RESOLUTION NO.87-432
A RESOLUTION ACCEPTING, IN PRINCIPLE, THE
PROPOSAL OF AMERIFIRST DEVELOPMENT
CORPORATION, FOR THE LEASE OF 25,000
SQUARE FEET OF OFFICE SPACE, SITUATED IN
THE DOWNTOWN AREA, IN RESPONSE TO REQUEST
FOR BIDS NUMBER 86-87/071; AUTHORIZING
AND DIRECTING THE CITY MANAGER TO
NEGOTIATE A LEASE AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY; AND
FURTHER DIRECTING THE CITY MANAGER TO
PRESENT A NEGOTIATED LEASE AGREEMENT AS
SOON AS PRACTICABLE FOR FINAL
CONSIDERATION AND APPROVAL BY THE CITY
COMMISSION PRIOR TO THE EXECUTION OF SAID
CONTRACT.
WHEREAS, the City of Miami has several departments leasing
space from the private sector through agreements that have
expired, or will expire in the near future; and
WHEREAS, the City desires to lease 25,000 square feet of
usable office space in the downtown area; and
WHEREAS, in adherence to the Ci.ty`s contracting methods and
procedures as contained in the Miami. Code, Article IV, Purchasing
and Contracts Generally, Section 18--52.1 "Competitive Sealed
Bidding", advertisements were placed in the Miami News, Miami
Times, and Miami Review, notifying the public of this competition
and instructing that sealed bids were to be submitted to the City
Clerk's Office on or before 4:30 pm, April 7, 1987; and
WHEREAS, eight bids were received in response to this
competition, request for bids #86-87/071; and
WHEREAS, these bids were reviewed and evaluated by the
Property and Lease Management Division of the General Services
Administration Department and five were responsible and
responsive to the request for bids issued March 24, 1987; and
WHEREAS, the melded bid submitted by AmeriFirst Development
Corporation was the most advantageous to the City;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The proposal of AmeriFirst Development
Corporation, for the lease of 25,000 square feet of office space,
situated in the downtown area, is hereby accepted,in principle.
Section 2. The City Manager is heresy authorized and
directed to negotiate a Lease Agreement with AmeriFirst
Development Corporation.
Section 3. The City Manager is further directed to present
the negotiated Lease Agreement as soon as practicable for final
consideration and approval by the City Commission prior to
execution thereof.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution accepting in principle the proposal of
AmeriFirst Development Corporation, for the lease of
approximately 25,000 square feet of office space in the Downtown
area, for three years. Further, the resolution authorizes and
directs the City Manager to negotiate a lease agreement
acceptable to the City Attorney, which will be presented to the
City Commission for final consideration and approval.
BACKGROUND:
The General Services Administration Department has compre-
hensively analyzed the City's need for office :pace and has
developed a long range office space plan. In the needs
assessment phase for 1987, consideration was given to:
a) the lease agreements which have either expired or
will expire in 1987, for the office space currently
rented by the City;
b) the need to relocate the Departments of Management
and Budget and Internal Audits and Reviews from the
Olympia Building, as a result of the impending
redevelopment;
c) the need to merge the Claims Division with the Law
Department by relocating together in the same office
space;
d) the need to have the Finance and Management and
Budget Departments in immediate proximity to one
another.

be programmed to stay or, the City floors at all times. This
will increase the efficiency =of communcation between the
various members of the Legal Department.

Dear- Mayer and Commissioners,
The City of Miami is interested in leasing 20,000 to 25,000
square feet per the abc jve-referenced bid. On April 6, 1987
E-4ush Realty submitted a bid which City Staff ranked ;end of
all the pry,posals. On May 11, 1987 we submitted a Letter, of
Clarification (see attached) which lowered the total bid,
which wouId then have ranked us first. Staff refuses to
accept 1 ewer bid.
