RESOLUTION NO.
A RESOLUTION ORDERING SILVER BLUFF
HIGHWAY IMPROVEll EN'i H-4527 AND
DESIGNATING THE PROPERTY AGAINST
WHICH SPECIAL ASSESSMENTS SHALL BE
MADE FOR A PORTION OF THE COST
THEREOF AS SILVER BLUFF HIGHWAY
IMPROVEMENT DISTRICT H-4527•
WHEREAS, the overall condition of certain street rights of
way in the Silver Bluff area has deteriorated; and
WHEREAS, the deteriorated streets have sidewalks, curbs,
gutters and pavement that are in poor and/or out of grade
condition; and
WHEREAS, the proposed improvements will include new
asphaltic pavement, concrete curbs and/or gutters, concrete
sidewalk, storm drainage facilities and landscaping where
feasible; and
WHEREAS, SILVER BLUFF HIGHWAY IMPROVEMENT H-4527 is
included in the City of Miami's Capital Improvement Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMM1SS1ON OF THE
CITY OF MIAMI, FLORIDA:
Section 1. A local improvement described as SILVER BLUFF
HIGHWAY IMPROVEMENT H-4527, shall be made under Section 56 of the
Charter of the City of Miami, as amended, located in the area
bordered by S.W. 22 Street, South Dixie Highway, S.W. 16 Avenue
and S.W. 24 Avenue.
Section 2. This improvement shall include clearing and
grading, construction of asphaltic pavement, concrete curbs
tend/or gutters, concrete sidewalk, storm drainage facilities and
landscaping where feasible.

REMARKS:
Section 3. This improvement shall be designated in all
proceedings and assessments as SILVER BLUFF HIGHWAY IMPROVEMENT
H-4527 and the property against which special assessments shall
be made for a portion of the cost thereof, hereunder shall be
designated as SILVER BLUFF HIGHWAY IMPROVEMENT Di6TRICT H-4527
with the following property descriptions by lot and block number
constituting all of the pieces of property affected by the said
improvements:

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt
the attached resolution ordering Silver Bluff Highway
Improvement H-4527, in Silver Bluff Highway Improvement
District H-4527•
BACKGROUND:
The Department of Public Works, after studying the area and
considering the wishes of its residents, and in a continuing
effort to serve all residents of the City of Miami, is
proposing an assessable improvement under Section 56 of the
Charter of the City of Miami described as Silver Bluff Highway
Improvement H-4-527• This district is located in the area
bordered by S.W. 22 Street, South Dixie Highway, S.W. 16 Avenue
and S.W. 24 Avenue.
The condition of certain street rights of way in the Silver
Bluff area has deteriorated. The pavement is narrow, in poor
condition and./or out of grade; side parkways are in poor
condition; curbing has deteriorated; and drainage problems
exist. All of these problems will be corrected on the streets
included in Silver Bluff Highway Improvement H-4527• The
proposed construction will include asphaltic pavement, concrete
sidewalk, concrete curbs and/or gutters, storm drainage
facilities and landscaping.
Silver Bluff Highway Improvement is included in the City of
Miami's 1986-92 Capital Improvement Program. The construction
of this improvement will be funded by Highway and Storm Sewer
General Obligation Bond Funds. The estimated total cost of
this project is $1,800,000.

On February 17, 1987 the Department of Public Works mailed
letters to 433 property owners in the Silver Bluff
neighborhood. The Department's original proposal to the owners
was to improve certain streets in three areas within Silver
Bluff. These areas are listed below and are indicated on the
enclosed project map:
Area No. 1 - Area bordered by S.W. 25 Street, South Dixie
Highway, S.W. 24 Avenue and S.W. 27 Avenue.
Area No. 2 - Area bordered by S.W. 24 Terrace, South Dixie
Highway, S.W. 18 Avenue and S.W. 22 Avenue.
Area No. 3 - Area bordered by Coral Way, South Dixie Highway,
S.W. 16 Avenue and S.W. 17 Avenue.
Included in the February 17th letter to the property owners was
a self-addressed postcard for the property owners to fill out,
sign and mail back to the Department. The response would be
utilized to determine if the majority of the property owners
wanted the City to proceed with the proposed improvements.
Below is the tabulation of the response from the property
owners in each of the three areas:
Area No. 1: 11-FOR 22-AGAINST
Area No. 2: 33-FOR 31-AGAINST
Area No. 3: 21-FOR 17-AGAINST
Because of the unfavorable response received from the property
owners in Area No. 1, the Department has decided to delete that
area from the Proposed project and. to proceed with the proposed
improvement, in Area Ir'o. 2 and Area No. 3,
On March 3, 1987, the Department of Public Works held an
evening meeting at the City Commission Chambers to explain the
proposed improvements to the 433 affected property owners.
Sixteen people representing eleven properties within the
proposed improvement district attended the meeting. Only two
property owners at the meeting expressed opposition to the
proposed project.
