RE: LATIN QUARTER STREET CO -DESIGNATION PROGRAM
Dear Cesar:
I was advised yesterday that the Latin Quarter Street Co -Designation
Program had been removed from the agenda of May 14. I would like to
respectfully request/ that this item be placed on the agenda of May
14, so that we can have a final vote by the City Commission at that
time.
We are presently making arrangements to have the Vice President
George Bush in Miami in June, at which time we would envision a
ribbon cutting ceremony where yourself, the Mayor and the Commis-
sioners would join the Vice President in inaugurating the Street
Co -Designation Program. Since the•June date is critically important,
I would ask that you please reconsider the decision of removing our
item from the agenda.
Please give me a call (office 447-0009) or (home 667-9793) and advise
me whether we can still have our item in the agenda of May 14. Again,
I thank you in advance for your cooperation in this matter.

On February 4, 1987 the Plat and Street Committee reviewed a
request from the Latin•Quarter Review Board for co -designation of
streets within the Latin Quarter Area. Attached is information
provided to the Plat and Street Committee by Mr. Fully A.
Bermello, Chairman of the Latin Quarter Review Board.
The Plat and Street Committee recommended against co -designation
of these streets by a 5 to 4 vote. The primary reason for this
recommendation was a concern that the response time for emergency
vehicles could be lengthened if the caller reported an unfamiliar
street name rather than the street number. The following
concerns were also expressed by members of the Plat and Street
Committee:
). Metropolitan Dade County is responsible for street signs in
the City. They have adopted a policy of not replacing all
existing street signs with street signs having a new co -
designated name. See the attached letter dated February 4,
1987 from Mr. Walter A. Herndon, Jr., Director of the County
Department of Public Works. The Latin Quarter Review Board
is requesting all new street signs, but did not designate a
funding source for installation and maintenance.
2. The Latin Quarter Review Board is requesting blue street
signs with white lettering rather than the standard green
signs with wnit;e iettering. Any color :h=gco in the signs
would have to be approved by the County Department of Public
Yorks.
During discussion on this item, members of the Plat and Street
Committee made the following recommendations that were informally
agreed on by the committee if the co -designation request was
approved:
1. The street number should be placed above the name on the
Street signs.
2. The street number should be as large or larger than the
street name.

This matter has not been scheduled*for Commission action by the
Latin Quarter Review Board, but it probably will- be in the near

With reference to the January 27, 1987 let`-er, copy attached, from
Mr. George C cobe11, Chairmen, Clity of Miami Plat and Street Ccmittes,
this is to advise that the Dade Coaity Public Works Departmait has
street name sign responsibility for all streets within Dade County
isscludiag State roads. This involves standard street name signs shown
in the public Works Ma=1 R 18.1, copy attached. The County does not
mstufactura or install signs other than the adopted standards.
• Dual designation of street names is an item that is satisfied by the
following:
(1) County receipt of resolution from City Commission
(2) Dual designation street name sign is placed overhead
at traffic signal locations
We do not place signs for dual desigpatioa of streets. Available funds,
equipment and persacmel east be used for placement or replacement of
priority signs such as Stop, Yield, one -Way and street :names for
e nwpncy fire, police and fire rescue.

the names of streets within 'the Latin Quarter District. We are also en-
closing Exhibit A, where thi•suggested names for the Street Co -designation
Program has been itemized. We would like to underline that the suggested
names are intended to serve only as suggestions. In ptevious presentations
before the City -Commission, we advised the Commission that the final de-
cision regarding the particular name and its application to a specific
street or avenue will be subject to the final decision aE-the'Commission.
Also enclosed are a series of newspaper.clippings which have appeared in
both the Miami News.and the Rerald.throughout the last several months. We
believe that these will be of interest to both you and your committee.

exiles. One of his meetings took place at a restaurant on SW
12th Avenue.
Consideration should also

and the name of Jose Marti, the most

Dear Mayor Suarez:
Our organization, on behalf of its members and supporters residing in the
City of Miami and other Dade County communities surrounding Miami, desires
to record with your office and with the city commission our opposition to
the proposal by the city to co -name a large number of Miami streets and
avenues to honor the memories of deceased foreign persons whose names have
no meaning to the history and culture of this nation, the State of Florida,
Dade County, or the City of Miami. We urge that this proposed, deeply divisive
plan be dropped for the sake of community harmony.
Although the intent of this plan to co -name streets is allegedly'to vs. to
tourism, you should be aware that most non -Spanish-speaking Americans consid-
er that to be a spurious reason. There is a feeling of deep resentment among
such Americana who perceive this proposed action to be an unnecessary, insult-
ing gesture directed toward them by insensitive Hispanics who seem intent on
denigrating the history, langdage, and culture of the United States.
If the city commission persists in pursuing this divisive action, we formally
request, in a sincere effort to ameliorate ethnic tensions within the community#
that an equal number of Miami streets and avenues be similarly co -named in honor
of deceased personages whose names do have historical meaning to this nation,
this state, this county, or the City of Miami. Enclosed herewith are a number
of names we suggest for your consideration.
We propose that only numbered and avenues be co -named and recommend that,
as a gesture of good -will and unity, the city co -name streets to be designated
with American names in close proximity with those streets to be co -named for
deceased foreigners. This would promote ethnic integration and assist assimil-
ation.
By letter of October 259 1986, acknowledged by your office, we requested your
permission to address the city commission on this subject on the date the final
vote to co -name streets was to be scheduled. You referred the matter to the
city manager and we are still awaiting word from his office as to whether or not
I, as spokesperson for our group, will be permitted to appear. I hereby repeat
this request.

Here are a few facts about my father, Erben Cook, who was

Erben Cook - born Hadina, Minn., ..arch 22, IBM
$ailed a sloop from New York to Miaai in 1y03 and liked the area
so rucb that he convinced his parents, George F., and Any Lowell
Cook to move to Miami in 1904 with their other five sons.
Dad, who was a marine engineer, started Cook's Docks on
the south side of the Miami River just east of where the prss-i.':
Miami Avenue bridge is, was the first harbor pilot for the City
of hami, made the first residential fill at Point View, brought
the first, steamship into Miami - first running from Jacksonville
and then from Hew York to Miami.- He returned to New York in 1914
because he could not tolerate the prejudice of a new partner, but
returned in 1929 to supervise the construction of the section of
the Taniami Trail built by the Chevalier Corporation and during
those years 'We lived at 1348 S. N. 13th Street. He lost every-
thing he had in the crash after the 1926 hurricane; but his vision
was so great that, even during those years, he predicted that
the "gold coast" would be built up from Palm Beach to Homestead.
He lived to:fly over South Florida at night and see that whole
coast lit up just as he had predicted.
Another early Miamian I don't think has been recognized is
Ev Sewell.
