A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED $25,000 FROM 12TH YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS ALLOCATED
TO THE DEPARTMENT OF DEVELOPMENT, AS A
GRANT TO CARIBBEAN/CENTRAL AMERICAN
ACTION INC., IN CONNECTION WITH ITS
CONFERENCE ENTITLED "STRATEGIES FOR
ECONOMIC DEVELOPMENT: TELECOMMUNICATIONS
IN THE CARIBBEAN BASIN" TO BE HELD IN
MIAMI AT THE HYATT REGENCY HOTEL, JUNE
10-11, 1987; FURTHER AUTHORIZING THE
CITY MANAGER TO EXECUTE AN AGREEMENT,
SUBJECT TO THE CITY ATTORNEY'S APPROVAL
AS TO FORM AND CORRECTNESS, TO IMPLEMENT
THE ALLOCATION.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. An amount not to exceed $25,000 is hereby
allocated from 12th Year Community Development Block Grant Funds
allocated to the Department of Development as a grant to
Caribbean/Central American Action Inc., to stage a conference
entitled "Strategies for Economic Development: Telecommunications
in the Caribbean Basin" to be held in the City of Miami at the
Hyatt Regency Hotel June 10-11, 1987.
Section 2. The City Manager is hereby authorized to execute
an agreement, subject to the City Attorney's approval as to form
and correctness, to implement said grant.

RECOMMENDATION
It is recommended that the City Commission approve the attached
resolution allocating an amount not to exceed $25,000 from 12th Year
Community Development Block Grant Funds allocated to the Department
of Development, as a grant to Caribbean/Central American Action,
Inc. in connection with its conference entitled "Strategies for
Economic Development; Telecommunications in the Caribbean Basin" to
be held in Miami, at the Hyatt Regency Hotel, June 10-11, 1987;
further authorizing the City Manager to execute an agreement,
subject to the City Attorney' s approval .as to form and correctness,
to implement the allocation.
BACKGROUND
The Department of Development has reviewed this funding request and
recommends approval. In May 1983, Caribbean/Central American Action
sponsored a conference on Telecommunications in the Caribbean Basin
in Jamaica, focusing on the telecommunications revolution and its
impact on the nations of the Caribbean Basin, especially in relation
to their social and economic development.
In the past years Caribbean governments have been working to control
budget deficits, external debt, increase foreign exchange earnings
and create jobs. The successful achievement of these objectives
requires, among other things, integration into the world markets
through access to timely and relevant information and improved skill
levels within the tourism, agriculture and manufacturing sectors of
the Caribbean economies.
At the same time, changes in the U.S. regulatory environment have
increased competition in the telecommunications industry. This has
led to the introduction of new services and technologies, the
development of innovative vehicles of delivery, the reduction of
tariffs and the increase in telecommunications economics research.

Good telecommunication systems are essential to the efficient
delivery of information and can be a source of government revenue if
priced and managed correctly. In addition, they can be cornerstones
for other industries such as off -shore data processing, generators
of jobs and vehicles for education and training.
The changing international telecommunications and policy
environments together offer new and increasing challenges and
opportunities to U.S. Companies and their counterparts in the Basin.
These issues will be explored at this follow-up conference by some
300 representatives from Caribbean governments at the ministerial
level as well as from U.S., Canadian, Caribbean Basin and British
telecommunications industries at the CEO or C00 level.
The Conference will enhance efforts to establish Miami as the
information transfer point to Latin America as we ourselves are
completing the transition from a traditional service economy to an
information -based service economy.
Funding for this conference is allocated from the Community Block
Grant Funds as a grant to Caribbean/Central American Action, Inc.
