A RESOLUTION AUTHORIZING AND
DIRECTING THE CITY MANAGER TO i
PREPARE A REDEVELOPMENT PLAN
PURSUANT TO PART III OF CHAPTER
163, FLORIDA STATUTES, AS AMENDED,
FOR AN AREA GENERALLY BOUNDED BY
THE MIAMI RIVER ON THE SOUTH, I-95
OFF RAMP TO S.E. 1 AVENUE ON THE
NORTH, I-95 ON THE WEST AND SOUTH
MIAMI AVENUE ON THE EAST; SAID AREA
BEING GENERALLY KNOWN AS THE RIVER
QUADRANT.
WHEREAS, the Legislature of the State of Florida enacted the
Community Redevelopment Act of 1969 (hereinafter the "Act") as is
presently contained in Part III of Chapter 163, Florida Statutes,
as amended; and
WHEREAS, the Act authorizes municipalities in the State of
Florida to prepare community redevelopment plans for certain
defined areas within their boundaries, to be designated as
community redevelopment areas and within which community
redevelopment projects may be undertaken to eliminate and prevent
the development and spread of slum and blighted areas; and
WHEREAS, the River Quadrant section of the City has been
found to be an area of deteriorated and/or blighted condition
pursuant to the Central Miami Renewal Plan; and
WHEREAS, the Miami Comprehensive Neighborhood Plan
recommends that the River Quadrant be developed as an area of
multiple use developments while maintaining and enhancing river
views and providing public amenities; and
WHEREAS, the City of Miami wishes to foster the development
of the River Quadrant by exercising the powers and duties
conferred upon municipalities by the Community Redevelopment Act
of 1969, as amended, in order to eradicate deteriorated and/or
blighted condition, and therefore, wishes to satisfy the
preliminary steps prescribed in the Act;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

Section 1. The City Manager is ?hereby authorized and
directed to prepare a Redevelopment Plan for the River Quadrant
pursuant to Part III of Chapter 163, Florida Statutes, as
amended, for an area generally bounded by the Miami River on the
south, I-95 off ramp to S.E. 1 Avenue on the north, I-95 on the
west and South Miami Avenue on the east; said area being
generally known as the River Quadrant.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing and directing the City Manager to
prepare a Redevelopment Plan pursuant to Part III of Chapter 163,
Florida Statutes, as amended, for an area generally bounded by the
Miami River on the south, I-95 off ramp to S.E. 1 Avenue on the
north, I-95 on the west and South Miami Avenue on the east; said area
generally known as the River Quadrant.
BACKGROUND
The Department of Development has analyzed the need to prepare a
Redevelopment Plan for the River Quadrant pursuant to the Community

The preparation of a Redevelopment Plan is a preliminary step, as
prescribed in the Act, that would allow the City to facilitate
redevelopment efforts in the River Quadrant. it is intended that
will enhance the tax base and provide

increased tax revenues to all affected taxing authorities, increasing
their ability to accomplish their purposes.
The Miami Comprehensive Neighborhood Plan recommends that the River
