RESOLUTION NO. 87-43 x
A RESOLUTION AUTHORIZING AND DIRECTING THE
CITY MANAGER, THROUGH HIS ADMINISTRATIVE
STAFF, TO ENGAGE APPROPRIATE FEDERAL
GOVERNMENT OFFICIALS IN CONVERSATION FOR THE
PURPOSE OF DETERMINING THE FEDERAL
GOVERNMENT'S POSSIBLE INTEREST IN ACQUIRING
TITLE TO THE CITY -OWNED WATSON BUILDING
LOCATED AT 65 S.W. FIRST STREET IN EXCHANGE
FOR THE U.S. NAVAL TRAINING CENTER FACILITY
IN THE AREA OF SOUTH BAYSHORE DRIVE.
WHEREAS, the City has a need to centralize personnel in
order to increase efficiency, reduce costs and provide greater
service to the public; and
WHEREAS, several City departments, including the Law
Department, Computers Department, Management and Budget, and
Internal Audits and Reviews, lease office space from the private
sector through agreements that have expired, or will expire in
the near future; and
WHEREAS, the City owns the Watson Building (the property),
at 65 S.W. First Street, which is now inadequate for the City's
needs; and
WHEREAS, as a part of this centralization process it is
necessary that the City dispose of the property and relocate
personnel contained therein;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager, through his administrative
staff, is hereby authorized and directed to engage appropriate
federal government officials in conversation for the purpose of
determining the federal government's possible interest in

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the issuance of a request for
proposals for the sale of the Watson Building, located at 65 SW
First Street, to the highest bidder.
BACKGROUND:
The General Services Administration Department has compre-
hensively analyzed the City's need for office space and has
developed a long range office space plan. The primary purpose of
the long range office space plan ito centralize City
administrative departments spread out in buildings owned by the
City and buildings leased to the City and whose lease agreements
have expired or will expire in 1987 and 1988. The specific goals
of the plan are to increase efficiency, provide better service to
the public., and reduce future costs from operations.
The initial phase of this centralization effort would necessitate
selling the Watson Building, once the Claims Division joins the
Law Department in the same office space downtown and the Treasury
Management Division joins the Accounting Division and the
Director's Office of the Finance Department in the same office
space in Coconut Grove, along with the Department of Management
and Budget. In addition, the Watson Building is inadequate for
the City's office space needs and for the efficient provision of
services to the public. The building has already been appraised
by two members of the American Institute of Real Estate
Appraisers, for $815,000 and $1,250,000, respectively, in
accordance with City Code requirements.
As there is currently a glut of leased properties on the open
market, it is not feasible for the City to lease the property.
Selling the Watson Building once the personnel housed therein
have relocated would be a critical element in the implementation
of the plan.
