WIDTHS", PROVIDING FOR A REDUCTION 1` IN THE ESTABLISHED STREET WIDTH OF S.W. 27TH AVENUE BETWEEN SOUTH BAYSHORE DRIVE AND SOUTH DIXIE HIGHWAY FROM ONE HUNDRED FEET TO SEVENTY FEET; AND CONTAINING A REPEALER PROVISION AND A ` SEVERABILI.TY CLAUSE. WHEREAS, Article V of Chapter 54 of the Miami City Code establishes base building line locations for all public streets within the City of Miami; and WHEREAS, the City Commission expressed a desire, at its meeting of March 31, 1987, to reduce the base building line of S.W. 27th Avenue, between South Dixie Highway and South Bayshore Drive, from 50 feet to 35 feet; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 54-104 of the Code of the City of Miami, Florida as amended, is hereby further amended in the following particulars:l/ "CHAPTER 54 STREETS AND SIDEWALKS ARTICLE V. BASE BUILDING LINES Section 54-104. Nonstandard street widths 1/ Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and unchanged material. Odio 1 City Manager �Jq ENCLOSURES PZ-2o DATE' May 14, 1987 MAI: SUBJECT RECOM14ENDAT ION: Ordinance Amending the City Code to Reduce the Width of -S.W. 27 Avenue Between South Bayshore Drive and South Dixie Highway Two Sketches It is respectfully recommended that the City Commission NOT adopt the attached ordinance amending Chapter 54 of the Code of the City of Miami entitled "Streets and Sidewalks" by amending Section 54-104 entitled "Nonstandard Street Widths', providing• for a reduction in the established street width of S.W. 27 Avenue between South Bayshore Drive and South Dixie Highway from one hundred feet to seventy feet. BACKGROUND: At the City Commission meeting of April 30, 1987 the Commission indicated they wanted to consider reducing the established right of way width of S.W. 27 Avenue between South Bayshore Drive and South Dixie Highway from one hundred feet to seventy feet. S.W. 27 Avenue between South Bayshore Drive' and South Dixie Highway is the northern gateway into Coconut Grove and it should reflect the special character of the Grove. For many years, the City has planned to develop this portion of S.W. 27 Avenue as a 100 foot wide street with a landscaped median and side parkways. S.W. 27 Avenue between South Bayshore Drive and South Dixie Highway has been zoned as a 100 foot wide right of way since at least the early 1940's. Attached is a sketch prepared by the City Department of Public Works in 1973 showing the proposed cross section of S.W. 27 Avenue. The City and county standards for developing a 70 foot wide arterial type street do not provide for any landscaping. The sidewalks are approximately six feet wide and abut traffic lanes. The entire 70 feet of right of way is concrete and asphalt. Attached is a sketch of a typical 70 foot wide street. The. full right of way for 100 foot wide street has been dedicated adjacent to approximately 25% of the platted lots on this portion of S.W. 27 Avenue. Sidewalk has been constructed at the zoned right of way line adjacent to approximately another 15% `( of the platted lots where full width dedication has not been received.
