for marine-
oriented recreational and retail uses,~including food and beverage
sales, is by a Unified Development Project (UDP); authorizing the
City Manager to prepare a unified development Draft RFP and
confirming the setting of a Public Hearing for July 9, 1987, ~t 2:30
p.m. to take testimony regarding said Draft RFP.
BACKGROUND:
The Department of Development, in cooperation with the Planning
Department, requests that a determination be made by the City
Commission that it is most advantageous to the City to procure from
a priv~~te entity an intcgr.ated development package for improvements
to a City®o«ned riverfront land parcel located at SW 2 Street and SW
North River Drive, as showi7 a..n Attachment A .
On December la, 19f36, by Resolution. 85--1236, the City Commission
adopted in principal, the t~~J North River Drive Design Concept that
among ether things, sets forth a general development and
implementation program for the marine-oriented enhancement of
publicly owned properties along the Miami River from SW 2 Avenue to
NW 5 Street.
The development concept for the parcel located at SW 2 Street within
the study area of the NW North River Drive Design Concept calls for
marine-related recreational and retail uses, including food and
beverage sales, through a unified development process.
The City of Miami Charter, Section 53(c), providing comprehensive
procurement procedures, allows for Unified Development Projects,"
defined as projects where real property acquired or to be acquired
by the City is to be used for developing improvements. Section
53(c) further requires that a Request for Proposals (RFP) for a
Unified Development Project will:

generally define the uses the City is seeking for the project;
specify the land parcel to be made available;
specify the extent of the City's groposed commitment of funds,
property, and services;
specify evaluation criteria for a review committee and a
certified public accounting firm; and
define terms that would cause termination of the development
agreement.
It is requested that the City Manager be authorized to prepare a
Draft unified development RFP for.the SW North River Drive property.
The RFP will seek an integrated development package including
planning, design, construction, leasing and management to provide
marine-oriented retail and recreational services to the public,
including food-and beverage sales.
The F,FF will recommend that the City retain ownership of the property
and enter into a tease agreement ~;ith the successful proposer.
Proposers drill be ex.pc~cted to make all necessary impro~~ements to the
prapert}P at no c}-petlse to the City. Proposals will Ue evaluated on
the laasis of qualiticatians and experience of the development team
asset~>aled, the projected financ:ia.l rettiLn to the City, ~ quality and
appropri..atener,:~ o£ the design and uses proposed, and minority
participation in the project.
It is requested that a Public Hearing be scheduled on the City
Commission meeting agenda of July 9, 1987 at 2:30 p.m.
