A RESOLUTION ACCEPTING, IN PRINCIPLE/THE
PROPOSAL OF MCF CORPORATION, A MINORITY
COMPANY, FOR THE LEASE OF 25,630 SQUARE
FEET OF OFFICE SPACE, SITUATED AT 3000
AVIATION AVENUE IN COCONUT GROVE IN
RESPONSE TO REQUEST FOR BIDS #86-87/072;
AUTHORIZING AND DIRECTING THE CITY
MANAGER TO NEGOTIATE A LEASE AGREEMENT,
IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY; AND FURTHER DIRECTING THE CITY
MANAGER TO PRESENT A NEGOTIATED LEASE
AGREEMENT AS SOON AS PRACTICABLE FOR
FINAL CONSIDERATION AND APPROVAL BY THE
CITY COMMISSION PRIOR TO THE EXECUTION OF
SAID CONTRACT.
WHEREAS, the City of Miami has several departments leasing
space from the private sector through agreements that have
expired, or will expire in the near future; and
WHEREAS, the City desires to lease 25,000 square feet of
usable office space in the Coconut Grove area; and
WHEREAT.;, in adherence to the City's contracting methods and
procedures as contained in the Miami Code, Article IV, Purchasing
and Contracts Generall , Section 18-52.1 "Competitive Sealed
Bidding", advertisements were placed in the Miami News, Miami
Times, and Miami Review, notifying the public of this competition
and instructing that sealed bids were to be submitted to the City
Clerk's Office on or before 4:30 pm, April 7, 1987; and
WHEREAS, MCF Corporation, a minority company, was the sole
respondent to this competition, request for bids #86-87/072; and
WHEREAS, MCF Corporation's bid was reviewed and evaluated by
the Property and Lease Management Division of the General
Services Administration Department and is responsible and
responsive to the request for bids issued March 24, 1987; and
WHEREAS, the bid submitted by MCF Corporation is
advantageous to the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The proposal of MCF Corporation, a minority
company, for the lease of 25,630 square feet of office space,

situated at 3000 Aviation Avenue in Coconut Grove is hereby
accepted,in principle.
Section 2. The City Manager is hereby authorized and
directed to negotiate a Lease Agreement with MCF Corporation.
Section 3. The City Manager is further directed to present
the negotiated Lease Agreement as soon as practicable for final
consideration and approval by the City Commission prior to
execution thereof.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution accepting in principle the proposal of the
MCF Corporation, a minority company, for the lease of
approximately 25,630 square feet of office space, situated at
3000 Aviation Avenue, in Coconut Grove, for three years.
Further, the resolution authorizes and directs the City Manager
to negotiate a lease agreement acceptable to the City Attorney,
which will be presented to the City Commission for final
consideration and approval.
BACKGROUND:
The General Services Administration Department has compre-
hensively analyzed the City's need for office space and has
developed a long range office space plan. In the needs
assessment phase for 1907, consideration SYas given to:
a) the lease agreements which have either expired or
will expire in 1967, for the office space currently
rented by the City;
b) the need to relocate the Departments of Management
and Budget and Internal Audits and Reviews from the
Olympia Building, as a result of the impending
redevelopment;
c) the need to merge the Claims Division. ,vith the Law
Department by relocating together in thu same office
space;
d) the need to have the Finance and Management and
Budget Departments in immediate proximity to one
another.

CONCLUSIONS:
Office space in the Coconut Grove area is extremely useful for
certain City departments due to its closeness to City Hall and
the City Manager's office. The Departments of Finance and
Management and Budget will greatly benefit in efficiency and the
provision of service from both the close proximity to each other
and to Dinner Key. The Labor Relations Office will also benefit
from the close proximity to Dinner Key. The type of office
buildings being developed in the Coconut Grove area are well
suited for the purpose of housing approximately 100 persons in
sole tenancy.
More particularly, Management and Budget's lease agreement for
office space in the Olympia Building expired in February 28,
1986. As the Olympia Building is scheduled to undergo
renovations, this department must be relocated as soon as
possible. The Finance Department is presently located in Dinner
Key and in the Watson Building. All of the Finance Department
must be in the same location as well as in close proximity to the
Department of Management and Budget. Also, the Labor Relations
office's lease with the Coconut Grove Bank will expire in
October, 1987.
As a result of the above the General Services Administration
Department issued a request for bids number 86--87/072 to lease
office space in the Coconut Grove area and advertisements were
placed in the Miami News, Miami Review, and. Miami Times, in
accordance with procedures specified in tie Miami City -Code.
The sole response submitted to this bid was received from MCF
Corporation, a minority company. The Property and Lease
Management Division has analyzed this bid and found it to be
responsible and responsive to the request for bids, and most
advantageous to the City.
Funding for rental payments in connection with this lease will be
allotted from each department's current operating budget,
similarly to their existing arrangements, whereby the department
pays rent for current office space that they use.
